當代中國主流價值觀話語權(quán)的思想溯源與現(xiàn)實建構(gòu)

【摘要】:當代中國主流價值觀,指的是中國特色社會主義價值觀,它具有鮮明的層次結(jié)構(gòu),內(nèi)具終極價值目標、核心價值觀以及基本價值觀三大層次。終極價值目標是實現(xiàn)人的自由而全面發(fā)展;核心價值觀是黨的十八大所概括的"24"個字;基本價值觀是涉及政治、經(jīng)濟、文化、社會、生態(tài)等具體領(lǐng)域的價值觀。而話語權(quán)是當前學術(shù)界研究的熱點問題,可以從權(quán)利以及權(quán)力兩個角度來對之加以理解。對于意識形態(tài)以及價值觀而言,所謂的話語權(quán)更強調(diào)的是一種"權(quán)力"。話語權(quán)是由話語主體、話語內(nèi)容、話語方式、話語傳播以及話語效果等諸多要素構(gòu)成。當代中國主流價值觀話語權(quán)可以理解為當代中國主流價值觀的話語主體依據(jù)一定的原則,對當代中國主流價值觀的話語內(nèi)容、話語方式、話語傳播以及話語效果等方面加強體系建構(gòu),通過使話語得到有效傳播,從而使主流價值觀實現(xiàn)對國內(nèi)社會輿論的進一步引領(lǐng),并提高國際影響的一種權(quán)力。改革開放以來,我國在經(jīng)濟建設(shè)上取得了顯著的成就,成為了僅次于美國的世界第二大經(jīng)濟體,話語權(quán)正在逐漸顯現(xiàn)。但是在意識形態(tài)、價值觀領(lǐng)域,國際社會長期由西方主導的話語霸權(quán)格局并沒有實質(zhì)改變,以美國為首的西方發(fā)達國家始終利用所掌控的話語霸權(quán),向外輸出它們所謂的"普世價值觀",尤其是向中國的輸出,對我國社會主義主流意識形態(tài)構(gòu)成巨大的威脅。為了能夠維護、鞏固我國社會主義主流意識形態(tài),必須要努力提升當代中國主流價值觀的話語權(quán)。由于當代中國主流價值觀反映的是中國特色社會主義價值觀,因此,要想對當代中國主流價值觀話語權(quán)有較為深入的研究,必須要對之進行溯源。馬克思主義經(jīng)典作家盡管沒有明確提出主流價值觀話語權(quán)的概念,但是他們的著作、文獻以及相關(guān)的論述中內(nèi)蘊著主流價值觀話語權(quán)的相關(guān)思想,能夠給予當代中國主流價值觀話語權(quán)建設(shè)以很大啟示。馬克思恩格斯認為統(tǒng)治階級以及相關(guān)的思想理論工作者應(yīng)當是主流價值觀話語權(quán)建設(shè)的主要主體。主流價值觀話語權(quán)建設(shè)必須要重視傳播問題,同時也要注重提升說服力。列寧、斯大林繼承和發(fā)展了馬克思恩格斯關(guān)于主流價值觀話語權(quán)的思想。列寧認為"灌輸"是實現(xiàn)主流價值觀話語權(quán)的有效手段,對于主流價值觀話語的傳播來說,必須要注重通俗化的表達方式。此外,列寧還認為不斷夯實物質(zhì)基礎(chǔ)是實現(xiàn)與提升主流價值觀話語權(quán)的有力保障,并強調(diào)注重多樣化載體的運用是實現(xiàn)與提升主流價值觀話語權(quán)的重要途徑。列寧去世之后,斯大林成為了列寧的接班人,對于如何鞏固和提升主流價值觀話語權(quán),他也有豐富的思想。他認為必須要高度重視黨政干部話語主體的素質(zhì)與能力提升問題;要推進馬克思主義的不斷創(chuàng)新、加強對青年的共產(chǎn)主義理想信念教育、加快經(jīng)濟建設(shè),積極促進共同富裕目標的實現(xiàn)。中國共產(chǎn)黨人繼承和發(fā)展了馬克思恩格斯、列寧、斯大林等馬克思主義經(jīng)典作家有關(guān)主流價值觀話語權(quán)的基本思想,使主流價值觀話語權(quán)思想得到進一步豐富。重視同各種反馬克思主義思潮作斗爭、努力實現(xiàn)最廣大人民根本利益、高度重視大眾傳媒在傳播主流價值觀話語中的作用構(gòu)成了毛澤東主流價值觀話語權(quán)思想的基本內(nèi)核;堅持馬克思主義指導思想、大力發(fā)展生產(chǎn)力,提高人民生活水平、堅持將"共同富裕"作為主流價值觀話語權(quán)的重要話語主題、堅決反對西方資產(chǎn)階級自由化思潮、加強對主流價值觀話語的有效宣傳構(gòu)成了鄧小平主流價值觀話語權(quán)的基本點;堅持并發(fā)展馬克思主義、鞏固和擴大輿論陣地、使民眾堅定中國特色社會主義共同理想與信念構(gòu)成了江澤民主流價值觀話語權(quán)的基本思想;堅持以人為本的基本原則、建設(shè)社會主義核心價值體系以及推進馬克思主義大眾化構(gòu)成了胡錦濤主流價值觀話語權(quán)的主要內(nèi)容。認為主流價值觀話語權(quán)的提升與"中國夢"的實現(xiàn)密不可分、重視新興媒體這一傳播平臺、通過推進全面深化改革來提升主流價值觀話語權(quán)構(gòu)成了以習近平為核心的黨的新一屆中央領(lǐng)導集體關(guān)于主流價值觀話語權(quán)的基本思想?梢,馬克思主義經(jīng)典作家以及中國共產(chǎn)黨人對于主流價值觀話語權(quán)有十分豐富的思想,有利于當代中國主流價值觀話語權(quán)的建構(gòu)。而要想有效建構(gòu)當代中國主流價值觀話語權(quán),我們也必須要理性分析當前主流價值觀話語權(quán)建構(gòu)所面臨的挑戰(zhàn)。主流價值觀話語權(quán)建構(gòu)所面臨的挑戰(zhàn)是較為嚴峻的,既有國際上的挑戰(zhàn),也有國內(nèi)的挑戰(zhàn),還有自身所面臨的困境。當前國際價值觀領(lǐng)域呈現(xiàn)西方話語霸權(quán)格局、國際共運低潮期馬克思主義的科學性遭到質(zhì)疑以及西方憑借網(wǎng)絡(luò)主控優(yōu)勢強力傳播、滲透西式價值觀是主流價值觀話語權(quán)建構(gòu)所面臨的國際挑戰(zhàn);社會轉(zhuǎn)型期社會利益分化、多樣化社會思潮的發(fā)展以及中華民族傳統(tǒng)文化還未能實現(xiàn)根本性的現(xiàn)代轉(zhuǎn)化是主流價值觀話語權(quán)建構(gòu)所面臨的國內(nèi)挑戰(zhàn);當代中國主流價值觀話語權(quán)的話語主體未能充分養(yǎng)成、話語內(nèi)容創(chuàng)新不足、話語言說方式亟待優(yōu)化、話語傳播亟待強化等是主流價值觀話語權(quán)建構(gòu)所面臨的自身困境。