【摘要】：自本世紀(jì)初普京成為俄羅斯主要決策者以來(lái),俄羅斯的國(guó)際觀發(fā)生了重要變化,這種變化將對(duì)俄外交決策、對(duì)外政策,尤其是對(duì)西方政策造成深刻影響。本文以俄羅斯國(guó)際觀為研究對(duì)象,以“決策者-精英-民眾”視角為分析主線,通過(guò)分析俄羅斯對(duì)外政策指導(dǎo)性文件、精英階層、民眾對(duì)世界形勢(shì)、國(guó)際關(guān)系和國(guó)際事務(wù)的基本態(tài)度和理念的變化,探索性地研究了內(nèi)外局勢(shì)變化背景下俄羅斯國(guó)際觀的變化與轉(zhuǎn)型。導(dǎo)論部分主要是提出研究問(wèn)題。首先明確提出了本文是一項(xiàng)針對(duì)普京時(shí)代俄羅斯國(guó)際觀的研究,繼而對(duì)國(guó)內(nèi)外學(xué)術(shù)界在國(guó)際觀與俄羅斯外交方面的中文、俄文、英文的研究成果進(jìn)行了全面的綜述,在把握學(xué)界研究的基礎(chǔ)上確立了本文的研究設(shè)想,并提出了可能存在的難點(diǎn)和創(chuàng)新點(diǎn)。第一章對(duì)本文涉及的國(guó)際觀概念進(jìn)行了學(xué)術(shù)意義上的界定,提出了決策者-精英-民眾的理論分析框架。第二、三、四章對(duì)俄羅斯國(guó)際觀進(jìn)行從決策者到精英、民眾層面的全面梳理及作用分析,厘清這一時(shí)段國(guó)際觀變化呈現(xiàn)的特點(diǎn):總體來(lái)看,雖有短暫緩和期,但俄羅斯對(duì)外部威脅的感知在加深,國(guó)家強(qiáng)調(diào)發(fā)展軍事力量,精英更傾向認(rèn)為軍事實(shí)力是實(shí)現(xiàn)國(guó)家利益的手段;精英與民眾反美主義高漲,民族主義在俄羅斯社會(huì)上升,對(duì)大國(guó)地位的向往與追求被再次激發(fā)。導(dǎo)致俄羅斯國(guó)際觀新變化既有周邊環(huán)境和國(guó)際局勢(shì)惡化的外部因素,又有俄羅斯經(jīng)濟(jì)困局、媒體宣傳、國(guó)民性格的自身因素。第五章評(píng)估了俄羅斯國(guó)際觀變化對(duì)其外交理念、行為方式、對(duì)外政策造成的主要影響。結(jié)論部分總結(jié)回顧了本文的研究?jī)?nèi)容并提出了未來(lái)的研究方向。通過(guò)本文的研究可以發(fā)現(xiàn),當(dāng)代俄羅斯決策者,精英,民眾的國(guó)際觀變化特點(diǎn)具有共性和一致性,而俄羅斯國(guó)際觀的變化與其外交決策具有緊密地關(guān)聯(lián)性。因此,研究俄羅斯國(guó)際觀,探索和發(fā)現(xiàn)俄羅斯對(duì)外政策制定的邏輯性,可為理解俄羅斯對(duì)外行為提供背景知識(shí)和依據(jù);同時(shí),為中國(guó)處理和應(yīng)對(duì)中俄關(guān)系提供啟發(fā),有利于中俄兩國(guó)在雙方關(guān)系發(fā)展中獲益。
[Abstract]:Since Putin became the main policy maker in Russia at the beginning of this century, Russia's international outlook has undergone important changes, which will have a profound impact on Russia's foreign policy and foreign policy, especially on western policy.This article takes the Russian international view as the research object, takes the perspective of "decision-maker, elitist and populace" as the main line of analysis, through the analysis Russia foreign policy guidance document, the elite class, the populace to the world situation,The change of basic attitude and concept of international relations and international affairs is an exploratory study of the change and transformation of Russia's international outlook under the background of the change of internal and external situation.The introduction part mainly puts forward the research question.First of all, this paper is a research on the Russian international outlook in Putin's time, and then a comprehensive review of the Chinese, Russian and English research results on the international outlook and Russian diplomacy at home and abroad.On the basis of grasping the academic research, this paper establishes the research assumption, and puts forward the possible difficulties and innovations.The first chapter defines the concept of international view in academic sense, and puts forward the theoretical analysis framework of decision-maker, elitist and populace.The second, third, and fourth chapters make a comprehensive analysis of Russia's international outlook, from the decision makers to the elite and the populace, to clarify the characteristics of the changes in the international outlook during this period: generally speaking, although there is a brief period of detente,However, Russia's perception of external threats is deepening, the state emphasizes the development of military power, and the elite tend to regard military power as a means of achieving national interests; the elites and the public are on the rise of anti-Americanism, and nationalism is rising in Russian society.The yearning for and pursuit of the status of a great power has been aroused again.The new changes of Russia's international outlook include the external factors of the deterioration of the surrounding environment and the international situation, the Russian economic difficulties, the media propaganda, and the own factors of the national character.Chapter five assesses the influence of the change of Russia's international outlook on its foreign policy.The conclusion part summarizes and reviews the research content of this paper and puts forward the future research direction.Through the research of this paper, we can find that the characteristics of the change of the international outlook of the contemporary Russian decision-makers, elites and people have commonness and consistency, while the changes of the Russian international outlook are closely related to their diplomatic decisions.Therefore, studying Russia's international outlook and exploring and discovering the logic of Russia's foreign policy formulation can provide background knowledge and basis for understanding Russia's foreign behavior, and at the same time, provide inspiration for China to handle and deal with Sino-Russian relations.It is beneficial to China and Russia to benefit from the development of bilateral relations.
