【摘要】：隨著國際貿(mào)易的發(fā)展和國際交流的增多,各種影響人類健康和動植物安全的疫病疫情在國際間傳播的事件不斷出現(xiàn),國境口岸衛(wèi)生除害處理業(yè)務顯得更加重要。目前中國國內(nèi)各口岸對衛(wèi)生除害處理業(yè)務的管理尚缺乏一套完整規(guī)范、簡便易操作的電子管理系統(tǒng),無論是衛(wèi)生除害處理單位的衛(wèi)生除害處理業(yè)務,還是出入境檢驗檢疫部門對此項業(yè)務的監(jiān)管工作,都顯得缺乏系統(tǒng)性和規(guī)范性,管理效率較低。 本文規(guī)劃和設計了用于對國境口岸衛(wèi)生除害處理業(yè)務全過程的電子管理系統(tǒng),以有效提高工作質(zhì)量和工作效率,降低管理成本。主要實現(xiàn)衛(wèi)生除害處理單位從接受處理委托、擬制處理方案、實施衛(wèi)生除害處理、填寫處理記錄到擬制處理報告及統(tǒng)計分析等全過程的電子化管理；實現(xiàn)出入境檢驗檢疫部門對衛(wèi)生除害處理全過程的監(jiān)督管理；提供客戶端在線下載,實現(xiàn)委托企業(yè)在線遠程提出處理委托；通過藥品入庫登記制度和藥品使用自動核銷制度,實現(xiàn)對處理用藥品的管理和監(jiān)管；為衛(wèi)生除害處理及監(jiān)管工作提供政策法規(guī)、技術規(guī)范的查詢及其他輔助功能。
[Abstract]:With the development of international trade and the increase of international exchange, various epidemic cases affecting human health and animal and plant safety are emerging continuously. At present, there is still a lack of a complete set of standardized, simple and easy to operate electronic management system in the management of sanitary and pest treatment business at various ports in China, regardless of whether it is the sanitary and pesticide treatment business of the sanitary pesticide treatment unit. Or the supervision work of entry and exit inspection and quarantine department to this business, all appear lack of systematization and standardization, management efficiency is relatively low. This paper plans and designs an electronic management system for the whole process of sanitary and pest control business in frontier ports. To effectively improve the quality and efficiency of work, reduce management costs. It mainly realizes the electronic management of the whole process from accepting the disposal entrustment, drawing up the treatment scheme, carrying out the sanitary pest control treatment, filling in the treatment record to making the treatment report and statistical analysis. To realize the supervision and administration of entry and exit inspection and quarantine departments over the whole process of sanitary and pest control treatment; to provide online downloading by clients, and to realize the entrustment of entrusted enterprises for remote processing online; and to adopt the registration system for drug storage and the automatic write-off system for the use of drugs, To realize the management and supervision of the drugs used for treatment, and to provide policies, regulations, technical specifications and other auxiliary functions for the treatment and supervision of health hazards.