建構(gòu)當代中國主流價值觀話語權(quán)的意義是極為重大的,既有利于提升我國國家的文化軟實力,也有利于增強對價值觀領(lǐng)域西方話語霸權(quán)的有效回擊力、使民眾堅定對馬克思主義的信仰。然而建構(gòu)并不是雜亂無章的,必須要基于一定的原則。"堅持理論"與"立足實踐"相結(jié)合、"傳承弘揚"與"創(chuàng)新重塑"相結(jié)合、"吸收借鑒"與"批判超越"相結(jié)合是建構(gòu)當代中國主流價值觀話語權(quán)必須要重視的原則。對于當代中國主流價值觀話語權(quán)的建構(gòu)而言,在明確了具體的原則之后,必須要有可行的建構(gòu)路徑。由于話語權(quán)是由諸多要素構(gòu)成,因此,要想提高主流價值觀話語權(quán)建構(gòu)的有效性,必須要從要素入手來加以建構(gòu)。其一,要注重話語主體的養(yǎng)成。話語主體養(yǎng)成的基礎(chǔ)是主體價值觀自信的養(yǎng)成;話語主體養(yǎng)成的關(guān)鍵是加強主體間良性互動,實現(xiàn)由價值觀自信到價值觀自覺的提升。其二,要加強話語內(nèi)容的創(chuàng)新。既要力求創(chuàng)造更多新概念、新范疇與新表述,構(gòu)建當代中國主流價值觀話語體系;也要對話語內(nèi)容進行合理闡釋,鞏固話語內(nèi)容創(chuàng)新成果。其三,要優(yōu)化當代中國主流價值觀的話語方式。要從傳統(tǒng)政治宣傳式的言說方式轉(zhuǎn)為注重政治、大眾和學理相統(tǒng)一的言說方式;要從宏大敘事的言說方式轉(zhuǎn)為也注重具體且感知的言說方式;要從權(quán)威式的言說方式轉(zhuǎn)變?yōu)橐沧⒅仄降葘υ捊涣鞯难哉f方式;要加強話語國際表達力建設(shè),促進中國話語與世界話語相對接。其四,要強化當代中國主流價值觀的話語傳播。要加強新興媒體的傳播與運用,新興與傳統(tǒng)媒體有機融合;要積極運用國際會議、相關(guān)的文化機構(gòu)與組織以及對外援助計劃等方式來推動話語傳播。其五,要重視對當代中國主流價值觀話語效果的評價與反饋。既要選擇適宜的評價主體,將權(quán)威評價活動與民眾評價活動相結(jié)合,也要建立客觀的評價標準,科學評估話語效果。此外,還要建立相關(guān)的反饋體系并優(yōu)化信息反饋平臺。
[Abstract]:The mainstream values in contemporary China refer to the values of socialism with Chinese characteristics. It has a distinct hierarchical structure with three levels of ultimate value, core values and basic values. The ultimate value goal is to achieve the free and comprehensive development of human beings; the core values are the "24" character of the party's eighteen generalizations; the basic value is the basic value. View is the value of political, economic, cultural, social, ecological and other specific fields. And the right of discourse is a hot issue in the current academic field. It can be understood from two angles of right and power. For ideology and values, the so-called right of discourse emphasizes a kind of "power". The discourse power is the discourse owner. The discourse right of contemporary China's mainstream values can be understood as the discourse subject of the mainstream values of contemporary China, based on certain principles, and the discourse content, the way of discourse, the communication of discourse and the effect of discourse on the mainstream values of contemporary China. After the reform and opening up, China has made remarkable achievements in economic construction since the reform and opening up, and has become the second largest economy in the world second only to the United States, and the right of discourse is gradually coming. However, in the field of ideology and values, the long term hegemonic structure of the international community has not changed substantially from the west, and the western developed countries, led by the