【摘要】：達州市，作為四川省東北部煤炭資源極其豐富的重鎮(zhèn)，近年來，農(nóng)民工成為生產(chǎn)一線的主要勞動力，其職業(yè)病問題越來越突出，也出現(xiàn)過一些農(nóng)民工因職業(yè)病問題上訪的事件。 本文就緊緊圍繞達州市農(nóng)民工職業(yè)病防控策略進行探討。首先，通過問卷調(diào)查了解達州市農(nóng)民工職業(yè)病防控現(xiàn)狀，并與達州市農(nóng)民工職業(yè)病防控目標作比較，，發(fā)現(xiàn)現(xiàn)狀離目標還有很大一段差距，這說明當前達州市農(nóng)民工職業(yè)病防控任務艱巨，且防控模式存在問題，需要改進；其次，通過對達州市當前農(nóng)民工職業(yè)病防控現(xiàn)狀進行分析，指出雖然當前達州市農(nóng)民工職業(yè)病防控主體存在多元化，但由于各主體的利益偏好，最終導致其參與不足，更沒有形成有效的協(xié)同，并從不同角度對各防控主體參與及協(xié)同不足的原因進行了系統(tǒng)、全面的梳理；第三，以人為本的科學發(fā)展觀、全面建成小康社會以提高廣大人民家庭的幸福指數(shù)、維護社會穩(wěn)定實現(xiàn)社會的長治久安為改進達州市農(nóng)民工職業(yè)病防控多元主體協(xié)同機制提供了必要性，一些新的職業(yè)病防治法律、法規(guī)、規(guī)章的頒布、農(nóng)民工職業(yè)病受關注程度的不斷提高、各主體對農(nóng)民工職業(yè)病防控意識的日益增強為改進達州市農(nóng)民工職業(yè)病防控多元主體協(xié)同機制提供了可行性；最后，提出建立黨委領導、政府負責、人大政協(xié)監(jiān)督、各防控主體協(xié)同防控農(nóng)民工職業(yè)病的改進對策，闡明了各主體在農(nóng)民工職業(yè)病防控工作中的不同職責，他們以聯(lián)席會議作為相互交流的平臺，培育相互間的信任，并運用協(xié)同論和合作博弈理論說明各主體如何協(xié)同一致防控農(nóng)民工職業(yè)病，以達到社會整體利益最大化。
[Abstract]:Dazhou, as an important town with abundant coal resources in northeast Sichuan Province, has become the main labor force in recent years, and its occupational disease problem is becoming more and more prominent. There have also been a number of migrant workers due to occupational diseases to petition the incident. This paper focuses on the strategy of occupational disease prevention and control of migrant workers in Dazhou city. First of all, through the questionnaire survey to understand the status of occupational disease prevention and control of migrant workers in Dazhou city, and compared with the goal of prevention and control of occupational disease of migrant workers in Dazhou city. It is found that there is still a big gap between the present situation and the target, which indicates that the task of occupational disease prevention and control of migrant workers in Dazhou is arduous, and the prevention and control mode has problems and needs to be improved. Secondly, through the analysis of the current situation of prevention and control of occupational disease among migrant workers in Dazhou city, the author points out that although the main body of occupational disease prevention and control of migrant workers in Dazhou city is diversified, it is due to the interests preference of each subject. Finally, it leads to its lack of participation, not forming an effective coordination, and from different angles of prevention and control of the main participation and coordination of the reasons for the lack of a systematic, comprehensive comb; Third, the people-oriented concept of scientific development, to build a well-off society in an all-round way to improve the well-being of the broad masses of families. Maintaining social stability and realizing the long-term stability of the society provides the necessity for improving the coordination mechanism of the multiple subjects of prevention and control of occupational diseases among migrant workers in Dazhou. Some new laws, regulations and rules for the prevention and control of occupational diseases have been promulgated. The increasing awareness of the occupational disease prevention and control of migrant workers provides the feasibility for improving the multi-agent coordination mechanism of occupational disease prevention and control among migrant workers in Dazhou city. Finally, the paper puts forward the improvement countermeasures of establishing the leadership of the Party committee, the responsibility of the government, the supervision of the National people's Congress and the CPPCC, and the improvement countermeasures of the prevention and control of the occupational diseases of migrant workers, and clarifies the different duties of the main bodies in the prevention and control of occupational diseases of migrant workers. They take the joint meeting as the platform for mutual communication, cultivate mutual trust, and use the cooperative theory and cooperative game theory to explain how to prevent and control the occupational diseases of migrant workers. In order to maximize the overall interests of society.
