【摘要】：20世紀(jì)90年代興起的治理理論反思和批判自由主義與新自由主義實(shí)踐,關(guān)注流動中的人口及其特征,倒轉(zhuǎn)了管理中的主客體關(guān)系和控制模式,通過市場機(jī)制,并采用契約、合同等方式促成了多元協(xié)商和網(wǎng)絡(luò)參與等新權(quán)力關(guān)系的構(gòu)建,意在通過政治的經(jīng)濟(jì)途徑來達(dá)到治理成本的最小化和公共利益的最大化。現(xiàn)代治理遵循管理的"最小-最大"原則,理論和實(shí)踐上都是趨向于"無為而治"的。無獨(dú)有偶,中國傳統(tǒng)"無為而治"理論主張因循自然、尊重人倫日常、遵從自發(fā)秩序,與現(xiàn)代治理術(shù)不謀而合。其中,《周易》離卦作為古人南面無為的重要象征,具有權(quán)力的隱形化、秩序的自發(fā)性、主體間性的關(guān)系形構(gòu)等內(nèi)涵,還具有象征性管理、符號管理等現(xiàn)代轉(zhuǎn)化的可行性,成為構(gòu)建中國特色文化治理體系的一種契機(jī)。
[Abstract]:In 1990s, the governance theory of governance reflects and criticizes the practice of liberalism and neoliberalism, pays attention to the population and its characteristics in the floating, reverses the relationship between subject and object and the control mode in management, and adopts contract through market mechanism. Contracts and other ways have led to the construction of new power relations, such as pluralistic negotiation and network participation. The aim is to minimize the cost of governance and maximize the public interest through a political and economic approach. Modern governance follows the principle of minimization and maximization of management, which tends to govern by doing nothing in theory and practice. The traditional Chinese theory of "governing by doing nothing" advocates following nature, respecting the daily life of human beings, obeying the spontaneous order, and coinciding with modern governance techniques. Among them, as an important symbol of the ancients' inaction in the south, the Divinatory Divinatory diagrams have the invisibility of power. The spontaneity of order, the relationship between subjects, and the feasibility of modern transformation, such as symbolic management and symbolic management, have become an opportunity to construct a system of cultural governance with Chinese characteristics.
