語言權(quán)與英語國家語言政策的多元化趨勢

【摘要】:語言是族群組成的客觀條件之有形特色之一,具有與他者最容易區(qū)分的特征。語言背后隱藏著各族群不同的文化習(xí)性、生活方式、價(jià)值觀念等。任何語言政策的擬定與執(zhí)行深刻反映著政治角力與權(quán)力較量。隨著全球經(jīng)濟(jì)一體化和文化多元化以及語言權(quán)概念的提出,各英語國家的語言政策也作出相應(yīng)調(diào)整,從英語獨(dú)尊到尊重少數(shù)族群的語言和文化,呈現(xiàn)出多元化趨勢。我們選擇加拿大、美國、澳大利亞和新西蘭四個(gè)具有代表性的,既有原住民,又主要是移民的英語國家,從語言權(quán)的角度,對其語言政策及其變化進(jìn)行分析,可以看出,使用母語作為一種基本人權(quán),通過法制和草根運(yùn)動(dòng)將母語和文化作為一種資源加以保護(hù),有效維護(hù)語言的生態(tài)平衡和文化的多樣性,有利于這些國家,乃至整個(gè)人類社會(huì)的可持續(xù)、健康、和諧發(fā)展。
[Abstract]:Language is one of the tangible characteristics of the objective conditions of ethnic group composition, and it is the most easily distinguishable from the other. Behind the language are different cultural habits, lifestyles, values and so on. The formulation and implementation of any language policy deeply reflects the political struggle and power contest. With the development of global economic integration, cultural pluralism and the concept of language rights, the linguistic policies of English speaking countries have been adjusted accordingly, from English primacy to respect for minority languages and cultures, showing a trend of pluralism. We choose Canada, the United States, Australia and New Zealand, four representative English-speaking countries, both aboriginal and mainly immigrant, to analyze their language policies and their changes from the perspective of language rights. The use of mother tongue as a fundamental human right, the protection of mother tongue and culture as a resource through the rule of law and the grassroots movement, the effective preservation of the ecological balance of languages and cultural diversity, to the benefit of those countries, The sustainable, healthy and harmonious development of the whole human society.
