【摘要】：隨著城市的物質(zhì)、文化繁榮和社會(huì)進(jìn)步,鄉(xiāng)村的停滯、落后和城市生活的兩極分化、過(guò)度浪費(fèi)資源等問(wèn)題日益凸顯。這不僅抑制了農(nóng)村的發(fā)展,也影響了城市的發(fā)展,社會(huì)的固有潛力未能充分發(fā)揮。因此,進(jìn)行新農(nóng)村建設(shè)是經(jīng)濟(jì)社會(huì)發(fā)展的必然結(jié)果,對(duì)農(nóng)民、農(nóng)村、農(nóng)業(yè)以及國(guó)家整體來(lái)說(shuō)意義重大。但由于受經(jīng)濟(jì)利益驅(qū)動(dòng),農(nóng)村規(guī)劃部門的文化水平不高、審美意識(shí)薄弱等多方面原因,致使新農(nóng)村建設(shè)在自然環(huán)境空間和鄉(xiāng)土文化保持方面出現(xiàn)了諸多問(wèn)題。如何在新農(nóng)村規(guī)劃設(shè)計(jì)中構(gòu)建思路清晰且行之有效的規(guī)劃體系,確保富裕新村規(guī)劃的邏輯性、科學(xué)性、生態(tài)性和可操作性,從而保障新農(nóng)村建設(shè)的穩(wěn)步推進(jìn)是本文研究探索的主要問(wèn)題。 本文就河南信陽(yáng)市平橋郝堂新村建設(shè)的背景、過(guò)程、成效以及影響幾個(gè)方面,系統(tǒng)的介紹整個(gè)建設(shè)情況并總結(jié)其建設(shè)經(jīng)驗(yàn)。通過(guò)對(duì)郝堂新村的規(guī)劃設(shè)計(jì)從“內(nèi)置金融”作為推動(dòng)農(nóng)村發(fā)展手段、建設(shè)生態(tài)文明新村、共享村民共同體三個(gè)主要方面進(jìn)行,通過(guò)構(gòu)建村莊生態(tài)安全格局、合理規(guī)劃生產(chǎn)生活用地、完善綠色基礎(chǔ)設(shè)施、利用清潔能源等手段改變鄉(xiāng)村風(fēng)貌,營(yíng)造宜居的生活環(huán)境;通過(guò)發(fā)展田園新村農(nóng)業(yè)觀光旅游,做大做強(qiáng)茶葉特色產(chǎn)業(yè),并合理延長(zhǎng)農(nóng)業(yè)產(chǎn)業(yè)鏈,擴(kuò)大農(nóng)民就業(yè),增加農(nóng)民收入,走出農(nóng)村經(jīng)濟(jì)發(fā)展困局;通過(guò)對(duì)鄉(xiāng)村田園景觀的設(shè)計(jì),將自然景觀與村莊生產(chǎn)景觀及歷史人文景觀相結(jié)合,保護(hù)村莊的生態(tài)環(huán)境,打造出魅力而又可持續(xù)的鄉(xiāng)村生態(tài)美景。 全文具體分為六個(gè)部分,第一章引言介紹了論文的研究背景、研究意義、研究?jī)?nèi)容和方法等基本信息,并在文獻(xiàn)分析法基礎(chǔ)上概括了國(guó)內(nèi)外學(xué)者相關(guān)研究動(dòng)態(tài)。第二章論述了郝堂村建設(shè)的背景與主要內(nèi)容。介紹了郝堂村概況和背景,重點(diǎn)介紹了內(nèi)置金融、生態(tài)建設(shè)、鄉(xiāng)村建設(shè)等方面的主要內(nèi)容。第三章郝堂村建設(shè)的路徑和實(shí)現(xiàn)機(jī)理,系統(tǒng)的介紹了規(guī)劃原則、實(shí)現(xiàn)路徑以及實(shí)現(xiàn)機(jī)理。第四章重點(diǎn)講述從村社共同體、生態(tài)景觀、鄉(xiāng)村設(shè)計(jì)等方面取得的成效。第五章郝堂新村建設(shè)經(jīng)驗(yàn)總結(jié)和啟示。新農(nóng)村建設(shè)要注重對(duì)原有村灣空間格局的研究;新農(nóng)村建設(shè)要真正尊重和發(fā)揮農(nóng)民的主體作用;新農(nóng)村建設(shè)要深入農(nóng)村金融服務(wù)的探索。希望能為今后的新農(nóng)村規(guī)劃建設(shè)提供借鑒和參考。最后一部分對(duì)全文進(jìn)行了總結(jié)并對(duì)郝堂新村今后的發(fā)展進(jìn)行展望。
[Abstract]:With the urban material, cultural prosperity and social progress, rural stagnation, backwardness and polarization of urban life, excessive waste of resources and other issues are increasingly prominent, which not only inhibits the development of rural areas. Also affected the development of the city, the inherent potential of society has not been fully developed. Therefore, the construction of new rural areas is the inevitable result of economic and social development, to farmers, rural areas. Agriculture and the country as a whole are of great significance. However, driven by economic interests, the cultural level of rural planning departments is not high, aesthetic awareness is weak and other reasons. As a result of the new rural construction in the natural environment space and local culture maintenance there are many problems. How to build a clear and effective planning system in the new rural planning and design. The main problem of this paper is to ensure the logical, scientific, ecological and maneuverability of the planning of the prosperous new village, so as to ensure the steady progress of the construction of the new countryside. This article is based on the background, process, effect and influence of the construction of Pingqiao Hao Tang Village in Xinyang City, Henan Province. Through the planning and design of Hao Tang New Village from the "built-in finance" as a means to promote rural development, the construction of ecological civilization of the new village. Through the construction of village ecological security pattern, rational planning of production and living land, improving green infrastructure, using clean energy and other means to change the rural landscape. Creating a livable living environment; Through the development of agricultural tourism in rural new villages, we should make tea characteristic industries bigger and stronger, and reasonably extend the agricultural industry chain, expand farmers' employment, increase farmers' income, and get out of the difficulties of rural economic development. Through the design of rural pastoral landscape, the natural landscape, the village production landscape and the historical human landscape are combined to protect the ecological environment of the village and create a charming and sustainable rural ecological beauty. The first chapter introduces the background, significance, contents and methods of the research. The second chapter discusses the background and main contents of the construction of Hao Tang Village, introduces the general situation and background of Hao Tang Village, focuses on the built-in finance. Ecological construction, rural construction and other aspects of the main content. The third chapter of the construction of Hao Tong Village path and realization mechanism, a systematic introduction of the planning principles. Implementation path and realization mechanism. 4th chapter focuses on the community from the village community, ecological landscape. Rural design and other aspects of the results. 5th Zhang Hao Tang new village construction experience summary and inspiration. New rural construction should pay attention to the original village bay space pattern research; New rural construction should truly respect and give play to the main role of farmers; The construction of new countryside should go deep into the exploration of rural financial services. It is hoped that it can provide reference and reference for the planning and construction of new rural areas in the future. The last part summarizes the full text and looks forward to the future development of Hao Tang New Village.
