【摘要】：長春市作為全國的大都市,有著深厚的文化底蘊、便利的交通、雄厚的工業(yè)和農(nóng)業(yè)基礎(chǔ)、優(yōu)越的自然環(huán)境,這些都其未來的發(fā)展提供十分有利的條件。但是,長春市在以后的發(fā)展中,不能忽視軟環(huán)境的建設(shè),尤其是法治建設(shè)及公民法治意識整體水平提生問題。因為在未來的發(fā)展前進中,長春市必須實現(xiàn)法治化,才能創(chuàng)造更好的發(fā)展條件和環(huán)境,而要實現(xiàn)法治化,又需要加強當(dāng)?shù)氐姆ㄖ谓ㄔO(shè)和提升公民法治意識整體水平。所以,長春市公民法治意識整體水平提升問題進行系統(tǒng)研究,對今后長春市的繁榮和進步具有一定的現(xiàn)實意義。提升長春市公民法治意識整體水平,首先要在充分肯定長春市法治建設(shè)特別是公民法治意識水平已經(jīng)取得的顯著成績。同時,實事求是認識當(dāng)前制約長春市公民法治意識水平整體提升中存在的問題,客觀分析其產(chǎn)生問題的原因,少數(shù)領(lǐng)導(dǎo)干部社會治理法治化水平不高,公民權(quán)利意識覺醒與維權(quán)理性不足之間的矛盾突出,公民對執(zhí)法司法突出問題意見很大,在一定程度上影響了長春市公民法治意識水平整體提升的進程。長春市公民法治意識水平整體提升的過程中,既需要堅持一些原則,又需要把握一些重點,必須堅持的原則是在實際工作中不能違背的,違背這些原則,長春市的法治建設(shè)就會受到不良影響。這些原則主要包括:堅持黨的領(lǐng)導(dǎo)原則、符合憲法精神的原則、堅持從長春市實際情況出發(fā)的原則、循序漸進的原則等。長春市公民法治意識水平整體提升還要抓住重點,抓住這些重點,就能準(zhǔn)確把握長春市公民法治意識水平整體提升的主要環(huán)節(jié)和主要方向,確保長春市公民法治意識水平整體提升工作有條不紊地進行。這些重點主要包括:培養(yǎng)長春市公民法治主體意識、培養(yǎng)長春市公民法律至上意識、培養(yǎng)長春市公民權(quán)利與義務(wù)相統(tǒng)一意識等。最后,在推進長春市公民法治意識整體水平提升的過程中,還要結(jié)合實際,制定適合的具體實施途徑,這是順利實施長春市公民法治意識水平整體提升最重要的一環(huán)。只有制定了適合的具體實施途徑,法治建設(shè)才能落到實處,才能更好地推進法治建設(shè)。這些途徑主要包括:提高領(lǐng)導(dǎo)干部的法治能力,強化全民的法治宣傳教育,優(yōu)化長春市法治環(huán)境,營造長春市公平公正的執(zhí)法司法環(huán)境等。
[Abstract]:Changchun, as a national metropolis, has profound cultural background, convenient transportation, strong industrial and agricultural foundation, superior natural environment, all of which provide very favorable conditions for its future development. However, in the future development of Changchun, we can not ignore the construction of soft environment, especially the construction of the rule of law and the overall level of citizens' awareness of the rule of law. Because in the future development, Changchun must realize the rule of law, in order to create better development conditions and environment, and in order to achieve the rule of law, we need to strengthen the local construction of the rule of law and enhance the overall level of citizens' awareness of the rule of law. Therefore, it is of practical significance for the prosperity and progress of Changchun City to carry out a systematic study on the promotion of the overall level of citizens' awareness of the rule of law in Changchun. To improve the awareness of the rule of law in Changchun, the first step is to fully affirm the remarkable achievements that have been made in the construction of the rule of law in Changchun, especially in the level of citizens' awareness of the rule of law. At the same time, we should seek truth from facts to understand the problems existing in the overall improvement of the citizens' awareness of the rule of law in Changchun, and objectively analyze the causes of the problems. The level of legalization of the social governance of a few leading cadres is not high. The contradiction between the awakening of citizen's right consciousness and the lack of rationality of protecting rights is prominent, and the citizen's opinion on the outstanding problem of law enforcement is very big, which to some extent affects the whole process of raising the level of citizen's consciousness of ruling by law in Changchun. In the process of raising the awareness of citizens' rule of law in Changchun as a whole, we should not only adhere to some principles, but also grasp some key points. The principles that must be adhered to cannot be violated in actual work. Changchun City will be adversely affected by the construction of the rule of law. These principles include: adhering to the Party's leading principle, conforming to the spirit of the Constitution, adhering to the principle of proceeding from the actual situation in Changchun, and the principle of gradual and orderly progress, etc. Changchun citizens' awareness of the rule of law as a whole, we should grasp the key points, so that we can accurately grasp the main links and the main direction of the overall promotion of Changchun citizens' awareness of the rule of law. To ensure that Changchun City citizens awareness of the rule of law as a whole to promote the work methodically. These emphases include: cultivating the awareness of the subject of the rule of law of the citizens in Changchun, cultivating the awareness of the supremacy of the law of the citizens of Changchun, and cultivating the unity of the rights and obligations of the citizens in Changchun, etc. Finally, in the promotion of Changchun citizens' awareness of the rule of law in the overall level of the process, but also combined with the reality, to formulate a suitable specific implementation approach, this is the smooth implementation of Changchun citizens' awareness of the rule of law as a whole the most important part of the promotion. Only by formulating suitable concrete implementation ways can the construction of rule of law be carried out and the construction of rule of law be promoted better. These ways mainly include: to improve the ability of leading cadres to rule by law, to strengthen the publicity and education of the people on the rule of law, to optimize the legal environment of Changchun, and to create a fair and just judicial environment for law enforcement in Changchun.
