【摘要】：公共政策自上世紀八十年代起被我國社會各界所關(guān)注,但對公共政策制定的的價值原則的研究以及對公共政策的價值理性研究都沒有出現(xiàn)具有突破性的成果。有效的公共政策能夠從各個方面促進國家的發(fā)展;不良的公共政策亦會對整個國家與社會帶來危害。公共政策制定和實施的過程其實是社會資源和社會利益在全社會進行分配的過程,是國家政策價值目標相互協(xié)調(diào)、相互平衡的過程,它不僅涉及到公民的政治利益,而且涉及到公民的經(jīng)濟利益。在運用公共政策實現(xiàn)國家的有關(guān)職能時,既要保護公民的利益,又要注重促進社會與經(jīng)濟的發(fā)展,確保這兩方面的工作齊頭并進。以公共選擇理論為框架支撐,以我國公共政策制定的價值原則為研究對象開展研究。對于公共政策制定的概念及其屬性的把握,主要是從公共政策自身的價值及特點來維系的,公共政策的發(fā)展更是一種發(fā)展的、歷史的,所以應當采取歷史邏輯的分析方法。通過考察公共政策制定的現(xiàn)狀,從現(xiàn)實角度對其進行價值失范及歪曲進行歸納總結(jié),進而提出公共政策制定應遵循有的價值原則及精神。
[Abstract]:Since the 80s of last century, public policy has been paid attention to by all circles of our society. However, there are no breakthroughs in the study of the principle of value of public policy and the research on the value rationality of public policy. The effective public policy can promote the development of the country from all aspects; the bad public policy will also be the same. The whole country and society bring harm to the society. The process of making and implementing public policy is the process of social resources and social interests distribution in the whole society. It is a process of coordination and balance between the value targets of the state policy. It not only involves the political interests of the citizens, but also involves the economic interests of the citizens. In order to realize the relevant functions of the state, we should not only protect the interests of the citizens, but also pay attention to the promotion of the social and economic development, and ensure that the work of these two aspects should go hand in hand. It is supported by the theory of public choice and studies the value principles formulated by the public policy of our country. It is mainly to maintain the value and characteristics of public policy. The development of public policy is more a kind of development and history, so we should adopt the historical logic analysis method. Through the investigation of the present situation of public policy making, the value anomie and distortion of the public policy are summed up from the practical point of view, and then the public administration is put forward. The policy formulation should follow the principle and spirit of some value.
