【摘要】:國家級開發(fā)區(qū)存在粉塵、毒物和噪聲等主要職業(yè)危害因素,職業(yè)衛(wèi)生管理剛起步,人員編制較少,本研究在現(xiàn)場調(diào)研的基礎(chǔ)上,基于國家級開發(fā)區(qū)職業(yè)衛(wèi)生管理現(xiàn)狀,開展了作業(yè)場所職業(yè)危害分級研究。提出了理想作業(yè)場所單一職業(yè)危害,既單獨(dú)存在粉塵、噪聲、毒物的分級評價模型。由于實(shí)際作業(yè)場所比較復(fù)雜,存在多種職業(yè)危害因素,分析研究后,提出了多類型職業(yè)危害并存作業(yè)場所的職業(yè)衛(wèi)生綜合評價分級模型,確定了固有風(fēng)險水平。提出了影響企業(yè)職業(yè)危害風(fēng)險水平的影響因素,分別對接觸職業(yè)危害人數(shù)和職業(yè)衛(wèi)生管理水平確定了影響權(quán)重,建立了企業(yè)職業(yè)衛(wèi)生總體風(fēng)險評估模型。在某開發(fā)區(qū)對評價模型進(jìn)行了實(shí)際驗(yàn)證,并進(jìn)行了修正,模型基本反映了實(shí)際情況。利用分級評定模型和確定日常監(jiān)管分級頻次,可以確定國家級開發(fā)區(qū)職業(yè)衛(wèi)生監(jiān)管人員數(shù)量,為政府編制部門進(jìn)行定編提供依據(jù)。該研究完善了國家級開發(fā)區(qū)職業(yè)衛(wèi)生分級監(jiān)管的程序,涵蓋需求分析、風(fēng)險評估、風(fēng)險分級、分級監(jiān)管到企業(yè)整改的全過程,能有效指導(dǎo)、提升企業(yè)的職業(yè)衛(wèi)生管理水平,論文具有重要的現(xiàn)實(shí)意義。
[Abstract]:There are main occupational hazard factors such as dust, poison and noise in the national development zone. Occupational health management has just started, and the staffing is relatively small. This study is based on the field investigation, based on the status quo of occupational health management in the national development zone. The classification of occupational hazards in the workplace was carried out. The classification evaluation model of dust, noise and poison is put forward. Because of the complexity of the actual workplace and the existence of various occupational hazards, a comprehensive evaluation model of occupational health was put forward and the inherent risk level was determined after the analysis and study. The influencing factors of the occupational hazard risk level of enterprises were put forward, and the influence weights of the number of occupational hazards exposed to and the occupational health management level were determined respectively, and the overall risk assessment model of occupational health in enterprises was established. The evaluation model is verified and modified in a development zone. The model basically reflects the actual situation. The number of occupational health supervisors in the national development zone can be determined by using the grading evaluation model and the frequency of daily supervision, which can provide the basis for the establishment of government departments. The research improves the procedure of occupational health grading supervision in national level development zones, covering the whole process of needs analysis, risk assessment, risk grading, grading supervision and enterprise reform, which can effectively guide and improve the occupational health management level of enterprises. The thesis has important practical significance.
