國境口岸公共衛(wèi)生危機(jī)應(yīng)對(duì)體系的研究

【摘要】:現(xiàn)代社會(huì)口岸公共衛(wèi)生危機(jī)頻繁發(fā)生,對(duì)人類生命財(cái)產(chǎn)安全構(gòu)成嚴(yán)重威脅?诎缎l(wèi)生檢疫工作面臨嚴(yán)峻挑戰(zhàn)。世界衛(wèi)生組織曾預(yù)測,21世紀(jì)傳染性疾病仍是威脅人類生命健康的頭號(hào)殺手,今后仍潛伏著傳染性疾病引起突發(fā)性公共衛(wèi)生事件的可能。目前與人類疾病相關(guān)的病原體有600多種,一些曾經(jīng)得到控制的傳染病如結(jié)核病、瘧疾、鼠疫、白喉、登革熱、人感染禽流感等疾病卷土重來。亞洲美國流行的西尼羅熱等,全球蔓延的甲型流感引起民眾對(duì)傳染病的廣泛恐懼。因此,防范傳染病在國際間傳播是全世界面臨的重大公共衛(wèi)生問題。 2005年5月23日,世界衛(wèi)生大會(huì)討論通過了新修訂的《國際衛(wèi)生條例(2005)》。作為WHO的成員國,中國政府有履行《國際衛(wèi)生條例(2005)》的責(zé)任和義務(wù)!秶H衛(wèi)生條例(2005)》改變了傳統(tǒng)的衛(wèi)生管理模式,從單個(gè)傳染病控制擴(kuò)大到大衛(wèi)生觀念,由對(duì)3個(gè)檢疫傳染病的管理擴(kuò)大到管理生物、化學(xué)和核放射危害等引起的更廣泛的衛(wèi)生問題,必然要求我們加快檢驗(yàn)檢疫工作職能的調(diào)整,改變傳統(tǒng)衛(wèi)生檢疫模式,建立口岸公共衛(wèi)生危機(jī)應(yīng)對(duì)體系,提高口岸衛(wèi)生衛(wèi)生檢疫核心能力,以適應(yīng)當(dāng)前國際疾病防控、交通和貿(mào)易發(fā)展的新形勢。 目前,我國國境口岸公共衛(wèi)生危機(jī)應(yīng)對(duì)體系還未建立,在不同程度上存在一些問題,影響了口岸公共衛(wèi)生危機(jī)應(yīng)對(duì)工作。本文認(rèn)真分析了現(xiàn)階段我國國境口岸公共衛(wèi)生危機(jī)應(yīng)對(duì)工作中存在的突出問題,從創(chuàng)新探索的角度思考危機(jī)應(yīng)對(duì)體系的構(gòu)建。
[Abstract]:In modern society, the port public health crisis occurred frequently, a serious threat to human life and property safety. The port health and quarantine work is facing serious challenges. The WHO had predicted that in twenty-first Century the number one killer of infectious diseases is still a threat to human life and health, the future is still a latent infectious disease caused by the sudden public health events. Currently associated with human disease there are 600 kinds of pathogens, some have been infectious diseases such as tuberculosis, diphtheria, plague, malaria, dengue disease control, avian influenza and other diseases comeback. Asian American popular Sidney Roger, the global spread of influenza caused widespread public fear of infectious disease. Therefore, to prevent the spread of infectious diseases in the world's major public the health problems in the world.
May 23, 2005, to discuss the World Health Assembly adopted the revised International Health Regulations "(2005). As a member of WHO, the government has to perform" Chinese International Health Regulations (2005). The responsibility and obligation to the international health regulations (2005) > > has changed the traditional mode of health management, from a single infectious disease control to expand the big health concept, to expand by 3 quarantinable infectious disease management to the management of biological, more extensive health problems caused by chemical and nuclear radiation hazards, we must speed up the function test and quarantine work adjustment, change the traditional mode of port health and quarantine, establish public health crisis response system, improve the core competence of port health quarantine in order to adapt to the current international, disease prevention and control, the new situation of traffic and trade development.
At present, China's frontier port public health crisis response system has not been established, there are some problems in different extent, affect the port public health crisis. This paper carefully analyzes the problems at the present stage of China's frontier port public health crisis in the work, from the perspective of constructing innovation system to deal with the crisis.
