【摘要】：政府采購為政府正常運(yùn)轉(zhuǎn)和職能的實(shí)現(xiàn)提供公共物品和服務(wù),是拉動(dòng)經(jīng)濟(jì)發(fā)展的"第四架馬車"。政府采購不僅是財(cái)政支出管理工具而且還是政府戰(zhàn)略目標(biāo)實(shí)現(xiàn)的重要手段,關(guān)系著國家安全、公共安全以及產(chǎn)業(yè)安全。目前我國政府采購信息安全制度的缺失已經(jīng)給經(jīng)濟(jì)社會(huì)發(fā)展帶來了直接和間接的危害。我國應(yīng)借鑒美國政府采購信息安全制度,樹立政府采購信息安全至上理念,拓展政府采購信息安全的內(nèi)涵與外延,明確政府采購官員信息安全權(quán)責(zé)、供應(yīng)商及其從業(yè)人員安全可信等級(jí)以及他們相應(yīng)的政府信息使用權(quán)限等。
[Abstract]:Government procurement, which provides public goods and services for the realization of normal operation and function of the government, is the "4th carriage" to stimulate economic development. Government procurement is not only a tool of fiscal expenditure management, but also an important means to realize the strategic goal of the government. At present, the lack of information security system of government procurement in our country has brought direct and indirect harm to the development of economy and society. To establish the concept of information security in government procurement, to expand the connotation and extension of information security in government procurement, and to clarify the information security rights and responsibilities of government procurement officials. Suppliers and their employees of the level of security and credibility and their corresponding authority to use government information and so on.
