【摘要】:鄉(xiāng)鎮(zhèn)行政領(lǐng)導(dǎo)作為我國公務(wù)員隊(duì)伍中身處最基層的特殊群體,是鄉(xiāng)鎮(zhèn)政府的行政首長,是鄉(xiāng)鎮(zhèn)政府行政事務(wù)的直接領(lǐng)導(dǎo)者和廣大農(nóng)民群眾的直接服務(wù)者。鄉(xiāng)鎮(zhèn)行政領(lǐng)導(dǎo)隊(duì)伍直接面對廣大農(nóng)村基層群眾,是黨和國家聯(lián)系農(nóng)民群眾的紐帶,國家的大政方針政策都需要鄉(xiāng)鎮(zhèn)行政領(lǐng)導(dǎo)具體執(zhí)行、落實(shí),鄉(xiāng)鎮(zhèn)社會的公共事務(wù)需要其來決策實(shí)施,人民群眾的需要和呼聲都需要通過鄉(xiāng)鎮(zhèn)行政領(lǐng)導(dǎo)向上級政府傳達(dá)。鄉(xiāng)鎮(zhèn)行政領(lǐng)導(dǎo)倫理水平的高低直接影響到其自身行政領(lǐng)導(dǎo)效能和鄉(xiāng)鎮(zhèn)政府職能的發(fā)揮,直接關(guān)系著人民群眾對政府認(rèn)同以及政府在群眾心中的地位和形象。目前在我國政治經(jīng)濟(jì)全面轉(zhuǎn)型時(shí)期,在日益復(fù)雜的行政環(huán)境和諸多誘惑下,鄉(xiāng)鎮(zhèn)行政領(lǐng)導(dǎo)面臨著諸多倫理困境和道德沖突,部分鄉(xiāng)鎮(zhèn)行政領(lǐng)導(dǎo)出現(xiàn)了一系列的倫理失范問題。尤其在當(dāng)前全面建成小康社會的歷史使命下,加強(qiáng)鄉(xiāng)鎮(zhèn)行政領(lǐng)導(dǎo)的倫理建設(shè),建成一支真心為群眾服務(wù)謀利的高水平鄉(xiāng)鎮(zhèn)行政領(lǐng)導(dǎo)隊(duì)伍十分必要。本文以鄉(xiāng)鎮(zhèn)行政領(lǐng)導(dǎo)這一特定群體為研究對象,以倫理學(xué)為基礎(chǔ),從倫理學(xué)、社會學(xué)和公共管理學(xué)的交叉視角,探析鄉(xiāng)鎮(zhèn)行政領(lǐng)導(dǎo)倫理的內(nèi)涵,明確鄉(xiāng)鎮(zhèn)行政領(lǐng)導(dǎo)應(yīng)該遵守的倫理準(zhǔn)則與道德規(guī)范,探討鄉(xiāng)鎮(zhèn)行政領(lǐng)導(dǎo)在鄉(xiāng)鎮(zhèn)公共行政實(shí)踐活動過程中所面臨的倫理困境和道德沖突,分析鄉(xiāng)鎮(zhèn)行政領(lǐng)導(dǎo)當(dāng)前所存在的倫理問題與原因,并提出相應(yīng)的鄉(xiāng)鎮(zhèn)行政領(lǐng)導(dǎo)倫理建設(shè)途徑,力求在一定程度上補(bǔ)充與豐富我國關(guān)于鄉(xiāng)鎮(zhèn)行政領(lǐng)導(dǎo)倫理研究方面的相關(guān)理論,旨在推動倫理學(xué)研究與鄉(xiāng)鎮(zhèn)公共行政實(shí)踐進(jìn)一步相結(jié)合,為鄉(xiāng)鎮(zhèn)行政領(lǐng)導(dǎo)正確認(rèn)識、處理自身倫理道德困境,更好地把握自己所履行的職責(zé)、提高工作效能,更好地開展鄉(xiāng)鎮(zhèn)政府工作提供理論支撐和一些建設(shè)性的建議。本文共分為四個(gè)部分,主要內(nèi)容觀點(diǎn)如下:第一部分,首先對鄉(xiāng)鎮(zhèn)行政領(lǐng)導(dǎo)倫理的相關(guān)理論進(jìn)行了闡釋。在揭示了鄉(xiāng)鎮(zhèn)行政領(lǐng)導(dǎo)特殊性的基礎(chǔ)上,對鄉(xiāng)鎮(zhèn)行政領(lǐng)導(dǎo)倫理的內(nèi)涵進(jìn)行了詳細(xì)闡述。本文所研究的主體鄉(xiāng)鎮(zhèn)行政領(lǐng)導(dǎo)主要是指在鄉(xiāng)鎮(zhèn)政府中擔(dān)任行政首長的鄉(xiāng)鎮(zhèn)長。鄉(xiāng)鎮(zhèn)行政領(lǐng)導(dǎo)倫理是指鄉(xiāng)鎮(zhèn)行政領(lǐng)導(dǎo)在鄉(xiāng)鎮(zhèn)公共行政實(shí)踐活動過程中的角色定位、倫理期待、所應(yīng)遵守的倫理準(zhǔn)則與道德行為規(guī)范。