【摘要】：江蘇省是中國沿海經(jīng)濟(jì)大省,轄江臨海,扼淮控湖,地理位置優(yōu)越,是中國最適合進(jìn)行對外經(jīng)濟(jì)活動的省份之一。改革開放以來,江蘇省以其優(yōu)越的地理條件、高質(zhì)量的人力資源和發(fā)達(dá)的經(jīng)濟(jì)水平不斷吸引著國外資本的進(jìn)入,越來越多的國外投資者希望了解江蘇省經(jīng)濟(jì)社會的發(fā)展?fàn)顩r和潛力。江蘇省《政府工作報告》是江蘇省最為重要的政府文件,政治語言簡潔凝練,內(nèi)容精悍準(zhǔn)確,凝聚了省內(nèi)外諸多專家學(xué)者的智慧,堪稱江蘇省綜合發(fā)展情況報表,足以承擔(dān)向外方介紹、宣傳江蘇的文本功能。然而當(dāng)前民間對地方政府報告的英譯工作開展并不廣泛,江蘇省《政府工作報告》的官方英譯版本同樣難以查閱,這與當(dāng)前蓬勃發(fā)展的對外經(jīng)濟(jì)發(fā)展需求存在一定矛盾。本報告選取2016年江蘇省政府工作報告英譯作為研究對象,在紐馬克的文本類型理論的指導(dǎo)下,將該工作報告歸類為表達(dá)型文本,強(qiáng)調(diào)原文本內(nèi)容的權(quán)威性。但在作為外宣材料進(jìn)行翻譯的時候,應(yīng)當(dāng)側(cè)重其信息功能與號召功能。翻譯目的是為譯文的接受者在獲取信息時消除障礙,即準(zhǔn)確的傳達(dá)信息,進(jìn)行對外宣傳。因此在翻譯過程中更重視受眾的閱讀體驗,采用以受眾為中心的翻譯策略。在具體的翻譯操作中采取直譯,意譯,增譯,注釋,信息重組等翻譯方法與技巧,著重解決中國特色詞語,漢語特殊句式,模糊語的翻譯等項目重、難點(diǎn)問題。希望本次翻譯能夠為今后政府工作報告的翻譯提供參考,并不斷提升筆者自身的翻譯水平。
[Abstract]:Jiangsu Province is one of the most suitable provinces for foreign economic activities. Since the reform and opening up, Jiangsu Province, with its superior geographical conditions, high-quality human resources and developed economic level, has continuously attracted the entry of foreign capital. More and more foreign investors want to understand the economic and social development of Jiangsu Province and potential. The Government work report of Jiangsu Province is the most important government document in Jiangsu Province. The political language is concise and concise, the content is tough and accurate, and the wisdom of many experts and scholars inside and outside the province has been condensed. It can be called a comprehensive development report of Jiangsu Province. Enough to undertake the introduction to foreign parties, publicity of Jiangsu's text function. However, at present, the translation of local government reports into English is not widely carried out, and the official English translation of Jiangsu Province's work report is also difficult to consult, which is in contradiction with the booming demand for foreign economic development. Under the guidance of Newmark's text type theory, this paper classifies the work report as expressive text and emphasizes the authoritativeness of the original text. However, translation as publicity materials should focus on its information function and call function. The purpose of translation is to remove obstacles in obtaining information, that is, to convey information accurately and propagate it to the outside world. Therefore, in the process of translation, we pay more attention to the reading experience of the audience and adopt the strategy of audience-centered translation. In the specific translation operation, we adopt some translation methods and techniques, such as literal translation, free translation, additional translation, annotation, information recombination and so on. We focus on solving the problems of Chinese characteristic words, Chinese special sentence patterns, the translation of vague language and other important and difficult problems. It is hoped that this translation will provide a reference for the translation of the government work report in the future and improve the translation level of the author.
