【摘要】：供給側結構型改革是國家“十三五規(guī)劃”的工作重點之一,對我國現(xiàn)代化建設起著重要作用。本文在供給側結構型改革的背景下,以國家“蘇南現(xiàn)代化示范區(qū)”公共體育服務供給模式及供給效率為研究對象,具體運用文獻法、訪談法、實地觀察法、案例分析法、數(shù)據(jù)包絡分析、特爾菲法等研究方法,通過對國家“蘇南現(xiàn)代化示范區(qū)”有限市場型供給模式的闡釋,對公共體育服務供給效率特征和問題的分析,以及對實現(xiàn)有效供給路徑的探究;一方面可以豐富公共體育服務有效供給的理論,另一方面期望為相關部門制定公共體育服務供給政策提供依據(jù);還可以發(fā)揮國家“蘇南現(xiàn)代化示范區(qū)”的引領和榜樣作用,為其它地域公共體育服務有效供給提供借鑒經(jīng)驗。通過研究,得出如下主要結論:第一:國家“蘇南現(xiàn)代化示范區(qū)”公共體育服務需求呈現(xiàn)需求總量增加、需求表現(xiàn)多元化、需求表達顯性化等特點。公共體育服務供給仍相對不足,存在供給內(nèi)容和地域的非均衡、政策執(zhí)行阻滯、供給主體責任不明確、供給機制建設不完善等困境。第二:我國公共體育服務供給模式經(jīng)歷從全能政府型供給模式到有限市場型供給模式再到有限政府型供給模式的變遷。公共體育服務供需之間的矛盾是模式變遷的根本動力,體育體制改革是模式變遷的直接動力。第三:國家“蘇南現(xiàn)代化示范區(qū)”公共體育服務有限市場型供給模式的多元供給主體包括以體育行政部門為代表的各級政府、以學校為代表的事業(yè)單位、以營利性為代表的體育類企業(yè)和以公益性為代表的體育社會組織等。供給主體之間形成“四位一體”的關系格局,表現(xiàn)出供給主體地位的不同等性、供給主體間競爭與合作關系的并存、供給主體邊界重合性等邏輯關系。第四:國家“蘇南現(xiàn)代化示范區(qū)”公共體育服務有限市場型供給模式下,政府供給是占主導地位的供給方式,民營化是重要機制,志愿服務供給是有益補充。民營化機制包括:堅持和規(guī)范政府補助制度,完善公共體育服務合同承包制度,發(fā)展公共體育服務特許經(jīng)營制度,創(chuàng)新公共體育服務憑單制度。第五:國家“蘇南現(xiàn)代化示范區(qū)”公共體育服務表現(xiàn)出堅持政府供給的主導地位,增加政府供給投入;引入市場競爭機制,擴展供給方式;創(chuàng)造準入條件和形式,增加供給主體等特點。第六:國家“蘇南現(xiàn)代化示范區(qū)”公共體育服務供給效率存在地區(qū)差異,大部分地區(qū)供給效率較低,存在投入冗余或產(chǎn)出不足現(xiàn)象。建議在繼續(xù)增加投入基礎上,優(yōu)化調(diào)整供給結構,依據(jù)不同的類型實行不同的供給策略。第七:國家“蘇南現(xiàn)代化示范區(qū)”公共體育服務有效供給的社會目標是實現(xiàn)公共體育服務的均衡供給,經(jīng)濟目標是實現(xiàn)公共體育服務供給效率的最優(yōu)。公共體育服務有效供給的路徑包括:增加公共體育服務投入,優(yōu)化調(diào)整投入結構;完善有效供給的制度安排;創(chuàng)新多元供給方式;建立健全公共體育服務標準體系;實現(xiàn)區(qū)域協(xié)同聯(lián)合供給等。
[Abstract]:The reform of the supply side structure is one of the key points of the national "13th Five-Year plan", which plays an important role in the modernization of China. Under the background of the structural reform of the supply side, this paper takes the supply mode and the supply efficiency of the public sports service in the national "South of Jiangsu Modernization Demonstration Area" as the research object, and uses the literature method and the interview method in detail. Field observation, case analysis, data envelopment analysis, Delphi method and other research methods, through the interpretation of the limited market model of the national "South of Jiangsu Modernization Demonstration Area", the analysis of the characteristics and problems of the supply efficiency of public sports services, as well as the exploration of the effective supply route; on the one hand, it can enrich the public sports clothes. The theory of effective supply supply, on the other hand, is expected to provide the basis for the relevant departments to formulate public sports service supply policy, and also give play to the guidance and example role of the national "South of Jiangsu Modernization Demonstration Area", and provide reference experience for the effective supply of other regional public sports services. Through the study, the following main conclusions are drawn: First: the state The demand for public sports service in the "South of Jiangsu Modernization Demonstration Area" shows the increasing demand, the diversification of demand and the explicit expression of demand. The supply of public sports service is still relatively inadequate, the supply content and the region are not balanced, the policy execution is blocked, the responsibility of the main body is not clear, the supply mechanism construction is imperfect, and so on. Two: the supply mode of public sports service in our country experiences the change from the omnipotent government supply model to the limited market supply model and the limited government supply mode. The contradiction between the supply and demand of the public sports service is the fundamental motive force of the mode change, the reform of the sports system is the direct motive force of the pattern change. Third: the national "South of Jiangsu modernization" The multi supply main body of the model area "the limited market of public sports service" includes the government at all levels represented by the sports administrative department, the institution represented by the school, the sports enterprise represented by the profit and the sports social organization represented by the public welfare, and so on. The "four in one" is formed between the main body of the supply. The relationship pattern shows the different characteristics of the status of the supply subject, the coexistence of competition and cooperation between the main bodies and the logical relation of the supply of the subject boundary. Fourth: under the limited market supply mode of the public sports service in the state "South of Jiangsu Modernization Demonstration Area", the government supply is the dominant supply mode, and the privatization is heavy. For the mechanism, the supply of voluntary service is beneficial supplement. The privatization mechanism includes: insisting and standardizing the government subsidy system, perfecting the contract system of public sports service contract, developing the franchise system of public sports service, and innovating the voucher system of public sports service. Fifth: the public sports service of the national "South of Jiangsu Modernization Demonstration Area" shows the insistence The leading position of government supply, increase government supply input, introduce market competition mechanism, expand supply mode, create admittance conditions and forms, increase supply main body. Sixth: the supply efficiency of public sports service in the national "South of Jiangsu Modernization Demonstration Area" has regional difference, the supply efficiency is low in most areas, and the investment redundancy exists. It is suggested that the supply structure should be optimized on the basis of increasing the input, and the different supply strategies are carried out according to different types. Seventh: the social goal of the effective supply of public sports services in the national "South of Jiangsu Modernization Demonstration Area" is to realize the balanced supply of public sports services, and the economic goal is to realize public sports. The efficiency of the service supply is the best. The ways of effective supply of public sports services include: increasing public sports service input, optimizing and adjusting input structure, perfecting the system arrangement of effective supply, innovating multiple supply ways, establishing and improving the standard system of public sports service, and realizing the joint supply of regional cooperation and so on.
