廣東省Y公立醫(yī)院發(fā)展戰(zhàn)略研究

  近年來,隨著醫(yī)療改革的深入,公立醫(yī)院面臨激烈的醫(yī)療行業(yè)競爭,同時私營和外資醫(yī)院的持續(xù)發(fā)展,不斷對公立醫(yī)院的現(xiàn)有地位造成沖擊。于此同時,醫(yī)療改革也帶來巨大的機遇。醫(yī)院如何在激烈的醫(yī)療行業(yè)競爭中,建立危機意識,不斷挖掘醫(yī)院自身發(fā)展?jié)摿?持續(xù)提升競爭優(yōu)勢,履行好各項職責,成為公立醫(yī)院管理者的管理重點。在這樣的背景下,戰(zhàn)略管理作為一種使醫(yī)院更好地適應外部環(huán)境變化,有效提升醫(yī)院核心競爭力的管理工具,正在被廣泛的運用。本研究采用案例分析法,在實地調(diào)研的基礎上,回顧分析戰(zhàn)略管理理論以及公立醫(yī)院戰(zhàn)略管理的相關研究情況。文章通過應用PEST與SWOT模型全面分析與總結(jié)Y醫(yī)院面臨的機遇與挑戰(zhàn),歸納與分析醫(yī)院的優(yōu)勢和劣勢,并提出了Y醫(yī)院的具體戰(zhàn)略目標。通過文獻與資料綜合分析,確定Y醫(yī)院的總體發(fā)展戰(zhàn)略為“華南第一,國內(nèi)一流、國際知名的國家級區(qū)域性醫(yī)學中心”的戰(zhàn)略目標,并描述實現(xiàn)戰(zhàn)略目標的三個階段,同時詳細闡述為實現(xiàn)戰(zhàn)略目標采取的九大措施,如優(yōu)化管理模式與實施精細化管理、加快醫(yī)院基礎建設與信息化進程、集中優(yōu)勢資源,打造一體化大學科平臺、提升醫(yī)療服務意識與質(zhì)量、完善人才梯隊建設、深化教學改革與科學研究等措施建議。
