【摘要】：職業(yè)健康管理是降低和防止企業(yè)職工在工作過程遭受職業(yè)危害的有效方式。我國職業(yè)健康管理工作起步較晚，形勢較嚴(yán)峻，并存在管理體制沒有理順、法律法規(guī)體系建設(shè)滯后、管理者和勞動(dòng)者的職業(yè)健康意識薄弱等問題。近年來，我國立法機(jī)關(guān)對職業(yè)健康管理的重視不斷加強(qiáng)。自2011年3月11號日本福島核泄漏事故后，核電廠由于其兼涉放射性和非放射性職業(yè)危害的特點(diǎn)更加受到社會(huì)公眾的關(guān)注，其職業(yè)健康管理工作任務(wù)更加繁重，要求更加嚴(yán)格，內(nèi)容更加全面。核電廠職業(yè)病風(fēng)險(xiǎn)日益增大，迫切需要建立職業(yè)健康管理體系。 本文就TW核電廠當(dāng)前所存在的實(shí)際情況，詳細(xì)闡述了目前TW核電廠職業(yè)健康管理特點(diǎn)與現(xiàn)狀，，分析了核電廠職業(yè)健康危害因素的存在方式和表現(xiàn)形式，并以防治核電廠危害職業(yè)健康的放射性危害和非放射性危害為重點(diǎn)目標(biāo)，提出了加強(qiáng)核電廠職業(yè)健康管理的具體措施建議，即通過全面建立健全職業(yè)健康組織管理、制度管理和信息管理體系、加強(qiáng)職業(yè)病危害源頭控制、強(qiáng)化職業(yè)健康“三同時(shí)”工作、加強(qiáng)工作場所職業(yè)危害監(jiān)測與評價(jià)、嚴(yán)格工作場所的現(xiàn)場管理、嚴(yán)格落實(shí)職業(yè)健康監(jiān)護(hù)工作、加強(qiáng)職業(yè)健康檔案管理、提高從業(yè)人員職業(yè)危害防范能力、提高職業(yè)危害事故應(yīng)急能力、加強(qiáng)職業(yè)健康標(biāo)準(zhǔn)化建設(shè)、健全職業(yè)病防治技術(shù)支撐體系等途徑，有效提高核電廠職業(yè)健康管理水平。本文還對未來職業(yè)健康管理工作提出了展望，未來的職業(yè)健康管理工作重在職業(yè)病危害的預(yù)防，使從業(yè)人員的身體和精神都具有良好的適應(yīng)社會(huì)的狀態(tài)。在未來，職業(yè)安全與職業(yè)健康還需進(jìn)一步融合，以促進(jìn)兩者的和諧發(fā)展。未來也需進(jìn)一步關(guān)注國內(nèi)外職業(yè)健康管理發(fā)展新趨勢，以進(jìn)一步完善職業(yè)健康管理體系。
[Abstract]:Occupational health management is an effective way to reduce and prevent employees from suffering occupational hazards in the process of work. The work of occupational health management in our country starts late, the situation is rather severe, and there are some problems, such as the management system is not straightened out, the construction of laws and regulations system lags behind, and the consciousness of occupational health of managers and labourers is weak. In recent years, the legislature of our country pays more and more attention to occupational health management. Since the Fukushima nuclear spill in Japan on 11 March 2011, the nuclear power plant has received increased public attention due to its characteristics of both radioactive and non-radioactive occupational hazards, and its occupational health management tasks have become more onerous and demanding, The content is more comprehensive. With the increasing risk of occupational diseases in nuclear power plants, there is an urgent need to establish an occupational health management system. Based on the present situation of TW nuclear power plant, the characteristics and present situation of occupational health management in TW nuclear power plant are described in detail, and the existing modes and manifestations of occupational health hazard factors in nuclear power plant are analyzed. Focusing on the prevention and control of radioactive and non-radioactive hazards to occupational health in nuclear power plants, specific measures and suggestions for strengthening occupational health management in nuclear power plants are put forward, that is, through the establishment and improvement of occupational health organization and management in an all-round way, To strengthen the source control of occupational disease hazards, strengthen the "three simultaneous" work of occupational health, strengthen the monitoring and evaluation of occupational hazards in the workplace, and strictly manage the workplace on the spot. We will strictly implement the work of occupational health monitoring, strengthen the management of occupational health records, improve the ability of employees to prevent occupational hazards, improve the emergency capacity of occupational hazards accidents, and strengthen the construction of occupational health standardization. Improve the technical support system of occupational disease prevention and control, and effectively improve the occupational health management level of nuclear power plants. This paper also puts forward the prospect of occupational health management in the future. The future work of occupational health management focuses on the prevention of occupational disease hazards, so that the physical and mental health of employees are well adapted to the state of the society. In the future, occupational safety and occupational health need to be further integrated in order to promote the harmonious development of both. Further attention should be paid to the development trend of occupational health management at home and abroad in order to further improve the occupational health management system.
