【摘要】：隨著國家全面深化改革和全面依法治國進(jìn)程的推進(jìn),邊疆治理體系和治理能力也在進(jìn)行著現(xiàn)代化轉(zhuǎn)型,實(shí)現(xiàn)邊疆治理機(jī)制本體上和路徑上的機(jī)制創(chuàng)新對(duì)邊疆治理有著根本意義和決定作用。法治和邊疆治理有著本質(zhì)的內(nèi)在聯(lián)系和外在契合,法治是邊疆治理現(xiàn)代化發(fā)生的價(jià)值訴求,不僅是邊疆治理體系現(xiàn)代化的基本邏輯起點(diǎn)也是未來邊疆治理能力現(xiàn)代化的基本支撐。在國家治理現(xiàn)代化進(jìn)程中,邊疆多民族地區(qū)由傳統(tǒng)禮俗社會(huì)向當(dāng)代法理社會(huì)的社會(huì)結(jié)構(gòu)轉(zhuǎn)變意味著中國邊疆治理范式的重大轉(zhuǎn)變,依法治邊也是未來邊疆治理的基本模式,邊疆的治理轉(zhuǎn)變也是國家的治理方式和能力現(xiàn)代化的重要組成部分,對(duì)國家治理和邊疆治理都有深遠(yuǎn)的重大現(xiàn)實(shí)意義。
[Abstract]:With the advancement of the country's comprehensive deepening of reform and comprehensive rule of law, the border governance system and governance capacity are also undergoing modernization transformation. Realizing the mechanism innovation on the Noumenon and the path of the borderland governance mechanism has the fundamental meaning and the decisive function to the borderland governance, and the rule of law and the borderland governance have the essential internal relation and the external agreement. The rule of law is the value demand of the border governance modernization, not only the basic logical starting point of the border governance system modernization, but also the basic support of the future border governance ability modernization. The transformation of the social structure from the traditional civil society to the contemporary legal society in the multi-ethnic border areas means a significant change in the governance paradigm of China's border areas, which is also the basic model of the future border area governance. The transformation of borderland governance is also an important part of the modernization of national governance style and ability, which has far-reaching practical significance for national governance and border governance.
