【摘要】：中央城鎮(zhèn)化工作會議的召開,使得城市風貌特色的相關問題受到了普遍重視,解決城市風貌特色問題對城市的發(fā)展有著重要的意義,對城市風貌特色關注度的提升是大勢所趨。城市風貌特色規(guī)劃在我國起步較晚,研究仍處于初級階段,無論在理論研究還是在實際操作層面都存在一些問題。雖然國內(nèi)很多城市已經(jīng)編制了城市風貌特色規(guī)劃,實踐成果較為豐富,但具有一定的盲目性,缺乏創(chuàng)新。而少數(shù)民族事業(yè)的蓬勃發(fā)展,也給城市風貌特色規(guī)劃帶來了一定的機遇。針對當前時代背景和問題,本研究提出城市風貌特色規(guī)劃策略。通過對城市風貌特色及其規(guī)劃的深入研究,結合現(xiàn)存問題和發(fā)展趨勢,以彰顯城市特色、傳承城市文脈、構建宜居城市,全面提升城市的綜合競爭力,實現(xiàn)城市環(huán)境與生活質(zhì)量的雙向提升。本研究將致力于提出城市風貌特色規(guī)劃策略。文章首先明晰了研究的課題方向以及相關的概念,通過對相關基礎理論的解析,為后文的論述提供理論依據(jù)和指導方向。詳細分析了城市風貌特色的特點、構成要素、類型和影響因素,歸納了城市風貌特色規(guī)劃的地位、特點、內(nèi)容及現(xiàn)存問題,總結了國內(nèi)外城市風貌特色規(guī)劃優(yōu)秀實踐成果所帶來的思考與啟示。并對城市風貌特色規(guī)劃構建的定位、目標、原則進行規(guī)定。在此基礎上,提出城市風貌特色規(guī)劃策略,從歷史文化風貌特色塑造策略、自然生態(tài)風貌特色塑造策略以及市民生活風貌特色塑造策略三個方面對規(guī)劃策略進行分析,并補充說明城市風貌特色規(guī)劃的管理策略。最后,根據(jù)上述研究成果,以桓仁滿族自治縣為例,對項目地區(qū)城市風貌特色規(guī)劃作了深入的研究和探討,進一步明確了該項目的規(guī)劃目標,制定了規(guī)劃思路,按照城市風貌特色規(guī)劃各控制要素對桓仁總體城市風貌特色規(guī)劃進行實踐。最終,對桓仁重點地段風貌特色規(guī)劃從中心城區(qū)、北江城區(qū)、西江城區(qū)及南江冰酒小鎮(zhèn)四方面進行控制,完善課題成果的覆蓋面。
[Abstract]:With the holding of the central conference on urbanization, the problems related to the characteristics of urban features have been paid more and more attention. It is of great significance for the development of cities to solve the problems of the characteristics of urban features, and it is the trend of the times to pay more attention to the characteristics of urban features. Urban feature planning starts late in our country, and the research is still in the primary stage. There are some problems in both theoretical and practical aspects. Although many cities in our country have drawn up the characteristic plan of urban style and features, the practical results are relatively rich, but they are blind and lack of innovation. And the flourishing development of the minority nationality cause also brings certain opportunity to the city style characteristic plan. In view of the background and problems of the present era, this study puts forward the urban feature planning strategy. Through the in-depth study of urban features and their planning, combined with the existing problems and development trends, to highlight the characteristics of the city, inherit the city context, build a livable city, improve the overall competitiveness of the city. The two-way improvement of urban environment and quality of life is realized. This study will focus on the urban features planning strategy. Firstly, the paper clarifies the research direction and related concepts, through the analysis of the relevant basic theory, provides the theoretical basis and direction for the later discussion. The characteristics, elements, types and influencing factors of urban features are analyzed in detail, and the status, characteristics, contents and existing problems of urban feature planning are summarized. This paper summarizes the thinking and enlightenment brought by the excellent practice of urban feature planning at home and abroad. And the characteristics of urban planning and construction of the positioning, objectives, principles for regulation. On this basis, this paper puts forward the planning strategy of urban style and features, and analyzes the planning strategy from three aspects: historical and cultural features, natural ecological features and citizens' life features. It also explains the management strategy of urban feature planning. Finally, based on the above research results, taking Huanren Manchu Autonomous County as an example, this paper makes an in-depth study and discussion on the urban feature planning of the project area, further defines the planning objectives of the project, and formulates the planning ideas. According to the control factors of urban style and feature planning, Huanren's overall urban style and feature planning is put into practice. Finally, the planning of Huanren key area style and features is controlled from four aspects: central city, Beijiang city, Xijiang city and Nanjiang ice wine town, so as to perfect the coverage of the subject.
