鄉(xiāng)村基層社會(huì)治理的倫理路徑研究

【摘要】:目前,我國(guó)進(jìn)入改革發(fā)展的關(guān)鍵時(shí)期,空前的社會(huì)變革給中國(guó)的發(fā)展進(jìn)步帶來(lái)巨大活力,但同時(shí)也帶來(lái)了各種矛盾和挑戰(zhàn),并成為當(dāng)下加強(qiáng)社會(huì)治理工作的重要緣由。作為國(guó)家治理體系中的末梢,鄉(xiāng)村基層社會(huì)治理的難度顯然更大,存在著治理資源難以有效下沉,鄉(xiāng)鎮(zhèn)政府職能嚴(yán)重錯(cuò)位,村居自治、公共服務(wù)不到位、社會(huì)組織發(fā)育不完善、功能不健全等現(xiàn)象。面對(duì)這樣的新情況、新問(wèn)題,以習(xí)近平同志為總書(shū)記的黨中央從黨和國(guó)家發(fā)展全局的高度,圍繞“創(chuàng)新社會(huì)治理”、“提高社會(huì)治理水平”提出了一系列新的觀點(diǎn)。特別是黨的十八屆三中全會(huì)提出既要“堅(jiān)持依法治理,加強(qiáng)法制保障,運(yùn)用法制思維和法制方式化解決社會(huì)矛盾”,更要“堅(jiān)持綜合治理,強(qiáng)化道德約束”。十八屆四中全會(huì)強(qiáng)調(diào)“要大力弘揚(yáng)社會(huì)主義核心價(jià)值觀,弘揚(yáng)中華傳統(tǒng)美德,培育社會(huì)公德、職業(yè)道德、家庭美德、個(gè)人品德,既重視發(fā)揮法律的規(guī)范作用,又重視發(fā)揮道德的教化作用”。新形勢(shì)下為加強(qiáng)與創(chuàng)新社會(huì)治理指明了前進(jìn)方向;诖朔e極探索倫理在社會(huì)治理中的作用、對(duì)策略及路徑,創(chuàng)新社會(huì)治理、提高社會(huì)治理水平有著重要的學(xué)術(shù)價(jià)值和現(xiàn)實(shí)意義。本文運(yùn)用文獻(xiàn)分析法、比較法、學(xué)科交叉的研究方法,從社會(huì)治理領(lǐng)域?yàn)槌霭l(fā)點(diǎn),對(duì)治理和社會(huì)治理的概念進(jìn)行解釋,并且對(duì)鄉(xiāng)村基層社會(huì)治理做出了界定。強(qiáng)調(diào)了倫理自古以來(lái)在社會(huì)治理中所發(fā)揮的作用,以及在社會(huì)治理中蘊(yùn)含的倫理屬性,分析了在鄉(xiāng)村基層社會(huì)倫理治理中遇到的問(wèn)題以及起因,并提出了鄉(xiāng)村基層社會(huì)治理的倫理路徑。其目的是為鄉(xiāng)村基層治理,提出更加全面有效的治理手段,從道德層面入手進(jìn)行鄉(xiāng)村社會(huì)的治理,從而推進(jìn)鄉(xiāng)村基層社會(huì)治理的穩(wěn)定可持續(xù)發(fā)展。論文共分三部分:第一部分,從社會(huì)治理的概念解釋出發(fā),探究了社會(huì)治理從社會(huì)管理到社會(huì)治理的發(fā)展過(guò)程。從而對(duì)鄉(xiāng)村基層社會(huì)治理做出界定,并且分析了社會(huì)治理中的倫理向度,論述了倫理在社會(huì)治理中的主要作用。第二部分,立足于我國(guó)鄉(xiāng)村基層社會(huì)治理的現(xiàn)狀,指出了我國(guó)鄉(xiāng)村基層社會(huì)倫理治理所面臨的問(wèn)題及其起因。對(duì)我國(guó)鄉(xiāng)村治理過(guò)程中政府組織、社會(huì)組織、以及鄉(xiāng)民個(gè)人等方面,運(yùn)用倫理道德的視角進(jìn)行了全方面的分析與闡述。第三部分,從鄉(xiāng)村基層社會(huì)治理倫理路徑入手,一是堅(jiān)持以人為本的治理理念。二是加強(qiáng)道德教育,提高道德覺(jué)悟,主要社會(huì)運(yùn)用先進(jìn)的典型事跡進(jìn)行道德教育,積極的倡導(dǎo)社會(huì)主義公共道德建設(shè)。三是加強(qiáng)治理中倫理道德規(guī)范的建設(shè)。四是加強(qiáng)倫理與制度的有機(jī)結(jié)合,使倫理與制度在內(nèi)容上互相滲透,在功能上互相憑借。五是弘揚(yáng)優(yōu)秀的傳統(tǒng)民風(fēng)、民俗文化的建設(shè)。六是加強(qiáng)鄉(xiāng)賢文化的建設(shè)。全方面的運(yùn)用道德的手段進(jìn)行鄉(xiāng)村社會(huì)治理。
[Abstract]:At present, China has entered a critical period of reform and development. Unprecedented social changes have brought great vitality to China's development and progress, but at the same time have also brought about various contradictions and challenges. As the end of the national governance system, the rural grass-roots social governance is obviously more difficult, there are governance resources difficult to sink effectively, township government functions are seriously misplaced. Village autonomy, inadequate public services, imperfect development of social organizations, imperfect functions, etc. In the face of such new circumstances and new problems, the CPC Central Committee, with Comrade Xi Jinping as its general secretary, has a high level of overall development from the perspective of the party and the state. A series of new viewpoints have been put forward around "innovating social governance" and "improving the level of social governance". In particular, the third Plenary session of the 18 Central Committee of the CPC Central Committee proposed that it is necessary to "persist in governing according to law and strengthen the protection of the legal