【摘要】：目的 本研究旨在通過對(duì)相關(guān)績效評(píng)價(jià)指標(biāo)體系的理論、方法進(jìn)行回顧性分析,并且采用定性和定量相結(jié)合的研究方法,建立一套切合實(shí)際的、較為準(zhǔn)確的湖北省衛(wèi)Ⅶ項(xiàng)目計(jì)劃免疫子項(xiàng)目績效評(píng)價(jià)指標(biāo)體系,用以評(píng)價(jià)項(xiàng)目實(shí)施以來的進(jìn)展情況、預(yù)期目標(biāo)的完成情況、項(xiàng)目實(shí)施的社會(huì)效益和經(jīng)濟(jì)效益、項(xiàng)目的可持續(xù)性和可推廣性。在此基礎(chǔ)上探索計(jì)免綜合評(píng)價(jià)方法,以便提高計(jì)劃免疫工作的規(guī)范化、科學(xué)化程度,為將來繼續(xù)實(shí)施的計(jì)劃免疫項(xiàng)目和工作提供一些方法學(xué)基礎(chǔ)和建議。此研究對(duì)于計(jì)劃免疫項(xiàng)目工作的持續(xù)發(fā)展具有重要的現(xiàn)實(shí)意義,同時(shí)為相關(guān)政策的制定提供理論和方法學(xué)基礎(chǔ)。 研究方法 本研究采用定性和定量相結(jié)合的研究方法,其中包括文獻(xiàn)法、頭腦風(fēng)暴法、專家咨詢法、主觀賦權(quán)法等。 1.文獻(xiàn)法 利用文獻(xiàn)資料分析優(yōu)選法對(duì)項(xiàng)目績效評(píng)價(jià)領(lǐng)域的研究成果及實(shí)踐方法進(jìn)行回顧性分析與總結(jié),特別對(duì)湖北省衛(wèi)生廳衛(wèi)Ⅶ計(jì)免項(xiàng)目可行性報(bào)告、計(jì)劃書等資料進(jìn)行整理與分析。 2.頭腦風(fēng)暴法 本課題邀請(qǐng)衛(wèi)七項(xiàng)目專家對(duì)從文獻(xiàn)研究得到的初級(jí)備選指標(biāo)進(jìn)行討論,并根據(jù)有關(guān)專家的意見對(duì)基本框架進(jìn)行相應(yīng)的修改,形成湖北省衛(wèi)Ⅶ計(jì)免項(xiàng)目績效評(píng)價(jià)指標(biāo)體系的初稿,并初步構(gòu)建出共三大類一級(jí)指標(biāo),8項(xiàng)二級(jí)指標(biāo),31項(xiàng)三級(jí)指標(biāo),79個(gè)四級(jí)指標(biāo)。 3.專家咨詢法 本研究共遴選出13名曾參與湖北衛(wèi)Ⅶ計(jì)免項(xiàng)目開展與實(shí)施的衛(wèi)生行政部門領(lǐng)導(dǎo)、項(xiàng)目開展具有代表性和影響力的疾控部門領(lǐng)導(dǎo)/處室負(fù)責(zé)人以及個(gè)別統(tǒng)計(jì)學(xué)專家。通過頭腦風(fēng)暴的方法對(duì)從文獻(xiàn)研究中得到的初級(jí)備選指標(biāo)進(jìn)行評(píng)議、論證,形成湖北衛(wèi)Ⅶ計(jì)免項(xiàng)目績效評(píng)價(jià)指標(biāo)體系的初稿,共初步構(gòu)建出共三大類一級(jí)指標(biāo),8項(xiàng)二級(jí)指標(biāo),31項(xiàng)三級(jí)指標(biāo),79個(gè)四級(jí)指標(biāo)。同時(shí)采用權(quán)重主觀賦權(quán)法之一的專家咨詢法,借助專家的認(rèn)知和經(jīng)驗(yàn),通過專家兩輪專家咨詢打分獲得各指標(biāo)權(quán)重。 4.統(tǒng)計(jì)學(xué)方法 通過統(tǒng)計(jì)分析檢驗(yàn)指標(biāo)的信度與效度。信度的分析方法主要采用α系數(shù)法,內(nèi)容效度采用專家評(píng)價(jià)法。 研究結(jié)果: 通過系統(tǒng)的分析研究國內(nèi)外的衛(wèi)生績效評(píng)價(jià)相關(guān)方法和理論,在多輪專家研討和咨詢的基礎(chǔ)上,獲得以下研究結(jié)果:(1)提出了從項(xiàng)目的立項(xiàng)、項(xiàng)目運(yùn)營的過程和項(xiàng)目實(shí)施的效果三個(gè)維度對(duì)項(xiàng)目進(jìn)行評(píng)價(jià)的理論框架。(2)研究與制定了湖北省衛(wèi)Ⅶ項(xiàng)目計(jì)劃免疫子項(xiàng)目績效評(píng)價(jià)指標(biāo)體系:包括3個(gè)一級(jí)指標(biāo),8個(gè)二級(jí)指標(biāo),31個(gè)三級(jí)指標(biāo),87個(gè)四級(jí)指標(biāo),并確定了指標(biāo)體系的權(quán)重系數(shù)。 研究結(jié)論: 1.湖北省衛(wèi)Ⅶ項(xiàng)目計(jì)劃免疫子項(xiàng)目績效評(píng)價(jià)指標(biāo)體系的建立完善了我國項(xiàng)目后評(píng)價(jià)的內(nèi)涵。 2.湖北省衛(wèi)Ⅶ項(xiàng)目計(jì)劃免疫子項(xiàng)目績效評(píng)價(jià)指標(biāo)體系的指標(biāo)系統(tǒng)性強(qiáng)、具有較好的推廣性。 3.湖北省衛(wèi)Ⅶ項(xiàng)目計(jì)劃免疫子項(xiàng)目績效評(píng)價(jià)指標(biāo)體系的設(shè)計(jì)采用了科學(xué)構(gòu)建方法。 4.湖北省衛(wèi)Ⅶ項(xiàng)目計(jì)劃免疫子項(xiàng)目績效評(píng)價(jià)指標(biāo)體系的構(gòu)建滿足了我國計(jì)劃免疫項(xiàng)目評(píng)價(jià)的現(xiàn)實(shí)需要。建議:繼續(xù)在實(shí)踐中采用更加科學(xué)、更加客觀的研究方法完善、修正指標(biāo)體系。
[Abstract]:Purpose

