【摘要】：研究目的：觀察我國中央補(bǔ)助地方及國際合作項(xiàng)目艾滋病防治經(jīng)費(fèi)的投入總量、變化趨勢、使用領(lǐng)域等；描述部分省(區(qū)、市)艾滋病防治經(jīng)費(fèi)各籌資來源和使用領(lǐng)域所占的比例；驗(yàn)證防治經(jīng)費(fèi)的籌集和使用與艾滋病流行情況及當(dāng)?shù)亟?jīng)濟(jì)狀況的相關(guān)性；分析艾滋病防治經(jīng)費(fèi)的籌集、分配和使用的公平性、合理性，，為進(jìn)一步完善我國艾滋病防治經(jīng)費(fèi)的籌集、分配和使用提供理論依據(jù)和政策建議。 研究方法：選擇2003—2005年中央補(bǔ)助地方艾滋病防治經(jīng)費(fèi)、部分省(區(qū)、市)全口徑艾滋病防治經(jīng)費(fèi)，以及國際合作項(xiàng)目經(jīng)費(fèi)、艾滋病個(gè)人自付費(fèi)用作為研究對(duì)象。采用描述性分析方法分析中央財(cái)政和部分省份艾滋病防治經(jīng)費(fèi)的分配、籌集和使用情況，部分結(jié)果作x~2檢驗(yàn)。對(duì)艾滋病流行情況、主要傳播途徑、經(jīng)濟(jì)發(fā)展?fàn)顩r等因素與艾滋病防治經(jīng)費(fèi)的投入進(jìn)行相關(guān)性統(tǒng)計(jì)分析。評(píng)價(jià)人均及感染者／病人人均艾滋病防治經(jīng)費(fèi)公平性時(shí)對(duì)防治需求指數(shù)(Aids Resources NeedsIndex)進(jìn)行排序，繪制洛倫茨曲線(Lorentz Curve)，并計(jì)算基尼系數(shù)(Gini Coefficient)。運(yùn)用NHA(國民衛(wèi)生賬戶)方法建立籌資來源×使用領(lǐng)域的二維矩陣，描述、分析樣本省份艾滋病防治總經(jīng)費(fèi)的籌集和使用。 研究結(jié)果：中央財(cái)政艾滋病防治專項(xiàng)經(jīng)費(fèi)(包括中央補(bǔ)助地方經(jīng)費(fèi))投入呈逐年上升趨勢，且與艾滋病年病例報(bào)告數(shù)呈高度正相關(guān)。在艾滋病防治經(jīng)費(fèi)的使用領(lǐng)域方面，2003—2005年，用于預(yù)防干預(yù)的經(jīng)費(fèi)比例均高于治療經(jīng)費(fèi)。 對(duì)17省(區(qū)、市)艾滋病防治總經(jīng)費(fèi)籌資來源的分析結(jié)果顯示，2003年-2005年，中央補(bǔ)助地方投入占38.3％，地方政府投入占24.2％，
[Abstract]:Objective: to observe the total amount of investment, changing trend, using field and so on of the AIDS prevention and control funds of the central government subsidizing local and international cooperation projects, and to describe some provinces (regions). The proportion of various sources of funding and areas of use of funds for AIDS control and prevention; to verify the relevance of the collection and use of funds for prevention and treatment to the HIV / AIDS epidemic and the local economic situation; and to analyse the raising of funds for the prevention and treatment of HIV / AIDS, The fairness and rationality of distribution and use provide theoretical basis and policy suggestions for further improving the raising, distribution and use of AIDS prevention and treatment funds in China. Methods: from 2003 to 2005, the central government subsidized the local AIDS prevention and control funds, some provinces (districts, cities) full caliber AIDS prevention and control funds, as well as the international cooperation project funds, the AIDS individual pays the expense as the research object. A descriptive analysis method was used to analyze the distribution, collection and use of AIDS control funds in central finance and some provinces, and some of the results were tested by x2 test. The relationship between HIV / AIDS prevalence, main transmission routes, economic development and the expenditure on AIDS prevention and treatment was analyzed statistically. The Aids Resources needs Index is sorted, Lorentz curve is drawn and Gini coefficient is calculated. Using the NHA (National Health account) method to establish the two-dimensional matrix of the funding source 脳 using field, describe and analyze the collection and use of the total funds for AIDS prevention and control in the sample provinces. The results showed that the special funds of the central finance for AIDS prevention and treatment (including the central subvented local funds) had an increasing trend year by year and had a high positive correlation with the number of AIDS cases reported annually. From 2003 to 2005, the proportion of funds spent on prevention and intervention was higher than that on treatment. An analysis of the total funding sources of HIV / AIDS prevention and control in 17 provinces (districts and municipalities) shows that from 2003 to 2005, the central government subsidized local investment accounted for 38.3% and local government input accounted for 24.2%.
