【摘要】：新聞媒體作為政府和社會公眾之間相互溝通的重要橋梁和紐帶,自古就和政治密不可分。傳統(tǒng)媒體時代,媒體信息受到傳播范圍小、傳播速率低、傳播內(nèi)容單一等因素的限制,社會公眾在其中承擔(dān)的角色僅僅是媒體信息的接收者,通過傳統(tǒng)媒體實現(xiàn)的政民互動、反饋溝通、社會監(jiān)督往往收效甚微。而隨著以互聯(lián)網(wǎng)技術(shù)和移動通訊技術(shù)為主要載體的新媒體蓬勃發(fā)展,我國社會逐步進(jìn)入“大眾記者”時代,人人都可以通過新媒體方便、自由地表達(dá)利益訴求,維護(hù)自身權(quán)利,公民參與社會監(jiān)督和社會管理的積極性大幅提高。因此,我國政治生態(tài)中媒體體系由傳統(tǒng)媒體向新媒體發(fā)生了重大變革,對新媒體背景下公務(wù)員的媒體應(yīng)對能力提出了新的要求。準(zhǔn)確認(rèn)識、有效運(yùn)用、善于管理媒體是當(dāng)前公務(wù)員應(yīng)該具備的基本素質(zhì)。為更好的研究當(dāng)前我國公務(wù)員媒體應(yīng)對能力的現(xiàn)狀,在查閱相關(guān)文獻(xiàn),梳理國內(nèi)外研究綜述的基礎(chǔ)上,結(jié)合我國近年來連續(xù)不斷的公務(wù)員媒體應(yīng)對失敗案例,本文提出了新媒體背景下公務(wù)員媒體應(yīng)對能力的具體內(nèi)涵,并通過問卷調(diào)查及案例分析得出當(dāng)前我國公務(wù)員群體正視媒體程度不夠、運(yùn)用媒體能力不足、善管媒體意識缺乏等問題,媒體應(yīng)對能力十分欠缺。在最后,本文基于我國公務(wù)員媒體應(yīng)對能力現(xiàn)狀,從善知、善管、善用的角度對提升公務(wù)員媒體應(yīng)對能力提出了合理的對策建議。
[Abstract]:As an important bridge and link between government and public, news media has been closely related to politics since ancient times. In the era of traditional media, media information is limited by such factors as small scope of communication, low speed of communication, single content and so on. The role of the public in it is only the receiver of media information and the interaction between the government and the people through the traditional media. Feedback communication, social supervision often has little effect. With the rapid development of new media with Internet technology and mobile communication technology as the main carrier, our society has gradually entered the era of "mass journalists". Everyone can express their interests freely and safeguard their rights through the new media. The enthusiasm of citizens to participate in social supervision and management has been greatly improved. Therefore, the media system in the political ecology of our country has changed greatly from the traditional media to the new media, and put forward new requirements for the media coping ability of the civil servants under the new media background. Accurate understanding, effective use, good management of the media is the current civil servants should have the basic quality. In order to better study the current situation of Chinese civil service media coping ability, on the basis of consulting relevant literature, combing the domestic and foreign research review, combined with the continuous civil service media response failure cases in recent years, This paper puts forward the concrete connotation of the media coping ability of the civil servants under the new media background, and through the questionnaire survey and the case analysis, draws the conclusion that the current civil servant groups in our country face up to the media degree not enough, the use media ability is insufficient. Good management of media awareness and other issues, media coping ability is very inadequate. Finally, based on the current situation of media coping ability of civil servants in China, this paper puts forward some reasonable countermeasures and suggestions to improve the coping ability of civil servants from the perspective of good knowledge, good management and good use.
