在復(fù)雜多變的國(guó)際市場(chǎng)中，有很多的中國(guó)企業(yè)遭受了巨大的損失，，而在復(fù)雜多變的國(guó)際市場(chǎng)中，項(xiàng)目風(fēng)險(xiǎn)管理的經(jīng)驗(yàn)也很復(fù)雜。因此，分析海外項(xiàng)目風(fēng)險(xiǎn)是非常重要的。這些研究都具有現(xiàn)實(shí)意義和理論意義。隨著中國(guó)特色社會(huì)主義市場(chǎng)經(jīng)濟(jì)的發(fā)展和進(jìn)步，鐵路企業(yè)在海外的項(xiàng)目中獲得了風(fēng)險(xiǎn)。在國(guó)內(nèi)外環(huán)境中，既有市場(chǎng)的競(jìng)爭(zhēng)，也有充分的競(jìng)爭(zhēng)。因此，如何有效地規(guī)避和降低中國(guó)中鐵股份有限公司海外項(xiàng)目的風(fēng)險(xiǎn)，已成為人們?cè)絹?lái)越重要的課題。提高風(fēng)險(xiǎn)防范意識(shí)和科學(xué)管理，才能提高中國(guó)中鐵股份有限公司的市場(chǎng)競(jìng)爭(zhēng)力。There are a lot of Chinese enterprises who have suffered the huge losses in the overseas projects just for lake of experience in the project risk management in the complex and changeable international market. Therefore, it is very important for people to analyze the risk of oversea projects. There are both practical and theoretical significance of these studies. With the development and advancement of Chinese characteristic socialist market economy, railway companies have obtained risk in the oversea projects. It has been indicated that there is full of competition in the current market both in the domestic and international environment. Therefore, it has become more and more important for people to research how to avoid and reduce risk effectively for China Railway Group Limited for their oversea projects. The improved risk awareness and scientific management can be made for China Railway Group Limited in order to improve their market competition. 
Based on the theory of risk assessment, this paper would target on oversea projects risk management of China Railway Group Limited and the author has listed all the risks with classification and ranking. China Railway Group Limited as the researching object in this paper, the main issue is to do an in-depth risk research about the overseas project.  The risk management theory which relates to the project is the theoretical basis for this paper. The proposed research methodologies would be SWOT analysis, group analysis and Delphi method. Among them, a factor analysis is carried out for ordering those risk factors which influence the risk of oversea projects. Especially, the oversea project which is invested by China Railway Group Limited in Saudi Arabia will be the main research object. Furthermore, a fuzzy assessment model is suggested for the project bidding decision application with multiple risk factors which will benefit to the enterprises for avoiding and reducing risks from very beginning of the project involvement.
