【摘要】:縱觀(guān)歷史長(zhǎng)河,中華民族多難興邦,歷史洗禮后的中國(guó)屹然走上了民族復(fù)興之路。而我國(guó)足球事業(yè)發(fā)展雖有閃亮但整體贏弱,國(guó)家教育事業(yè)發(fā)展欣欣向上但學(xué)生體質(zhì)依舊堪憂(yōu),成為我國(guó)復(fù)興路上的羈絆。校園足球活動(dòng)寄國(guó)家之托逐漸興起,但其發(fā)展依舊問(wèn)題重重。唯有借歷史之鑒,思現(xiàn)實(shí)之狀,明異邦之理,才能選擇一條科學(xué)可持續(xù)道路,實(shí)現(xiàn)國(guó)期民盼。通過(guò)文獻(xiàn)資料法、專(zhuān)家訪(fǎng)談法、問(wèn)卷調(diào)查法、歷史分析法對(duì)我國(guó)校園足球歷史變遷、文化現(xiàn)狀進(jìn)行探索,以提出科學(xué)對(duì)策思路與措施。主要結(jié)論如下:1“校園足球”發(fā)展主要經(jīng)歷了初探期(1949-1977)、改革開(kāi)放期(1978-2000)、著力期(2001-2012)、深化改革初期(2013-)。主要成就為堅(jiān)定在學(xué)生中普及足球運(yùn)動(dòng)的精神,制度裝置不斷完善,公共政策4次驅(qū)動(dòng),競(jìng)賽體系從無(wú)到豐,體教通道打通,師資培養(yǎng)不斷實(shí)踐,增量凸顯,權(quán)力中心從錯(cuò)位到歸位等。外延特征明顯,并且內(nèi)部劣勢(shì)重于內(nèi)部?jī)?yōu)勢(shì),外部機(jī)遇優(yōu)于外部挑戰(zhàn),適合扭轉(zhuǎn)型發(fā)展。2校園足球發(fā)展中的主要困境:校園足球概念的嬗變與工具理性、發(fā)展理念的認(rèn)知偏差、發(fā)展理論量與質(zhì)的不足等是文化觀(guān)念層的痼疾;校園足球管理的體制僵化、教體分離下校園足球制度供給的非均衡、條塊分割下校園足球資源配置局限、利益固化下校園足球利益相關(guān)者激勵(lì)不相容是制度安排中的現(xiàn)實(shí)困境;方法粗放、手段外生是校園足球開(kāi)展方式中的現(xiàn)存難題:社會(huì)角色結(jié)構(gòu)非衡、空間布局結(jié)構(gòu)偏倚、時(shí)間序列結(jié)構(gòu)遺缺是校園足球結(jié)構(gòu)失衡表現(xiàn)。3校園足球內(nèi)涵式發(fā)展決擇:通過(guò)以人為本的價(jià)值理性、發(fā)展認(rèn)知糾偏、學(xué)術(shù)共同體完善實(shí)現(xiàn)觀(guān)念更新;通過(guò)管理機(jī)構(gòu)實(shí)體化、專(zhuān)業(yè)化、紐帶化與大部制改革思想,計(jì)劃和市場(chǎng)相結(jié)合導(dǎo)向,分解既得利益關(guān)系制定參與、激勵(lì)相容約束以創(chuàng)新體制;通過(guò)向集約、內(nèi)生式轉(zhuǎn)變?yōu)閷?dǎo)向?qū)崿F(xiàn)開(kāi)展方法效率與效益、手段自主與自為的統(tǒng)一;以公力進(jìn)行權(quán)利救濟(jì)、區(qū)域協(xié)調(diào)、活動(dòng)組織形式改善為導(dǎo)向?qū)崿F(xiàn)結(jié)構(gòu)優(yōu)化。
[Abstract]:Throughout history, it is difficult for the Chinese nation to prosper, and after historical baptism, China has embarked on the road of national rejuvenation.Although the development of football in China is shining but the overall win weak, the development of national education is flourishing, but the students' physique is still worried, which has become the fetters of our country's rejuvenation road.Campus football activities gradually rise, but its development is still full of problems.Only by learning from history, thinking of reality and understanding the principles of foreign countries, can we choose a sustainable path of science and realize the aspirations of the people in the national period.Through the methods of literature, expert interview, questionnaire investigation and historical analysis, this paper probes into the historical changes and cultural status of campus football in China, and puts forward some scientific countermeasures and measures.The main conclusions are as follows: (1) the development of "Campus Football" has experienced the period of initial exploration, the period of reform and opening up, the period of reform and opening up, the period of reform and opening up, the period of "campus football", the beginning of deepening the reform, the beginning of the deepening of the reform.The main achievements are the determination to popularize the spirit of football among students, the continuous improvement of the system and installation, the 4 times drive of public policy, the competition system from no to abundant, the opening of sports and teaching channels, the continuous practice of teacher training, and the increasing of the increase.Power center from dislocation to return and so on.The extension features are obvious, and the internal inferiority is more important than the internal advantage, and the external opportunity is superior to the external challenge, which is suitable for the transformation and development of the main difficulties in the development of campus football: the evolution of the concept of campus football and tool rationality, the cognitive deviation of the concept of development.The deficiency of theory and quality is the chronic disease of cultural concept layer, the system of campus football management is rigid, the supply of campus football system is unbalanced under the separation of teaching and sports, and the allocation of campus football resources is limited.The motivation incompatibility of campus football stakeholders under the solidification of interests is the realistic dilemma in the system arrangement; extensive methods and exogenous means are the existing problems in the way of campus football development: the social role structure is not balanced, the spatial layout structure is biased, the social role structure is not balanced, the spatial distribution structure is biased, and the social role structure is not balanced.The lack of time series structure is the result of campus football structure imbalance. 3.
