中學校長職業(yè)化制度研究

【摘要】:中學校長職業(yè)化制度是確保校長職業(yè)化的關鍵所在。世界各國尤其是發(fā)達國家早已意識到制度在校長職業(yè)化的過程中的統(tǒng)領與規(guī)范作用,幾乎每一個國家都有校長職業(yè)化制度的框架,只不過存在制度的有效性與科學性而已。各國也在努力地探求校長職業(yè)化制度的規(guī)范化與不斷地完善與改進,有關校長職業(yè)化制度研究才剛開始,方興未艾。我國在這方面的研究,也是時不我待,尤其是本世紀以來,隨著教育的不斷現(xiàn)代化與管理機制的不斷完善,校長職業(yè)化制度的創(chuàng)新性構建與完善已經提上日程。有關校長職業(yè)化制度的研究也不斷的涌現(xiàn),本論文也想在這方面作嘗試性研究,本論文共分為六部分。第一部分是緒論,主要從研究的緣起、國內外文獻綜述、論題的研究目的、研究的方法與意義談起,校長職業(yè)化制度是校長職業(yè)化的關鍵因素,我國也認識到制度建設的重要作用,不管是最高領導層,還是現(xiàn)在的教育精英階層都不約而同地認識到這一點,不斷地完善我國中學校長職業(yè)化制度是當務之急,不管是從橫向比較來講,還是從我國的目前的現(xiàn)實情況來講,制度的構建與完善都是刻不容緩的。因此,校長職業(yè)化制度的研究是具有重要的現(xiàn)實意義,促進中學校長職業(yè)化制度的不斷完善,是研究的主要目標,以此達到我國校長職業(yè)制度的科學與合理,促進我國中學校長更加職業(yè)化。第二部分是中學校長職業(yè)化制度的基本理論,重點解釋制度與校長職業(yè)化制度的語義內涵,校長職業(yè)化制度的理論基礎,校長職業(yè)化制度的基本原則以及校長職業(yè)化制度的法律關系。研究問題必須要知道研究的對象,這是最基本的要求,把校長職業(yè)化制度語義及其內容弄清楚有助于對問題的理解與研究。制度是屬于法律范疇,校長職業(yè)化制度的構建也要從法律的角度進行研究與思考,這樣才能做到更加專業(yè)與科學。第三、四部分是我國中學校長職業(yè)化制度的剖析,闡述我國的中學校長職業(yè)化制度發(fā)展的主要歷程、我國校長職業(yè)化制度的主要內容、校長職業(yè)化制度存在的問題與問題的分析。我國校長職業(yè)化制度很多方面是向國外學習的結果,形成今天的制度現(xiàn)狀,它是經歷了一個發(fā)展的歷程的,我國中學校長職業(yè)化制度,從目前看是包括了當今世界發(fā)達國家實行的主要制度,但是問題在于我們在引進與吸收方面存在較大不足,主要表現(xiàn)在“重形不重神”,校長的任職資格條件較低;缺乏保障制度運行的財政支持;評價體系缺乏客觀性等。這主要是由我國的現(xiàn)行的制度所造成的,我國整體國家制度也需要不斷的完善,也就是我們常說的要加強政治體制改革,這里包含教育行政體制改革,也要加強這方面的教育投入的制度安排,激發(fā)教育行政官員更加認真地研究我國的教育國情,做到有為工作、有為管理,以達到校長職業(yè)化制度更加完善。第五部分是國外中學校長職業(yè)化制度的啟示。主要談國外校長職業(yè)化制度的非常完備、有一套科學的嚴格的職業(yè)化校長選拔制度以及科學公平公正的評價考核制度。歐美發(fā)達國家,不管我們喜不喜歡,或者其他情感如何,有關校長職業(yè)化制度確實要比我國要科學公正有效的多,這是不容爭辯的。他們的選拔等一系列制度是經過多少年的積淀與不斷優(yōu)化的結果,是經過事實檢驗的。因此,我們要以極其的包容與無比博大的胸懷,向國外學習,“學無涯”,對于一個不斷追求進步的國度,也是適用的,對于我們的不足,不能諱疾忌醫(yī),或諱莫如深,生怕別人知道,歐美國家的校長職業(yè)化制度尤其是選拔與保障制度是非常值得我們去學習的。第六部分是我國中學校長職業(yè)化制度的完善。我國校長職業(yè)化制度尤其是選拔制度、評價制度、職業(yè)教練制度、經費保障制度與職業(yè)化培訓制度等,完善這些制度是迫在眉睫的,這些制度是保障中學校長職業(yè)化的最主要的根本制度,這方面做好了,我們的校長隊伍就能更加職業(yè)化,我們教育就能更快地發(fā)展,我國就能在不遠的將來成為世界教育強國。
