【摘要】：正黨的十八屆四中全會(huì)在部署全面推進(jìn)依法治國(guó)重大任務(wù)時(shí)明確要求:"實(shí)現(xiàn)立法和改革決策相銜接,做到重大改革于法有據(jù)、立法主動(dòng)適應(yīng)改革和經(jīng)濟(jì)社會(huì)發(fā)展需要。"這一要求蘊(yùn)含著黨中央對(duì)推進(jìn)法治與推進(jìn)改革之間關(guān)系的深刻思想,對(duì)于在推進(jìn)依法治國(guó)進(jìn)程中更好推進(jìn)改革具有重大指導(dǎo)意義。法治是推進(jìn)改革的有效途徑和有力保障。法治是改革的"天然盟友"。法治從其施行之日起,就因其內(nèi)在的科學(xué)性、民主性、系統(tǒng)性和權(quán)威性,從而成為推動(dòng)改革起步、幫助改革完成的助推器和保險(xiǎn)杠。通過(guò)法治
[Abstract]:The fourth Plenary session of the 18 Central Committee of the Central Committee of the Communist Party of China has made clear the following requirements when deploying the important tasks of comprehensively promoting the rule of law: "to achieve the convergence of legislation and reform decisions, and to achieve major reforms based on the law." Legislation actively adapts to the needs of reform and economic and social development. "this requirement contains the profound thinking of the CPC Central Committee on the relationship between the promotion of the rule of law and the promotion of reform.
