【摘要】：目的:從政府角度出發(fā),分析廣州政府免費(fèi)給60歲以上老年人接種流感疫苗的經(jīng)濟(jì)性,為決策部門提供參考。方法:通過構(gòu)建靜態(tài)預(yù)算影響分析模型,對目標(biāo)人群自費(fèi)和假設(shè)免費(fèi)接種流感疫苗需要政府投入的衛(wèi)生費(fèi)用進(jìn)行估算,分析政府總支出的變化。結(jié)果:在自費(fèi)接種的情況下,需要政府每年投入衛(wèi)生費(fèi)用約40 785 594元;在免費(fèi)接種情況下,需要政府投入約54 744 715元,即每年政府需多投入13 959 121元,但可以減少流感患者約39 845人。敏感度分析顯示政府每年多投入的衛(wèi)生費(fèi)用最多不超過2 000萬元。結(jié)論:廣州政府免費(fèi)給60歲以上老年人接種流感疫苗具有經(jīng)濟(jì)性;如果政府財政可負(fù)擔(dān),則可以考慮給全市老年人免費(fèi)接種流感疫苗,從而更大程度地保障老年人免受流感及其并發(fā)癥的侵害。
[Abstract]:Objective: to analyze the economy of Guangzhou government to vaccinate elderly people over 60 years old free of charge from the angle of government, and to provide reference for policy-making department. Methods: a static budget impact analysis model was established to estimate the health expenditure of the target population and to analyze the change of the total government expenditure. Results: in the case of self-funded inoculation, the government needs to spend about 40,785,594 yuan per year on health care, and 54,744,715 yuan on free inoculation, that is, 13,959,121 yuan more each year. But it could reduce the number of flu patients by about 39, 845. Sensitivity analysis shows that the government spends no more than $20 million a year on health care. Conclusion: it is economical for Guangzhou government to vaccinate the elderly over 60 years of age free of charge. Thus, to a greater extent to protect the elderly from influenza and its complications.
