【摘要】：1968年美國聯(lián)邦政府出臺的《雙語教育法》,旨在解決眾多英語能力有限學(xué)生的語言學(xué)習(xí)和學(xué)業(yè)成績不佳等問題,但政策目標(biāo)不夠明確并缺乏具體的指導(dǎo)原則,也未能建立在科學(xué)研究之理論和實(shí)踐的基礎(chǔ)上。此后《雙語教育法》歷經(jīng)五次修訂,政策目標(biāo)日漸明確,聯(lián)邦撥款范圍逐步擴(kuò)大,雙語教育管理趨于成熟,雙語認(rèn)知和雙語教育理論的發(fā)展在修訂后的政策中有所體現(xiàn)并日臻完善。
[Abstract]:The Bilingual Education Act, published by the United States Federal Government in 1968, aims to solve the problems of poor language learning and academic performance of many students with limited English proficiency, but the policy objectives are not clear enough and there are no specific guiding principles. Nor is it based on the theory and practice of scientific research. Since then, the Bilingual Education Act has been revised five times, the policy objectives have become clearer, the scope of federal funding has been gradually expanded, and the administration of bilingual education has tended to mature. The development of bilingual cognition and bilingual education theory is reflected and perfected in the revised policy.
