【摘要】:當前如何深化職稱制度改革已成為黨和政府、廣大專業(yè)技術人員普遍關注的重要研究課題。本文在對我國職稱制度改革發(fā)展歷程及中小學教師專業(yè)技術職務聘任制度的發(fā)展和現(xiàn)狀概要介紹分析后,提出了“只聘不評”的改革辦法和主要目標,進而全面闡述了改革的重大意義,結合改革試點的實踐和取得的成效,提出了如何進一步深化改革的對策及措施。目的是通過理論與實踐的研究分析,用政府部門加大職稱改革宏觀調(diào)控和以社會化評價為特征的“只聘不評”改革辦法代替現(xiàn)行傳統(tǒng)的“評聘合一”制度,促進我國中小學教師專業(yè)技術職務聘任制度改革的全面深化。這項改革制度的深入推進在當前構建和諧社會、提高黨的執(zhí)政能力和加快推進人事干部制度改革的新形勢下,對落實科學的發(fā)展觀和人才觀,進一步促進人才資源的總體素質(zhì)和綜合競爭能力的迅速提高是極為重要的。
[Abstract]:At present, how to deepen the reform of the title system has become the party and the government, This paper briefly introduces and analyzes the history of professional title system reform in China and the development and present situation of professional and technical appointment system for primary and secondary school teachers. This paper puts forward the reform method and main target of "only employing and not evaluating", and then expounds the great significance of the reform, combining with the practice and effect of the reform pilot, The countermeasures and measures of how to deepen the reform are put forward. The purpose of this paper is to study and analyze the theory and practice of the reform. Instead of the traditional system of "integration of evaluation and employment", the reform method of "only hiring without evaluation", which is characterized by socialized evaluation, has been replaced by the reform of macro regulation and control by government departments in the field of professional title reform. To promote the overall deepening of the reform of the system of professional and technical appointment of teachers in primary and secondary schools in China. The deepening of this reform system is under the new situation of building a harmonious society, improving the Party's governing ability and speeding up the reform of the personnel cadre system. It is very important to carry out the scientific concept of development and talent and to further promote the overall quality of human resources and the rapid improvement of comprehensive competitive ability.
