北京教育電視臺(tái)雙軌制下的人才聘用問(wèn)題研究

【摘要】:在經(jīng)濟(jì)飛速發(fā)展的今天,電視節(jié)目已經(jīng)成為人們?nèi)粘I钪胁豢苫蛉钡慕M成部分,成為人們認(rèn)識(shí)和了解世界、獲取信息的重要途徑和媒介。隨著我國(guó)改革開(kāi)放的不斷深化,廣播電視部門(mén)的業(yè)務(wù)不僅僅涉及電視節(jié)目的制作與播出,更涉及電視節(jié)目形式創(chuàng)新、線下活動(dòng)推廣、新媒體及廣告等多個(gè)領(lǐng)域和方面。廣播電視部門(mén)在為人們提供信息與服務(wù)的同時(shí),也在積極調(diào)動(dòng)自身的所有資源,創(chuàng)造著自身的社會(huì)效益和經(jīng)濟(jì)效益。因此,廣播電視部門(mén)已經(jīng)不僅僅是一個(gè)單純提供宣傳和娛樂(lè)的事業(yè)化部門(mén),而是一個(gè)能夠獲取利潤(rùn)和創(chuàng)造利稅的產(chǎn)業(yè)化部門(mén),這種屬性隨著社會(huì)的不斷發(fā)展,將在未來(lái)延續(xù)下去。人才聘用雙軌制即產(chǎn)生于這一過(guò)程中,指廣泛存在于廣播電視事業(yè)單位之中,同樣的職位給予不同管理制度和待遇的人才聘用機(jī)制。 本文選取北京教育電視臺(tái)為研究對(duì)象,從其雙軌制下的人力資源管理特性入手,以現(xiàn)代人力資源管理理論為依據(jù),以其人力資源管理實(shí)際業(yè)務(wù)為模板,在深入調(diào)研的基礎(chǔ)上,著眼于北京教育電視臺(tái)的長(zhǎng)遠(yuǎn)發(fā)展,對(duì)其雙軌制實(shí)施的背景、過(guò)程、前景、存在問(wèn)題及改進(jìn)措施做以分析。 研究認(rèn)為,目前,人才聘用雙軌制存在的主要問(wèn)題為重身份不重能力、重使用不重培養(yǎng),究其原因,主要在于電視臺(tái)人員的“官本位”意識(shí)及缺乏制度約束,主觀隨意性較強(qiáng)。鑒于此,本文提出了改進(jìn)措施,,主要包括:做好雙軌制下的人力資源管理基礎(chǔ)性工作,做好組織機(jī)構(gòu)設(shè)計(jì)和工作分析,制定職位說(shuō)明書(shū);制定人力資源規(guī)劃,實(shí)現(xiàn)人才合理配置;建立多維、動(dòng)態(tài)的激勵(lì)體系,適當(dāng)進(jìn)行輪崗和交換,多渠道發(fā)展,多崗位實(shí)踐,實(shí)行全面報(bào)酬戰(zhàn)略;重視雙軌制下的人力資源開(kāi)發(fā)與培訓(xùn)工作,打造學(xué)習(xí)型組織;創(chuàng)建多元的組織文化等,以期在目前的產(chǎn)業(yè)化背景下發(fā)揮人才聘用雙軌制的優(yōu)勢(shì),并順利實(shí)現(xiàn)由雙軌制向全員聘用制的轉(zhuǎn)變。
[Abstract]:Today, with the rapid development of economy, TV programs have become an indispensable part of people's daily life, and become an important way and medium for people to understand and understand the world and obtain information. With the deepening of China's reform and opening up, the business of radio and television departments not only involves the production and broadcast of television programs, but also involves the innovation of television programs, offline activities promotion, new media and advertising and other fields and aspects. Radio and television departments provide information and services for people, but also actively mobilize all their own resources to create their own social and economic benefits. Therefore, the radio and television sector has become more than a purely publicity and entertainment business department, but also an industrial sector that can obtain profits and create profits and taxes. This attribute has continued to develop with the development of society. Will continue in the future. The two-track system of talent employment is produced in this process. It refers to the talent recruitment mechanism which widely exists in radio and television institutions and the same positions are given different management systems and treatment. This paper selects Beijing Educational Television Station as the research object, starting with the characteristics of human resources management under its dual track system, taking the modern human resources management theory as the basis, taking its actual human resources management business as the template, and on the basis of in-depth investigation. In view of the long-term development of Beijing Educational Television Station, the background, process, prospect, existing problems and improvement measures of the implementation of the dual track system are analyzed. It is believed that at present, the main problems existing in the two-track system of employing talents are the emphasis on identity and ability, and the emphasis on using and training. The main reason lies in the consciousness of "official standard" and the lack of institutional constraints of TV station personnel, and the subjective arbitrariness is relatively strong. In view of this, this paper puts forward the improvement measures, including: doing the basic work of human resources management under the two-track system, doing well the organization design and job analysis, formulating the job description; To formulate human resource planning, to realize the rational allocation of talents, to establish a multi-dimensional and dynamic incentive system, to carry out appropriate rotation and exchange, to develop through multiple channels, to carry out multi-post practice, and to implement the overall reward strategy; Attach importance to the development and training of human resources under the dual track system and build a learning organization; In order to bring into play the advantages of the dual track system of employing talents under the background of industrialization at present, and to realize the transformation from double track system to full appointment system smoothly, the pluralistic organizational culture should be established.
