【摘要】：永定河水患的治理關(guān)乎運(yùn)道民生,因此受到歷代統(tǒng)治者高度重視。有關(guān)永定河水患及治理的研究歷來(lái)為學(xué)界所重視,但是對(duì)高斌治理永定河的研究尚顯不足。高斌為清朝乾隆時(shí)期政績(jī)最顯著的治河名臣,加強(qiáng)對(duì)高斌治理永定河的研究,不僅是對(duì)乾隆朝治河思想與實(shí)踐活動(dòng)的考證,而且可以吸取一些歷史上治河的經(jīng)驗(yàn)教訓(xùn),使我國(guó)水利事業(yè)能夠科學(xué)發(fā)展,進(jìn)而實(shí)現(xiàn)可持續(xù)發(fā)展。高斌(1693—1755),生于康熙三十二年(1693),卒于乾隆二十年(1755)。高斌處在康乾盛世,政治生涯主要在雍正、乾隆時(shí)期,其治河成效卓著,為乾隆帝重用并恩澤家族。永定河為直隸地區(qū)最長(zhǎng)的河流,歷史上水患甚多,尤其是元代以來(lái),面對(duì)如此頻發(fā)的水患,起初并沒有得到官方的重視。直到清代,永定河才逐步得到有效的治理,并且管理體系也逐漸得到完善。到了乾隆統(tǒng)治時(shí)期,永定河的治理被列入重點(diǎn)治理水系。在督直的三年間,高斌對(duì)直隸的永定河進(jìn)行了全局規(guī)劃與治理。筆者以直隸總督高斌督直期間對(duì)永定河的階段性治理為研究對(duì)象,詳細(xì)介紹了歷史上永定河水患及治理情況,并對(duì)高斌治河的階段性措施加以重點(diǎn)論述,在此基礎(chǔ)上運(yùn)用唯物史觀對(duì)高斌治河予以客觀評(píng)價(jià)。
[Abstract]:Yongding River flood management related to the people's livelihood, so the rulers attached great importance to it. The study of Yongding River flood and management has always been paid attention to by academic circles, but the research on Gao Bin's governance of Yongding River is still insufficient. Gao Bin is the most prominent official in the Qianlong period of the Qing Dynasty. To strengthen the research on Gao Bin's management of the Yongding River is not only a textual study of the thought and practice of the Qianlong Dynasty, but also a lesson from some historical experiences in river control. Make our country water conservancy enterprise to be able to develop scientifically, then realize sustainable development. Gao Bin Li 1693-1755, born in 32 years of Kangxi, died in 20 years of Qianlong 1755. Gao Bin was in the prosperous period of Kang and Qian, and his political career was mainly in the period of Yongzheng and Qianlong. Yongding River is the longest river in Zhili area. Until the Qing Dynasty, Yongding River was gradually managed effectively, and the management system was gradually improved. To the reign of Qianlong, Yongding River management was included in the key water system. In the three years of the governor, Gao Bin carried out global planning and governance of the Yongding River in Zhili. Taking the periodic treatment of Yongding River during the period of Governor Gao Bin of Zhili as the research object, the author introduces in detail the situation of flood and management of Yongding River in history, and focuses on the periodic measures for Gao Bin to control the river. On this basis, the use of historical materialism to give an objective evaluation of Gao Bin.
