有線電視網(wǎng)絡(luò)公司的安全播出風(fēng)險(xiǎn)分析及研究

【摘要】:2014年10月,國家新聞出版廣電總局新修訂并頒布了用于規(guī)范廣播電視安全播出的《廣播電視安全播出管理規(guī)定》(即第62號令),對保障節(jié)目播出、傳輸和覆蓋過程中的安全性和可靠性提出了更加嚴(yán)格的要求。有線電視網(wǎng)絡(luò)公司作為廣播電視節(jié)目傳輸和用戶覆蓋的主要實(shí)體,承擔(dān)著廣播電視節(jié)目安全播出的主要責(zé)任。由于有線電視網(wǎng)絡(luò)涉及環(huán)節(jié)多,網(wǎng)絡(luò)層次和路由復(fù)雜,如何保障節(jié)目安全播出已經(jīng)是有線電視網(wǎng)絡(luò)公司的頭等大事。本文在查閱大量文獻(xiàn)和實(shí)際調(diào)研的基礎(chǔ)上,對有線電視網(wǎng)絡(luò)公司的節(jié)目安全播出風(fēng)險(xiǎn)進(jìn)行了全面深入的研究,完成的主要工作如下:(1)對《廣播電視安全播出管理規(guī)定》關(guān)于安全播出事件事故的定義及類型進(jìn)行研究,通過對某有線電視網(wǎng)絡(luò)公司2010年-2015年的安全運(yùn)行日志進(jìn)行統(tǒng)計(jì)分析,識別出9類安全播出事故。分別從事故發(fā)生次數(shù)、中斷時(shí)長和影響節(jié)目數(shù)三個(gè)方面對該有線電視網(wǎng)絡(luò)公司所面臨的安全播出事故進(jìn)行統(tǒng)計(jì)分析,識別出各類安全播出事故的危害大小。另外,從安全播出事故發(fā)生的原因上分析,找到了導(dǎo)致安全播出事故的13類突發(fā)事件,并建立了突發(fā)事件與潛在安全播出事故的關(guān)聯(lián)關(guān)系。(2)建立由15人組成的專家組,利用德爾菲法對有線電視播出過程中的播出事故、風(fēng)險(xiǎn)因素以及風(fēng)險(xiǎn)因素與潛在播出事故之間關(guān)聯(lián)關(guān)系進(jìn)行識別,識別出有線電視網(wǎng)絡(luò)公司9類安全播出事故和27類風(fēng)險(xiǎn)因素。最終識別出有線電視網(wǎng)絡(luò)公司安全播出風(fēng)險(xiǎn)因素與潛在播出事故之間的關(guān)聯(lián)關(guān)系。(3)利用層次分析法AHP和德爾菲法對有線電視網(wǎng)絡(luò)公司安全播出事故的重要度權(quán)重進(jìn)行評價(jià)和排序。利用網(wǎng)絡(luò)分析法ANP和德爾菲法對有線電視網(wǎng)絡(luò)公司的風(fēng)險(xiǎn)因素權(quán)重進(jìn)行綜合評價(jià),得到風(fēng)險(xiǎn)因素綜合排序和風(fēng)險(xiǎn)分級。通過風(fēng)險(xiǎn)應(yīng)對方法進(jìn)行研究,對27類風(fēng)險(xiǎn)因素采取具有針對性的風(fēng)險(xiǎn)控制措施,得出有線電視網(wǎng)絡(luò)公司安全播出風(fēng)險(xiǎn)的應(yīng)對方法和控制策略。本文最后以南方某省級有線電視網(wǎng)絡(luò)有限公司安全播出保障為例,將有線電視網(wǎng)絡(luò)公司安全播出風(fēng)險(xiǎn)研究結(jié)果進(jìn)行了應(yīng)用,取得了良好的效果。進(jìn)一步證明了有線電視網(wǎng)絡(luò)公司安全播出風(fēng)險(xiǎn)研究結(jié)果的適用性、針對性和合理性。通過對有線電視網(wǎng)絡(luò)公司安全播出的風(fēng)險(xiǎn)進(jìn)行分析和研究,為有線電視網(wǎng)絡(luò)公司安全播出建立了具備科學(xué)性、合理性和可接受的風(fēng)險(xiǎn)控制方法,減少了安全播出事故發(fā)生,實(shí)現(xiàn)了有線電視節(jié)目在播出、傳輸、信號覆蓋過程中的節(jié)信號安全、節(jié)目完整和技術(shù)安全。
[Abstract]:In October 2014, the State Administration of Press, publication, Radio, Film and Television revised and promulgated the regulations on the Administration of safe broadcast of Radio and Television (decree No. 62), which are used to regulate the safe broadcasting of radio and television. The security and reliability of the transmission and coverage process are more stringent. As the main entity of broadcast and TV program transmission and user coverage, CATV Network Company (CATV) undertakes the main responsibility of safe broadcast of radio and television programs. Because the cable television network involves many links, the network level and the route are complicated, how to guarantee the program safe broadcast has already become the top priority of the cable TV network company. On the basis of consulting a large number of documents and actual investigation, this paper makes a comprehensive and in-depth study on the program safety broadcast risk of cable television network companies. The main work accomplished is as follows: (1) the definition and type of safe broadcast incident accident in Radio and Television Safety regulations are studied, and the safe operation log of a cable TV network company from 2010 to 2015 is analyzed statistically. Nine types of safe broadcast accidents were identified. This paper analyzes the number of accidents, the duration of interruption and the number of affected programs respectively, and analyzes the security broadcasting accidents faced by the CATV network company, and identifies the harm of various safety broadcast accidents. In addition, from the analysis of the cause of the safety broadcast accident, we find out the 13 kinds of emergency that lead to the safety broadcast accident, and establish the relation between the emergency and the potential safe broadcast accident. (2) establish the expert group composed of 15 people. By using Delphi method, the broadcast accidents, risk factors and the relationship between risk factors and potential broadcast accidents in CATV broadcasting process are identified, and 9 kinds of safe broadcast accidents and 27 kinds of risk factors in CATV network companies are identified. Finally, the relationship between the risk factors of CATV network safe broadcast and the potential broadcast accident is identified. (3) the importance weight of AHP and Delphi method to the CATV network company safe broadcast accident is identified. Evaluate and sort. By using network analysis method (ANP) and Delphi method, the weight of the risk factors of CATV network companies is comprehensively evaluated, and the comprehensive ranking and classification of risk factors are obtained. Based on the research of risk response method, 27 kinds of risk factors are studied, and the corresponding methods and control strategies of safe broadcast risk of CATV network company are obtained. Finally, taking a provincial CATV network company in southern China as an example, the research results of safe broadcast risk of CATV network company are applied, and good results are obtained. It further proves the applicability, pertinence and rationality of the research results of CATV network safe broadcasting risk. Through the analysis and research on the risk of safe broadcasting of CATV network company, a scientific, reasonable and acceptable risk control method is established for the safe broadcast of CATV network company, and the occurrence of safe broadcast accident is reduced. Cable TV program in broadcast, transmission, signal coverage in the process of section signal security, program integrity and technical security.
