【摘要】： 背景:為落實(shí)《中國預(yù)防與控制艾滋病中長期規(guī)劃(1998-2010年)》和《中國遏制與防治艾滋病行動計劃(2006-2010年)》中關(guān)于督導(dǎo)與評估的工作的要求,國務(wù)院防治艾滋病工作委員會辦公室制定了《中國艾滋病防治督導(dǎo)與評估框架(試行)》(以下簡稱《框架》),用于指導(dǎo)全國的艾滋病防治督導(dǎo)與評估工作,并要求各省、自治區(qū)、直轄市制定適合本地區(qū)的艾滋病防治督導(dǎo)與評估方案和指標(biāo)。本研究是針對安徽省艾滋病防治工作的具體情況,根據(jù)《框架》的要求,制定適合安徽省的艾滋病防治督導(dǎo)與評估體系,用于指導(dǎo)安徽省艾滋病防治督導(dǎo)與評估工作。 目的:本課題將通過對安徽省艾滋病防治督導(dǎo)評估體系的研究,制定安徽省艾滋病防治督導(dǎo)與評估方案及其督導(dǎo)與評估指標(biāo)體系,并編寫督導(dǎo)與評估指導(dǎo)手冊。通過督導(dǎo)與評估方案的實(shí)施,(1)掌握全省各地貫徹執(zhí)行《安徽省預(yù)防與控制艾滋病中長期規(guī)劃(1998-2010年)》和《安徽省遏制與防治艾滋病行動計劃(2006-2010年)》(以下簡稱《行動計劃》)的情況,了解安徽省艾滋病防治效果,發(fā)現(xiàn)艾滋病防治工作和項目活動與國家防治目標(biāo)的差距,以及時制定和調(diào)整防治策略和規(guī)劃;(2)督導(dǎo)各地艾滋病防治工作的進(jìn)度與進(jìn)展,提高工作質(zhì)量和效果,保證《行動計劃》中各項目標(biāo)的實(shí)現(xiàn);(3)提高安徽省艾滋病防治督導(dǎo)與評估工作的質(zhì)量和水平,推動安徽省艾滋病防治督導(dǎo)與評估工作的全面有序開展;(4)統(tǒng)一規(guī)范安徽省艾滋病防治督導(dǎo)與評估工作的內(nèi)容與要求,強(qiáng)化有效利用現(xiàn)有數(shù)據(jù)和信息評價艾滋病防治工作效果的意識;(5)提高對數(shù)據(jù)收集、分析和使用的能力,促進(jìn)安徽省艾滋病防治督導(dǎo)與評估體系的建設(shè)與整體能力的提高。 方法:本研究通過對《中國預(yù)防與控制艾滋病中長期規(guī)劃(1998-2010年)》、《中國遏制與防治艾滋病行動計劃(2006-2010年)》和《框架》,《安徽省預(yù)防與控制艾滋病中長期規(guī)劃(1998-2010年)》和《安徽省遏制與防治艾滋病行動計劃(2006-2010年)》等政策文獻(xiàn)研究,針對安徽省目前艾滋病防治工作使用的督導(dǎo)和評估指標(biāo)進(jìn)行海選,建立安徽省艾滋病防治督導(dǎo)與評估指標(biāo)體系雛形,通過專家研討對指標(biāo)進(jìn)行篩選并制定《方案》,通過專家咨詢對指標(biāo)進(jìn)行修改和完善。通過現(xiàn)場試驗(yàn),對指標(biāo)體系的科學(xué)性、可行性和可操作性進(jìn)行驗(yàn)證,并通過專家研討進(jìn)行再討論,最終完成方案和指標(biāo)的確定。 結(jié)果:(1)建立了安徽省艾滋病防治督導(dǎo)與評估指標(biāo)體系,具體包括投入指標(biāo)3個,過程指標(biāo)10個,產(chǎn)出指標(biāo)5個,效果指標(biāo)3個,共21個指標(biāo)。(2)制定了安徽省艾滋病防治督導(dǎo)與評估方案,包括:目的、原則與要求、組織與管理、經(jīng)費(fèi)保障、內(nèi)容與指標(biāo)和實(shí)施步驟等;(3)制定了指導(dǎo)手冊,內(nèi)容包括:制定方案的目的和意義,方案的主要內(nèi)容和指標(biāo)分類,方案的組織管理與實(shí)施程序,方案指標(biāo)的數(shù)據(jù)收集與數(shù)據(jù)管理。 結(jié)論:本研究制定的安徽省艾滋病防治督導(dǎo)和評估方案及指標(biāo)體系,結(jié)合了安徽省本省的實(shí)際情況,制定的指標(biāo)及測量方法、測量工具有較好的科學(xué)性、可行性及可操作性,能反映安徽省艾滋病防治督導(dǎo)與評估的工作質(zhì)量與效果。本課題的相關(guān)研究尚處于初始階段,還需要隨著防治工作的進(jìn)展不斷修改和完善。
[Abstract]:Background: in order to implement the "Chinese AIDS prevention and control of long-term planning (1998-2010 years)" and "China containment and AIDS action plan (2006-2010 years) on the supervision and evaluation work > requirements of the State Council AIDS Working Committee Office developed a" National AIDS prevention and control supervision and evaluation framework (Trial) > (hereinafter referred to as the "framework for guiding, >) national HIV / AIDS monitoring and evaluation work, and asked the provinces, autonomous regions, municipalities directly under the central government for the development of local AIDS prevention supervision and assessment scheme and indicators. This study is based on specific situation of AIDS prevention in Anhui Province, according to the requirements of < > framework, for the development of Anhui the HIV / AIDS monitoring and evaluation system for guidance, supervision and evaluation of AIDS prevention and control in Anhui province.