United States, have always used their controlled discourse hegemony to export their so-called "universal values", especially the export to China and the mainstream of socialism in China. In order to maintain and consolidate the mainstream ideology of socialism in our country, we must strive to improve the discourse power of the mainstream values of contemporary China. As the mainstream values of contemporary China reflect the socialist values of Chinese characteristics, we should have a more profound discourse right to the mainstream values of contemporary China. The study of the entry must be traced to it. Although Marx's classic writers have not clearly put forward the concept of the right of discourse in the mainstream values, their books, literature and related treatises contain the relevant ideas of the right of discourse in the mainstream values, which can give great inspiration to the construction of the right of discourse in contemporary China. Marx and Engels thought that the ruling class and the related ideological and theoretical workers should be the main body of the construction of the discourse right of the mainstream values. It attaches great importance to the struggle against all kinds of anti Marx thought, striving to realize the fundamental interests of the most people, and to attach great importance to the role of the mass media in the dissemination of the mainstream values discourse, which constitutes the basic core of the thought of the right to discourse in the mainstream of Mao Zedong's values, and to uphold the guiding ideology of Marx's doctrine. Developing the productive forces, improving the people's living standard, insisting the "common prosperity" as the important discourse theme of the discourse right of the mainstream values, resolutely oppose the western bourgeois liberalization trend of thought, and strengthening the effective propaganda of the mainstream values discourse constitute the basic point of the right of Deng Xiaoping's mainstream values, and strengthen the Marx doctrine and consolidate it. Fourthly, we should strengthen the discourse transmission of the mainstream values of contemporary China. We should strengthen the spread and application of the new media, combine the new and traditional media, and actively use international conferences, related cultural institutions and organizations as well as the foreign aid plan to promote the communication of discourse. The evaluation and feedback of the effect should not only select the appropriate evaluation subject, combine the authority evaluation activities with the public evaluation activities, but also establish objective evaluation criteria and scientifically evaluate the effect of discourse.
