職稱改革點滴談

【摘要】:正 1997年是水利部“人才開發(fā)年”。科技是第一生產(chǎn)力,發(fā)展科技離不開廣大專業(yè)技術人才,現(xiàn)代化的水利建設,必須以現(xiàn)代化的科學技術為先導,以具有現(xiàn)代化的科技人才為支撐。我省水利系統(tǒng)現(xiàn)有職工44139人,其中專業(yè)技術干部11337人,占職工總數(shù)的25.6%,他們支撐起了陜西水利科技的大廈,職稱改革無疑是鞏固這支科技人才隊伍的重要方略。 我省水利行業(yè)的職稱改革共經(jīng)歷了三個階段。第一階段,即解放初到1977年,實行的是任命制,與行政干部的任命同時開始,任命受到嚴格的指標限制,并與工資掛鉤。實行的范圍包括
[Abstract]:1997 is the Ministry of Water Resources, "talent development year." Science and technology is the first productive force, the development of science and technology can not be separated from the vast number of professional and technical personnel, the construction of modern water conservancy must be guided by modern science and technology, supported by modern scientific and technological talents. There are 44139 workers in water conservancy system in our province, of whom 11337 are specialized technical cadres, accounting for 25.6% of the total number of workers. They have supported the building of water conservancy science and technology in Shaanxi, and the reform of professional title is undoubtedly an important strategy to consolidate the contingent of scientific and technological talents. The title reform of water conservancy industry in our province has gone through three stages. The first stage, from the beginning of liberation to 1977, implemented the appointment system, which began at the same time as the appointment of administrative cadres. The appointment was restricted by strict indicators and was linked to wages. The scope of implementation includes
