【摘要】：中國參與全球環(huán)境與衛(wèi)生治理機(jī)遇與挑戰(zhàn)并存。主要機(jī)遇包括:(1)全球環(huán)境與衛(wèi)生治理的走向與中國在此領(lǐng)域的戰(zhàn)略部署高度吻合,為其積極參與全球環(huán)境與衛(wèi)生治理提供了強(qiáng)大的內(nèi)生動(dòng)力。(2)全球環(huán)境與衛(wèi)生領(lǐng)域的資源為中國提供了有益的參考和借鑒,有利于加快和完善國內(nèi)環(huán)境與衛(wèi)生領(lǐng)域的治理。(3)全球環(huán)境與衛(wèi)生問題具有公益性質(zhì),是中國展現(xiàn)負(fù)責(zé)任大國形象的重要領(lǐng)域。(4)當(dāng)前全球環(huán)境與衛(wèi)生治理的相關(guān)制度還有待規(guī)范和完善,這為中國爭取更多的話語權(quán)提供了機(jī)遇。主要挑戰(zhàn)包括:(1)中國國內(nèi)環(huán)境與衛(wèi)生問題層出不窮,從而使得中國參與全球環(huán)境與衛(wèi)生治理時(shí)精力有限,同時(shí)也面臨較大的國際壓力。(2)中國缺乏全球環(huán)境與衛(wèi)生戰(zhàn)略。(3)全球"大衛(wèi)生觀"尚未完全建立,有待進(jìn)一步拓展和完善。(4)智力支撐不足。(5)在中國國際定位方面,中外存在分歧且呈現(xiàn)擴(kuò)大趨勢。為有效參與全球環(huán)境與衛(wèi)生治理,中國應(yīng)統(tǒng)籌國內(nèi)和國際兩個(gè)層面采取一系列應(yīng)對措施。
[Abstract]:China's participation in global environmental and health governance opportunities and challenges coexist. The main opportunities include: (1) the trend of global environmental and health governance is highly consistent with China's strategic deployment in this area; It provides a powerful endogenous impetus for its active participation in global environmental and health governance. (2) Global resources in the field of environment and health provide a useful reference and reference for China. It is conducive to accelerating and improving governance in the field of environment and health at home. (3) Global environmental and health issues are of a public interest nature. It is an important field for China to display the image of a responsible country. (4) at present, the relevant system of global environmental and health governance needs to be standardized and perfected, which provides an opportunity for China to strive for more discourse power. The main challenges include: (1) the proliferation of environmental and health issues in China, which makes China's participation in global environmental and health governance limited; At the same time, there is also greater international pressure. (2) China lacks a global environmental and health strategy. (3) the global "grand health concept" has not yet been fully established. It needs to be further expanded and perfected. (4) insufficient intellectual support. (5) there are differences at home and abroad in the international positioning of China and the trend of expansion. In order to participate effectively in global environmental and health governance, China should take a series of measures at the domestic and international levels.
