【摘要】：隨著煤礦工業(yè)機(jī)械化程度的不斷提高,伴隨而來(lái)的噪聲職業(yè)危害也越來(lái)越嚴(yán)重。噪聲已經(jīng)成為煤礦最主要的職業(yè)病危害因素之一,而我國(guó)煤礦企業(yè)的噪聲職業(yè)危害預(yù)防控制工作開展仍存在許多不足,亟需職業(yè)衛(wèi)生監(jiān)管部門加大監(jiān)管力度。但由于客觀原因造成現(xiàn)有的職業(yè)衛(wèi)生監(jiān)督人員配置相對(duì)較少,難以有效地發(fā)揮其監(jiān)管作用。開展煤礦企業(yè)噪聲職業(yè)危害綜合評(píng)估和分級(jí)管理的研究,對(duì)提高職業(yè)衛(wèi)生監(jiān)管效率,緩解這一矛盾,以及煤礦企業(yè)自我認(rèn)知噪聲職業(yè)危害程度和把握噪聲形成職業(yè)危害的關(guān)鍵環(huán)節(jié)都有著重要意義。本文主要采用文獻(xiàn)研究方法,定性與定量結(jié)合、以定量為主的方法,專家打分法,以及案例分析法,闡述了風(fēng)險(xiǎn)評(píng)估方法在職業(yè)衛(wèi)生領(lǐng)域的應(yīng)用和職業(yè)危害分級(jí)管理的研究現(xiàn)狀�；谙到y(tǒng)工程理論分析了噪聲職業(yè)危害的成因,通過(guò)系統(tǒng)分析總結(jié)國(guó)內(nèi)外研究成果,引入層次分析法,構(gòu)建了包含6個(gè)一級(jí)指標(biāo)和30個(gè)二級(jí)指標(biāo)在內(nèi)的噪聲職業(yè)危害抵消效果評(píng)估指標(biāo)體系,并依據(jù)專家打分結(jié)果確定了指標(biāo)權(quán)重。在此基礎(chǔ)上,形成了煤礦企業(yè)噪聲職業(yè)危害的綜合評(píng)估方法,對(duì)煤礦企業(yè)噪聲職業(yè)危害進(jìn)行分級(jí),并制定了各級(jí)相應(yīng)的監(jiān)管辦法。本文以山西大同某煤礦企業(yè)為例,結(jié)合企業(yè)實(shí)際情況,應(yīng)用構(gòu)建出的煤礦企業(yè)噪聲職業(yè)危害綜合評(píng)估方法進(jìn)行打分和評(píng)估,將分級(jí)結(jié)果和監(jiān)管建議與其職業(yè)病危害現(xiàn)狀評(píng)價(jià)報(bào)告中評(píng)價(jià)結(jié)論進(jìn)行比對(duì),發(fā)現(xiàn)結(jié)論相似,進(jìn)一步驗(yàn)證了構(gòu)建的噪聲職業(yè)危害綜合評(píng)估和分級(jí)管理方法的合理性和可行性。
[Abstract]:With the increasing mechanization of coal mine industry, the occupational hazards of noise are becoming more and more serious. Noise has become one of the most important occupational hazard factors in coal mines. However, there are still many deficiencies in the prevention and control of occupational noise hazards in coal mining enterprises in China. However, due to the objective reasons, the existing occupational health supervisors are relatively few, so it is difficult to effectively play its supervisory role. In order to improve the efficiency of occupational health supervision and alleviate this contradiction, the research on comprehensive evaluation and hierarchical management of noise occupational hazards in coal mine enterprises is carried out to improve the efficiency of occupational health supervision and to alleviate this contradiction. It is also of great significance to understand the degree of occupational harm caused by noise in coal mining enterprises and to grasp the key link of the formation of occupational hazards by noise. This paper mainly adopts the literature research method, the qualitative and quantitative combination, the quantitative method, the expert scoring method, and the case analysis method. The application of risk assessment method in occupational health and the research status of occupational hazard classification management are described. Based on the system engineering theory, the causes of occupational noise hazards are analyzed, and the research results at home and abroad are summarized through systematic analysis, and the analytic hierarchy process (AHP) is introduced. The evaluation index system of noise occupational hazard cancellation effect including 6 first class indexes and 30 second grade indexes is constructed and the index weight is determined according to the result of expert scoring. On this basis, a comprehensive evaluation method of noise occupational hazards in coal mining enterprises is formed, and the occupational noise hazards of coal mining enterprises are classified, and corresponding supervision measures at all levels are worked out. In this paper, a coal mine enterprise in Datong, Shanxi Province, is taken as an example. Combined with the actual situation of the enterprise, the comprehensive assessment method of noise occupational hazards in coal mining enterprises is applied to score and evaluate. The classification results and supervision suggestions were compared with the evaluation conclusions in the evaluation report of occupational hazard status, and the conclusion was similar, which further verified the rationality and feasibility of the comprehensive assessment and classification management method of noise occupational hazards.