The purpose of this study is to establish a practical and accurate index system for evaluating the performance of EPI project in Hubei Province , which is used to evaluate the progress of the project since the implementation of the project , the social and economic benefits of the project , the sustainability and popularization of the project . The research is of great practical significance to the sustainable development of the planning immunization program , and provides the theoretical and methodological basis for the formulation of the relevant policies .

Research Methods

The research adopts qualitative and quantitative methods , including literature method , brain storm method , expert consultation method , subjective empowerment method , etc .

1 . Literature law

This paper makes a retrospective analysis and summary of the research achievements and practical methods in the field of project performance evaluation by means of literature analysis and optimization , especially to organize and analyze the feasibility report , plan and other information of the project feasibility report and plan for the health department of Hubei Province .

2 . Brainstorm method

In this project , seven project experts are invited to discuss the primary indicators obtained from the literature study , and the basic framework is modified according to the opinions of the experts , so as to form the first draft of the project - free performance evaluation index system of the Wei - VII project in Hubei Province , and preliminarily construct three primary indicators , eight secondary indicators , 31 three - level indicators and 79 four - level indicators .

3 . Expert consultation

This paper selects 13 health administrative departments under the leadership of health administrative department , which has been involved in the project development and implementation of Hubei Wei VII project , and carries out the evaluation and demonstration of the primary candidate indexes obtained from the literature study through the method of brainstorming , and demonstrates the formation of three primary indicators , eight secondary indicators , 31 three - level indicators and 79 four - level indicators .

4 . Statistical method

The reliability and validity of the test indexes were analyzed by statistical analysis . The reliability analysis method mainly adopts alpha coefficient method , and adopts expert evaluation method .

Results of the study :

Based on the analysis of the system and the related methods and theories of health performance evaluation at home and abroad , the following research results are obtained : ( 1 ) the theoretical framework for the evaluation of the project from three dimensions of the project , the process of project operation and the effect of project implementation .

Conclusions of the study :

1 . The establishment of the performance evaluation index system of the EPI sub - project of Wei VII project in Hubei Province has improved the connotation of post - project evaluation in China .

2 . The indicator system of the performance evaluation index system of the EPI sub - project of WeiVII project in Hubei Province has a systematic and strong index system , and has good popularization .

3 . A scientific construction method is adopted in the design of the performance evaluation index system of the EPI sub - project of WeiVII project in Hubei Province .

4 . The construction of the performance evaluation index system for EPI sub - project of WeiVII project in Hubei province has met the realistic needs of the evaluation of EPI project in China . It is suggested that more scientific , more objective research methods should be adopted to perfect and revise the index system in practice .