同時(shí)強(qiáng)調(diào)了鄉(xiāng)鎮(zhèn)行政領(lǐng)導(dǎo)倫理建設(shè)是我國提高鄉(xiāng)鎮(zhèn)行政領(lǐng)導(dǎo)素質(zhì)、提升鄉(xiāng)鎮(zhèn)行政領(lǐng)導(dǎo)效能、加快鄉(xiāng)村城鎮(zhèn)化建設(shè)、全面建成小康社會的需要。第二部分,闡釋了鄉(xiāng)鎮(zhèn)行政領(lǐng)導(dǎo)倫理建設(shè)的理論依據(jù)。權(quán)變理論、人性理論、社會角色理論和管理倫理理論是研究鄉(xiāng)鎮(zhèn)行政領(lǐng)導(dǎo)倫理建設(shè)的主要理論依據(jù)。分別說明了鄉(xiāng)鎮(zhèn)行政領(lǐng)導(dǎo)的行政理念和行政行為方式必須隨著環(huán)境的變化而變化,權(quán)衡選擇領(lǐng)導(dǎo)方式,求適不能守一;要明確自身角色定位,扮演好自己的社會角色,承擔(dān)相應(yīng)角色的責(zé)任和道德義務(wù),處理好自身與各種社會角色之間的沖突,做到盡職盡責(zé);在滿足自身生存發(fā)展的物質(zhì)需求外,還要加強(qiáng)自身角色道德修養(yǎng),提高自身行政能力,公正廉潔、勤政愛民;要堅(jiān)持人本主義、義利并舉和社會責(zé)任的統(tǒng)一,注重事實(shí)規(guī)范的同時(shí)更注重對價(jià)值的追求。第三部分,著重闡釋了鄉(xiāng)鎮(zhèn)行政領(lǐng)導(dǎo)倫理建設(shè)所面臨的問題及成因。重點(diǎn)描述了鄉(xiāng)鎮(zhèn)行政領(lǐng)導(dǎo)角色扮演所處不同情境下,在角色權(quán)力、角色叢內(nèi)部、角色利益、政策執(zhí)行和政策制定等方面面臨的角色倫理困境和道德沖突,并從上述沖突入手探討了鄉(xiāng)鎮(zhèn)行政領(lǐng)導(dǎo)在日常行政工作中存在的公權(quán)私用、行政價(jià)值觀念錯(cuò)位、享樂主義思想嚴(yán)重、貪污腐敗、官本位等倫理失范的表現(xiàn)形式。進(jìn)而從鄉(xiāng)鎮(zhèn)行政領(lǐng)導(dǎo)角色倫理水平、鄉(xiāng)鎮(zhèn)行政體制及其制度和鄉(xiāng)鎮(zhèn)行政領(lǐng)導(dǎo)環(huán)境三方面分析了鄉(xiāng)鎮(zhèn)行政領(lǐng)導(dǎo)出現(xiàn)倫理失范問題的原因。第四部分,針對鄉(xiāng)鎮(zhèn)行政領(lǐng)導(dǎo)當(dāng)前所面臨的倫理困境和道德沖突,提出了鄉(xiāng)鎮(zhèn)行政領(lǐng)導(dǎo)倫理的建設(shè)途徑。首先,從強(qiáng)化鄉(xiāng)鎮(zhèn)行政領(lǐng)導(dǎo)的角色倫理培養(yǎng)入手,強(qiáng)化鄉(xiāng)鎮(zhèn)行政領(lǐng)導(dǎo)的權(quán)責(zé)意識、提高鄉(xiāng)鎮(zhèn)行政領(lǐng)導(dǎo)的角色扮演能力、加強(qiáng)鄉(xiāng)鎮(zhèn)行政領(lǐng)導(dǎo)的道德自律、進(jìn)行鄉(xiāng)鎮(zhèn)行政領(lǐng)導(dǎo)倫理培訓(xùn)。其次,完善鄉(xiāng)鎮(zhèn)行政領(lǐng)導(dǎo)的倫理調(diào)控機(jī)制。從堅(jiān)持以“為人民服務(wù)”為核心的為官原則和以“誠實(shí)守信”為核心的做人原則入手,完善鄉(xiāng)鎮(zhèn)行政領(lǐng)導(dǎo)道德行為規(guī)范,推進(jìn)鄉(xiāng)鎮(zhèn)行政領(lǐng)導(dǎo)倫理制度化建設(shè);再次,明確鄉(xiāng)鎮(zhèn)行政領(lǐng)導(dǎo)職責(zé)范圍、建立農(nóng)民群眾監(jiān)督機(jī)制、健全鄉(xiāng)鎮(zhèn)行政領(lǐng)導(dǎo)的問責(zé)制度、完善鄉(xiāng)鎮(zhèn)行政領(lǐng)導(dǎo)的倫理評價(jià)和監(jiān)督機(jī)制。最后,創(chuàng)造良好的鎮(zhèn)行政倫理環(huán)境。以創(chuàng)造良好的鄉(xiāng)鎮(zhèn)行政倫理文化為基礎(chǔ),營造良好的鄉(xiāng)鎮(zhèn)行政倫理氛圍,營建良好的鄉(xiāng)鎮(zhèn)行政倫理的社會環(huán)境。
