治理理論視角下美國公立研究型大學制度研究

【摘要】:本文以美國公立研究型大學為研究對象,以治理理論為研究視角,著力從美國公立研究型大學制度的發(fā)展歷程、治理結(jié)構(gòu)主體、主體之間的權(quán)力關(guān)系、權(quán)力運行過程及其基本特征、制度保障體系、治理影響因素、治理面臨的現(xiàn)實挑戰(zhàn)以及對我國大學發(fā)展的啟示等方面展開論述,試圖比較清晰的呈現(xiàn)美國公立研究型大學制度的全景并給予深入的系統(tǒng)的解構(gòu)。全文由緒論和6章內(nèi)容構(gòu)成,緒論論述了論文的研究緣起與價值、國內(nèi)外研究進展與論文的研究方法;第一章探討了治理理論體系與大學治理的理論分析框架,作為本文的理論基礎(chǔ);第二章將美國公立研究型大學的制度變遷劃分為社會參與、國家控制和多元共治三個時期,分別圍繞大學的治理理念、治理結(jié)構(gòu)主體、權(quán)力運行過程及制度保障四個方面進行考察;第三章圍繞公立研究型大學的治理模式給予了著重探討,分為內(nèi)部治理結(jié)構(gòu)主體及其相互之間的權(quán)力關(guān)系、大學治理的權(quán)力運行過程以及大學治理的相關(guān)制度保障體系三個層次,其中,內(nèi)部結(jié)構(gòu)主體重點研究了董事會、校長團隊和評議會等大學治理結(jié)構(gòu)的頂層設置,將大學治理主體之間的權(quán)力關(guān)系概括為委托代理關(guān)系、分權(quán)制衡關(guān)系和共同治理關(guān)系,大學治理的權(quán)力運行過程則從權(quán)力的產(chǎn)生、權(quán)力的行使和權(quán)力的監(jiān)督三個方面展開論述,大學治理的相關(guān)制度保障體系則從高等教育整體、大學之間以及大學自身三個層面進行考察;第四章研究了公立研究型大學制度的基本特征,從治理主體的多樣性、治理基礎(chǔ)的協(xié)調(diào)性、治理規(guī)則的持續(xù)性和治理趨勢的公司化四個方面進行探討;第五章從政府、市場、高等教育中介組織、公立研究型大學自身四個方面概括了美國公立研究型大學制度的影響因素;第六章論述了美國公立研究型大學制度發(fā)展過程中所面臨的主要現(xiàn)實挑戰(zhàn),分別是行政與學術(shù)主體之間的矛盾、共同治理制度的功能性障礙、以共治關(guān)系中的教師參與不足;最后用研究獲得的美國經(jīng)驗提出針對我國高等教育發(fā)展的一些建議。通過深入研究美國公立研究型大學的治理結(jié)構(gòu)和權(quán)力運行方式,全面考察其在面臨外界強力干預和內(nèi)部改革緩慢等挑戰(zhàn)下的制度性回應;能夠更加深刻的理解美國公立研究型大學在享有大學自治權(quán)力與承擔公共服務之間的均衡,其優(yōu)異的學術(shù)表現(xiàn)與龐大的公共服務功能是其治理結(jié)構(gòu)逐漸健全的必然結(jié)果。然而,這種借用將公立研究型大學全面推向市場辦學的方式來緩解其發(fā)展面臨的財政不充足困境的治理模式,是否會對公立研究型大學賴以生存的學術(shù)研究活動的未來產(chǎn)生不利影響還有待后續(xù)考察。
[Abstract]:This article takes the American public research university as the research object, takes the governance theory as the research angle, and focuses on the development course of the American public research university system, the power relation between the main body of the governance structure and the main body. The process of power operation and its basic characteristics, the system of system guarantee, the influencing factors of governance, the realistic challenges of governance and the enlightenment to the development of universities in China are discussed. This paper attempts to present the panorama of American public research university system and to deconstruct it deeply. The thesis is composed of introduction and six chapters. The introduction discusses the origin and value of the thesis, the research progress at home and abroad and the research methods of the thesis. The first chapter discusses the theoretical system of governance and the theoretical analysis framework of university governance. As the theoretical basis of this paper, the second chapter divides the institutional changes of American public research universities into three periods: social participation, state control and pluralistic co-governance, which respectively revolve around the governance concept and governance structure of the university. The third chapter focuses on the governance model of public research universities, which is divided into the main body of internal governance structure and the power relationship between them. There are three levels of the power operation process of university governance and the relevant institutional guarantee system of university governance. The main body of internal structure focuses on the top-level setting of the governing structure of the university, such as the board of directors, the presidents' team and the consultative council. The power relationship between the subjects of university governance is summarized as the principal-agent relationship, the separation of powers and checks and balances, and the common governance relationship. The power operation process of university governance is discussed from three aspects: the generation of power, the exercise of power and the supervision of power. The related institutional guarantee system of university governance is investigated from three levels of higher education, between universities and universities themselves. Chapter four studies the basic characteristics of the public research university system, from the diversity of governance subjects. The coordination of governance foundation, the sustainability of governance rules and the corporatization of governance trend are discussed in the fifth chapter from the government, market, higher education intermediary organizations, Four aspects of the public research universities themselves generalize the influencing factors of the public research university system in the United States, the sixth chapter discusses the main realistic challenges in the development of the public research university system in the United States. They are the contradictions between the administrative and academic subjects, the functional obstacles of the common governance system, and the insufficient participation of teachers in the co-governance relationship. Finally, some suggestions for the development of higher education in China are put forward with the American experience obtained from the research. Through in-depth study of the governance structure and power operation mode of public research universities in the United States, the institutional response under the challenges of external strong intervention and slow internal reform is comprehensively investigated. To understand the balance between the university autonomy and the public service, the excellent academic performance and the huge public service function of the public research university is the inevitable result of the gradual improvement of the governance structure of the public research university in the United States. However, this kind of governance model, which borrows the way that public research universities are fully marketed to run schools in order to alleviate the financial inadequacies they face in their development, Whether it will have a negative impact on the future of the academic research activities on which public research universities depend remains to be investigated.
