【摘要】：新世紀的來臨,我國國民經(jīng)濟和社會發(fā)展進入了一個新的歷史時期。藥品是防病治病保護人民健康的特殊商品,藥品的監(jiān)督管理關(guān)系到人民用藥安全有效和生活質(zhì)量的提高,在促進國民經(jīng)濟和社會發(fā)展中發(fā)揮著不可缺少的獨特作用。黨和政府歷來十分重視藥品監(jiān)管工作,藥品監(jiān)管部門更應(yīng)按“三個代表”的要求認真履行好保證人民用藥安全有效的責任。為進一步加強藥品生產(chǎn)、批發(fā)、零售等環(huán)節(jié)易涉毒藥品管理,打擊毒品違法犯罪行為,有必要運用信息化監(jiān)管手段,研發(fā)一款易涉毒藥品管理信息系統(tǒng),通過該系統(tǒng)可以對全市麻醉藥品、精神藥品和含特殊藥品復(fù)方制劑的生產(chǎn)、批發(fā)、零售環(huán)節(jié)進行動態(tài)監(jiān)控,能有效防止易涉毒藥品流入非法渠道用于制毒。論文通過研究濟寧市衛(wèi)生局易涉毒藥品管理系統(tǒng),提出了一整套監(jiān)督和管理易涉毒藥品的解決方案。首先論文介紹了易涉毒藥品管理的課題來源和研究意義,對易涉毒藥品管理系統(tǒng)的現(xiàn)狀進行了研究與對比分析,提出了研究目標及內(nèi)容,分析了易涉毒藥品管理業(yè)務(wù)流程。然后論文介紹了系統(tǒng)建設(shè)原則,對系統(tǒng)的B/S體系架構(gòu)、功能結(jié)構(gòu)、數(shù)據(jù)庫、網(wǎng)絡(luò)拓撲結(jié)構(gòu)、接口、安全性進行了設(shè)計,并描述了部分主要模塊的設(shè)計。最后,對系統(tǒng)所實現(xiàn)的生產(chǎn)計劃管理業(yè)務(wù),生產(chǎn)管理和銷售管理業(yè)務(wù)的功能界面實現(xiàn)予以了展示,平臺設(shè)計合理。濟寧市衛(wèi)生局各級領(lǐng)導(dǎo)以此系統(tǒng)為平臺,可獲得理想的決策支持和管理支持；可方便地進行各類協(xié)同管理,為濟寧市衛(wèi)生局核心競爭力的提升和社會價值實現(xiàn)打下了堅實的基礎(chǔ)平臺。系統(tǒng)功能實現(xiàn)主要包括單位信息維護、人員信息維護、藥品信息維護、單位關(guān)系維護、生產(chǎn)報備、購進記錄、銷售退回、報溢報備、抽檢記錄、庫存情況、庫存報表、生產(chǎn)計劃、生產(chǎn)臺賬、銷售臺賬、損益臺賬等。通過各模塊功能操作完成實現(xiàn)了濟寧市衛(wèi)生局監(jiān)督和管理易涉毒藥品生產(chǎn)、加工和銷售的需求,有效提高濟寧市衛(wèi)生局易涉毒藥品監(jiān)管工作效率,促進了濟寧市衛(wèi)生局易涉毒藥品監(jiān)管工作的實時化、網(wǎng)絡(luò)化建設(shè),為打造濟寧市電子政務(wù)數(shù)字化奠定基礎(chǔ)。
[Abstract]:With the advent of the new century, China's national economy and social development has entered a new historical period. Drugs are special commodities for preventing and treating diseases and protecting people's health. The supervision and management of drugs is related to the safety, effectiveness and quality of life of the people, and plays an indispensable and unique role in promoting the development of national economy and society. The Party and the government have always attached great importance to the supervision of drugs, and the drug supervision department should fulfill the responsibility of ensuring the safety and effectiveness of drug use well according to the requirements of the "three represents". In order to further strengthen the management of drug-related drugs in the production, wholesale and retail sectors, and to crack down on drug-related crimes, it is necessary to develop a drug-prone drug management information system by means of information-based supervision. The system can dynamically monitor the production, wholesale and retail of narcotic drugs, psychotropic drugs and compound preparations containing special drugs in the whole city, and can effectively prevent the dangerous drugs from flowing into the illegal channels for drug production. By studying the drug management system of Jining City Health Bureau, this paper puts forward a set of solutions for supervision and management of drug-prone drugs. Firstly, this paper introduces the source and significance of the subject of drug management, studies and compares the current situation of drug management system, puts forward the research objectives and contents, and analyzes the business process of drug management. Then the paper introduces the principles of system construction, designs the B / S architecture, function structure, database, network topology, interface and security of the system, and describes the design of some main modules. Finally, the functional interface realization of production plan management, production management and sales management is presented, and the design of the platform is reasonable. Jining City Health Bureau leaders at all levels of the system as a platform, can obtain ideal decision support and management support, can easily carry out all kinds of collaborative management, Jining City Health Bureau for the promotion of core competitiveness and the realization of social value laid a solid foundation. The realization of system functions mainly includes unit information maintenance, personnel information maintenance, drug information maintenance, unit relationship maintenance, production preparation, purchase record, sales return, overflow report, spot check record, stock situation, inventory report, Production plan, production account, sales account, profit and loss account, etc. Through the functional operation of each module, the supervision and management of the production, processing and sale of drug-prone drugs are realized by Jining City Health Bureau, and the efficiency of supervision and management of drug-prone drugs in Jining City Health Bureau is effectively improved. It has promoted the real-time and network construction of the supervision of drug-prone drugs in Jining City Health Bureau, and laid a foundation for the digitalization of electronic government affairs in Jining.