Objective: this topic through research on HIV / AIDS prevention supervision assessment system in Anhui Province, Anhui province to develop AIDS prevention supervision and assessment scheme and supervision and evaluation index system, and the preparation of supervision and evaluation guideline. Through the implementation of supervision and assessment scheme, (1) Master in Anhui province across the province to implement the "AIDS prevention and control in the long-term planning (1998-2010 years)" and "Anhui province containment and AIDS action plan (2006-2010 years)" (hereinafter referred to as the "plan of action") situation, understanding of AIDS prevention and control in Anhui Province, found that the goal of prevention of AIDS prevention and control work and project activities and countries, to formulate and adjust the control strategy and planning; (2) the progress and development of AIDS prevention and control over the steering, improve work quality and efficiency, ensure the realization of the objectives of < > in the action plan; (3) improve AIDS in Anhui Province The quality and level of prevention and control monitoring and evaluation, to promote AIDS prevention and control in Anhui Province supervision and evaluation work of the comprehensive and orderly development; (4) the content and requirements of unified standards in Anhui Province AIDS prevention and control work supervision and evaluation, strengthen the effective use of existing data and information to evaluate the effect of AIDS prevention and control consciousness; (5) to improve data collection analysis, and use ability, promote the construction of Anhui province and the overall ability of HIV / AIDS monitoring and evaluation system is improved.
Methods: This study of "China AIDS prevention and control of long-term planning (1998-2010) >, < Chinese containment and AIDS action plan (2006-2010) > > and < < the framework, Anhui Province AIDS prevention and control of long-term planning (1998-2010 years)" and "Anhui province containment and AIDS action plan (2006-2010 years) of > policy documents, auditions for AIDS prevention and control work in Anhui province is currently used for supervision and evaluation indicators, the establishment of Anhui Province, AIDS prevention and control supervision and evaluation index system prototype, through expert discussion on index selection and development scheme of < >, index to modify and improve the expert consultation through. Results: (1) the establishment of Anhui Province AIDS prevention and control supervision and evaluation index system, including 3 input index, process index 10, output index 5, index 3, a total of 21 indicators. (2) developed in Anhui Province AIDS prevention supervision and assessment scheme, including: objective, principle and requirements, organization and management, funds guarantee, content and index and implementation procedures; (3) making the instruction manual, the contents include: the development of the purpose and significance of the classification scheme, main contents and index scheme, procedures and implementation of management scheme, data collection and data management indicators.
Conclusion: This study developed in Anhui Province AIDS prevention plan and supervision and evaluation index system, combined with the actual situation of Anhui Province, the indicators and measurement methods, measurement tools are more scientific, feasibility and operability, work quality and effect can reflect the supervision and evaluation of AIDS prevention and control in Anhui province. The relevant Research on this subject is still in the initial stage, along with the progress of prevention and control work also need to constantly modify and improve.
