【摘要】：黨的十八大報(bào)告明確提出“收入倍增計(jì)劃”,中央和自治區(qū)也出臺(tái)了一系列推進(jìn)城鄉(xiāng)一體化發(fā)展和加快農(nóng)村牧區(qū)基礎(chǔ)設(shè)施建設(shè)的政策文件。李克強(qiáng)總理在翁牛特旗指導(dǎo)群眾路線教育實(shí)踐活動(dòng)中指出“希望翁牛特旗立足資源稟賦、優(yōu)化營商環(huán)境、發(fā)展特色產(chǎn)業(yè)、注重改善民生、率先脫貧致富,在內(nèi)蒙古東部乃至全區(qū)走在前列”及“翁牛特旗是農(nóng)牧業(yè)大旗,如果能夠做強(qiáng),照樣可以‘強(qiáng)’旗”。這是國家和自治區(qū)對(duì)翁牛特旗畜牧業(yè)提出的新任務(wù)也是為改善翁牛特旗城鄉(xiāng)二元結(jié)構(gòu)實(shí)現(xiàn)城鄉(xiāng)一體化指明了方向。從畜牧業(yè)經(jīng)濟(jì)總量和從事畜牧業(yè)人口所占比來看,畜牧業(yè)是翁牛特旗地區(qū)經(jīng)濟(jì)的一個(gè)重要組成部分,且翁牛特旗的貧困人口主要分布在農(nóng)村牧區(qū),只有加快畜牧業(yè)建設(shè),廣大農(nóng)牧民才能實(shí)現(xiàn)全面脫貧,才能實(shí)現(xiàn)由畜牧業(yè)大旗向畜牧業(yè)強(qiáng)旗轉(zhuǎn)變,農(nóng)村牧區(qū)畜牧業(yè)基礎(chǔ)設(shè)施作為畜牧業(yè)發(fā)展的基礎(chǔ),是全社會(huì)公共產(chǎn)品的重要組成部分,其建設(shè)、供給完善與否直接關(guān)系到翁牛特旗農(nóng)村牧區(qū)經(jīng)濟(jì)社會(huì)發(fā)展。本文以國內(nèi)外基礎(chǔ)設(shè)施相關(guān)理論研究為基礎(chǔ),通過對(duì)翁牛特旗進(jìn)行實(shí)地調(diào)查的基礎(chǔ)上對(duì)翁牛特旗畜牧業(yè)基礎(chǔ)設(shè)施建設(shè)問題進(jìn)行分析和研究。首先,從棚圈、青貯窖、畜牧業(yè)水利設(shè)施、畜牧業(yè)機(jī)械設(shè)施、畜牧業(yè)電力設(shè)施、嘎查(村)公路、畜牧業(yè)電子商務(wù)和物流體系以及畜牧業(yè)科研基礎(chǔ)設(shè)施七個(gè)方面對(duì)調(diào)查地區(qū)畜牧業(yè)基礎(chǔ)設(shè)施供給現(xiàn)狀進(jìn)行研究。其次通過對(duì)翁牛特旗在畜牧業(yè)基礎(chǔ)設(shè)施建設(shè)現(xiàn)狀進(jìn)行分析找出翁牛特旗在畜牧業(yè)基礎(chǔ)設(shè)施建設(shè)中存在的問題,主要包括翁牛特旗畜牧業(yè)基礎(chǔ)設(shè)施薄弱、投資主體和形式單一、畜牧業(yè)基礎(chǔ)設(shè)施供給水平低和畜牧業(yè)基礎(chǔ)設(shè)施監(jiān)督管理欠缺等四個(gè)因素,并針對(duì)以上問題為翁牛特旗畜牧業(yè)基礎(chǔ)設(shè)施今后的建設(shè)與發(fā)展提出了對(duì)策建議,這對(duì)于加快翁牛特旗農(nóng)村牧區(qū)經(jīng)濟(jì)建設(shè)和實(shí)現(xiàn)畜牧業(yè)可持續(xù)發(fā)展都具有重要的意義。
[Abstract]:The report of the 18th National Congress of the Party clearly put forward the "income doubling Plan", and the Central Committee and the autonomous region also issued a series of policy documents to promote the integration of urban and rural areas and to speed up the construction of infrastructure in rural and pastoral areas. Prime Minister Li Keqiang pointed out in the Weng Niu Special Banner to guide the mass line education practice activity, "hopes that Ongniute Banner will base itself on resource endowment, optimize the business environment, develop characteristic industries, pay attention to improving the people's livelihood, and take the lead to get rid of poverty and become rich." In the east of Inner Mongolia and even the whole region in the forefront "and" Weng Niute Banner is the big banner of agriculture and animal husbandry, if can do strong, still can 'strong' flag. This is a new task put forward by the state and autonomous region to the livestock industry of Wuniute Banner. It also points out the direction to improve the urban-rural dual structure of Wuniute Banner and realize the integration of urban and rural areas. Judging from the total economic volume of animal husbandry and the proportion of the population engaged in animal husbandry, animal husbandry is an important part of the economy of Wuniute Banner region, and the poor population of Wuniuet Banner is mainly distributed in rural pastoral areas. Only by speeding up animal husbandry construction, Only in this way can the peasants and herdsmen achieve the complete eradication of poverty and the transformation from a big banner of animal husbandry to a strong banner of animal husbandry. As the foundation of animal husbandry development, the infrastructure of animal husbandry in rural pastoral areas is an important part of the public goods of the whole society. Whether the supply is perfect or not is directly related to the economic and social development in the rural pastoral area of Wuniuet Banner. On the basis of theoretical research on infrastructure at home and abroad, this paper analyzes and studies the construction of animal husbandry infrastructure in Wuniute Banner on the basis of field investigation. First of all, from the hoop, silage cellar, animal husbandry water conservancy facilities, animal husbandry machinery facilities, animal husbandry power facilities, Gacha (village) road, The present situation of the supply of animal husbandry infrastructure in the area is studied from seven aspects: the electronic commerce and logistics system of animal husbandry and the research infrastructure of animal husbandry. Secondly, by analyzing the present situation of Wuniute Banner in the construction of animal husbandry infrastructure, the paper finds out the existing problems in the construction of animal husbandry infrastructure, mainly including the weakness of the infrastructure, the single investment subject and the single form. Four factors, such as low supply level of animal husbandry infrastructure and lack of supervision and management of animal husbandry infrastructure, are put forward for the construction and development of animal husbandry infrastructure in Wuniute Banner. It is of great significance to accelerate the economic construction and realize the sustainable development of animal husbandry.
