【摘要】：運用文獻調(diào)研與案例分析的研究方法,通過對文獻資料與網(wǎng)站內(nèi)容的調(diào)查,從政府?dāng)?shù)據(jù)開放機構(gòu)、數(shù)據(jù)開放必要性、數(shù)據(jù)開放范圍和開放數(shù)據(jù)的格式標準等方面,詳細介紹了加拿大政府?dāng)?shù)據(jù)開放相關(guān)的政策和法律保障,解讀了該國的政府?dāng)?shù)據(jù)開放實施辦法和細則,總結(jié)了該國政府?dāng)?shù)據(jù)開放政策法規(guī)特點,提出了中國要從重視執(zhí)行力的提升和重視開放數(shù)據(jù)的復(fù)用兩個方面來促進政府?dāng)?shù)據(jù)開放。
[Abstract]:Using the methods of literature investigation and case analysis, through the investigation of literature and website content, from the government data open organization, the necessity of data opening, the scope of data opening and the standard of open data format, etc.This paper introduces in detail the policies and legal guarantees related to the openness of Canadian government data, interprets the implementing methods and rules of the openness of government data in Canada, and summarizes the characteristics of the policies and regulations of the opening up of government data in Canada.This paper puts forward that China should promote the government data opening from two aspects: enhancing the executive power and emphasizing the reuse of open data.
