文章摘要:普通高中教育作為非義務(wù)教育,實(shí)行教育成本分擔(dān)政策。通過市場機(jī)制和政府機(jī)制的共同作用,對家庭進(jìn)行補(bǔ)償,有助于教育公平和教育質(zhì)量的提高。按照微觀經(jīng)濟(jì)學(xué)的消費(fèi)者選擇理論,引入家庭和普通高中教育的一般均衡模型,從理論上分析了普通高中通過"價格歧視"策略,提高學(xué)校的教育質(zhì)量;高能力低收入家庭則獲得學(xué)費(fèi)減免和獎學(xué)金等成本補(bǔ)償,使市場機(jī)制發(fā)揮作用。對我國1998~2011年家庭城鄉(xiāng)普通高中費(fèi)用承受差異分析,至2010年,農(nóng)村地區(qū)依舊有50%的低收入家庭無力承擔(dān),從而指出以政府機(jī)制為主對家庭進(jìn)行教育補(bǔ)償?shù)谋匾。通過對目前我國普通高中學(xué)生資助的分析,指出了政策完善的方向。
Abstr:As non-compulsory education,cost sharing policy is implemented in general high school.According consumer preference theory in Micro-economics,we use general equilibrium model between family optimization and the quality of general high school,analyzing how high school improve their quality through price discrimination strategy,the result is high ability students who are from low-income families can get the tuition-waiver and the grand as cost compensation.In reality,we try to analyze the family bearing capability on the high school cost difference between city and countryside in 1998~2011,the result shows that in 2010,there still were 50% low-income families from countryside can't bearing the cost,therefore we have to compensate the low-income family.Then we illustrate the advantagesand shortcomings of national grants.At the end of the paper,we make further effort on the meaning of the cost compensation.
