【摘要】：煤礦生產(chǎn)作為國民經(jīng)濟的重要產(chǎn)業(yè),涉及我國21個省(區(qū)、市)與上千萬的從業(yè)人員,隨著社會經(jīng)濟的不斷發(fā)展,職業(yè)病災(zāi)害成為我國煤礦管理面臨的突出問題。我國早在上世紀(jì)90年代就提出“安全第一、預(yù)防為主”的職業(yè)健康管理理念,但是一直以來,煤礦職業(yè)健康管理更多的表現(xiàn)為事后的補償與治療。隨著社會生產(chǎn)發(fā)展階段的不斷推進(jìn),對煤礦職業(yè)健康管理方式的研究也需要不斷發(fā)展和調(diào)整,如何更好地保護(hù)勞動者的生命安全與健康,研究建立符合我國國情的煤礦職業(yè)健康管理方法,將我國煤礦的管理方式由事后被動型轉(zhuǎn)化為事前主動控制,具有重要現(xiàn)實意義。 本文從職業(yè)健康管理基礎(chǔ)理論入手,通過對生產(chǎn)管理發(fā)展規(guī)律理論的闡述,對我國煤礦職業(yè)危害、職業(yè)健康管理現(xiàn)狀及現(xiàn)階段存在的問題進(jìn)行論述,以哈爾烏素煤礦為案例,對我國建立并完善煤礦職業(yè)健康管理系統(tǒng)加以實踐應(yīng)用分析。 本文圍繞著系統(tǒng)管理理論和PDCA循環(huán)體系理論,對職業(yè)健康管理系統(tǒng)(OSHSM)的運行機制加以分析,對我國煤礦管理引入該系統(tǒng)的必要性進(jìn)行研究。該系統(tǒng)的引入將改變我國煤礦職業(yè)健康管理傳統(tǒng)被動的管理方式,通過持續(xù)不斷的循環(huán)改善整個系統(tǒng)的運行,從源頭上制止安全事故的發(fā)生。系統(tǒng)的運行需要運用安全評價對職業(yè)危害進(jìn)行辨識、評價和控制,同時建立職業(yè)健康管理信息系統(tǒng)可以使整個體系更加科學(xué)化,使我國的煤礦職業(yè)健康管理系統(tǒng)更適應(yīng)新時期管理的需要,更適應(yīng)社會經(jīng)濟發(fā)展水平的要求,實現(xiàn)生產(chǎn)與健康、效益的統(tǒng)一。
[Abstract]:As an important industry of national economy, coal mine production involves 21 provinces (districts, cities) and tens of millions of employees. With the development of social economy, Occupational disease disaster has become a prominent problem in coal mine management in China. As early as the 1990s, China put forward the occupational health management concept of "safety first, prevention first", but all along, With the development of social production, the research on the management mode of occupational health in coal mine needs to be continuously developed and adjusted. How to better protect the life safety and health of workers, to study and establish the management method of coal mine occupational health in accordance with the national conditions of our country, and to transform the management mode of coal mine in our country from passive type to active control in advance is of great practical significance. Based on the basic theory of occupational health management and the development law of production management, this paper discusses the occupational hazards, the present situation of occupational health management and the existing problems in China's coal mines. The paper takes Halwusu Coal Mine as a case study. The practical application of establishing and perfecting the coal mine occupational health management system in China is analyzed. In this paper, the operating mechanism of occupational health management system (OSHSM) is analyzed around the theory of system management and the theory of PDCA cycle system. The necessity of introducing this system into coal mine management in China is studied. The introduction of this system will change the traditional passive management mode of coal mine occupational health management in China and improve the operation of the whole system through continuous circulation. It is necessary to use safety assessment to identify, evaluate and control occupational hazards. At the same time, the establishment of occupational health management information system can make the whole system more scientific. The occupational health management system of coal mine in our country can meet the needs of the management in the new period and the level of social and economic development, and realize the unification of production, health and benefit.
