摘要：

以上海市35家三級(jí)甲等醫(yī)院為研究對(duì)象，針對(duì)醫(yī)院管理和廉潔風(fēng)險(xiǎn)易發(fā)多發(fā)問題、關(guān)鍵環(huán)節(jié)和風(fēng)險(xiǎn)點(diǎn)制度為重點(diǎn)，研究構(gòu)建醫(yī)院管理權(quán)責(zé)清晰、流程規(guī)范、風(fēng)險(xiǎn)明確、措施有力、制度管用、預(yù)警及時(shí)的防控平臺(tái)。通過厘清職務(wù)權(quán)力、執(zhí)業(yè)權(quán)力、患者滿意度、供應(yīng)商誠(chéng)信度等方面權(quán)限與流程，探索建立并運(yùn)用信息化技術(shù)，實(shí)現(xiàn)工作流程的動(dòng)態(tài)實(shí)時(shí)預(yù)警防控。

Abstract： 

Taking 35 top tertiary hospitals as research objects, according to the common and frequently occurrence problems, key link and risk points in hospital management and clean management, an effective early warning management mechanism which should clear and definite the rights and responsibilities, standardize process, clear risk, make effect measures and regulations and warning on time in the light of working norm is trying to be developed. By distinguishing aspects of the authority in the process, such as duty and power, patient satisfaction, integrity of supplier, a real-time dynamic management& early warning system has been established.