system." It is even more necessary to "persist in comprehensive management and strengthen moral restraint" by using legal thinking and legal methods to solve social contradictions. The fourth Plenary session of the 18 CPC Central Committee emphasized "vigorously carrying forward the core values of socialism, carrying forward the traditional Chinese virtues, and fostering social morality." Professional ethics, family virtue, personal morality, both pay attention to the normative role of the law, Under the new situation, we have pointed out the way forward for strengthening and innovating social governance. Based on this, we actively explore the role of ethics in social governance, and innovate social governance through strategies and paths. It is of great academic value and practical significance to improve the level of social governance. In this paper, the concepts of governance and social governance are explained from the perspective of social governance by means of literature analysis, comparative method and interdisciplinary research methods. And has made the definition to the rural grass-roots social governance, has emphasized the ethics since ancient times in the social governance function, as well as in the social governance contains the ethics attribute, This paper analyzes the problems and causes encountered in the rural grass-roots social ethical governance, and puts forward the ethical path of rural grass-roots social governance. The purpose is to provide more comprehensive and effective governance methods for rural grass-roots governance. In order to promote the stable and sustainable development of rural grass-roots social governance, the thesis is divided into three parts: the first part, starting from the concept of social governance, This paper probes into the development process of social governance from social management to social governance, defines the social governance at the grass-roots level in rural areas, analyzes the ethical dimensions of social governance, and discusses the main role of ethics in social governance. Based on the current situation of rural grass-roots social governance in China, this paper points out the problems and causes of rural grass-roots social ethical governance in China. From the perspective of ethics and morality, the author analyzes and expounds the whole aspect. The third part begins with the ethical path of rural grassroots social governance, one is to adhere to the people-oriented governance concept, and the other is to strengthen moral education and raise moral awareness. The main society uses advanced typical deeds to carry out moral education and actively advocate the construction of socialist public morality. Third, it is necessary to strengthen the construction of ethical and moral norms in governance. Fourth, to strengthen the organic combination of ethics and system. So that ethics and system permeate each other in content, rely on each other in function. Fifth, carry forward the excellent traditional folk style, the construction of folk custom culture. Sixthly, strengthen the construction of rural virtuous culture, and use moral means to manage rural society in all aspects.
