【摘要】：近年來(lái),校園安全事故頻發(fā),引發(fā)社會(huì)各界關(guān)注。教育部等6部門在關(guān)于加快發(fā)展青少年校園足球的實(shí)施意見(jiàn)中就對(duì)安全保障提出明確要求：“各地要加強(qiáng)校園足球運(yùn)動(dòng)傷害風(fēng)險(xiǎn)管理,制定安全防范規(guī)章制度,加強(qiáng)運(yùn)動(dòng)安全教育、檢查和管理,增強(qiáng)學(xué)生的運(yùn)動(dòng)安全和自我保護(hù)意識(shí)。完善保險(xiǎn)機(jī)制,推進(jìn)政府購(gòu)買服務(wù),提升校園足球安全保障水平,解除學(xué)生、家長(zhǎng)和學(xué)校的后顧之憂�！痹谶@樣的時(shí)代背景下,開(kāi)展高校體育安全相關(guān)的研究是非常有意義的。本研究以高校為主要研究對(duì)象,綜合運(yùn)用文獻(xiàn)資料法、調(diào)查法和數(shù)理統(tǒng)計(jì)法等研究方法,對(duì)高校體育安全保障評(píng)估體系構(gòu)建與應(yīng)用相關(guān)問(wèn)題進(jìn)行了探討,以期為高校全面開(kāi)展體育安全保障評(píng)估工作提供參考,為定量查找薄弱環(huán)節(jié)提供測(cè)評(píng)工具,主要研究結(jié)論有：(1)現(xiàn)狀考察結(jié)果顯示高校在體育安全宣傳教育方面缺少規(guī)范的教師體育安全教育培訓(xùn)體系和常態(tài)化的學(xué)生體育安全宣傳教育體系；在安全日常管理方面缺少規(guī)范的器材設(shè)備管理制度和檢查目錄,存在“多頭管理”和職責(zé)不清等問(wèn)題；在安全應(yīng)急救護(hù)方面缺少完善的應(yīng)急預(yù)案體系,應(yīng)急救護(hù)演練缺失,應(yīng)急救護(hù)技能掌握不夠熟練；在安全法制建設(shè)方面存在管理制度建設(shè)不夠完善,缺少針對(duì)性的保險(xiǎn)賠償和糾紛調(diào)解制度；在安全資源保障方面存在經(jīng)費(fèi)投入不足,醫(yī)護(hù)監(jiān)督不力,安全信息資源建設(shè)不完善等問(wèn)題。(2)結(jié)合事故致因及風(fēng)險(xiǎn)管理理論,構(gòu)建了包含5個(gè)一級(jí)指標(biāo)、13個(gè)二級(jí)指標(biāo)和39個(gè)三級(jí)指標(biāo)的高校體育安全保障評(píng)估體系,主要包含高校體育安全宣傳教育評(píng)估體系、高校體育安全常規(guī)管理評(píng)估體系、高校體育安全應(yīng)急救護(hù)評(píng)估體系、高校體育安全法制建設(shè)評(píng)估體系和高校體育安全資源保障評(píng)估體系,可用于評(píng)估高校體育安全保障各級(jí)指標(biāo)的安全等級(jí)并計(jì)算其總體安全得分及各級(jí)指標(biāo)的安全得分,定量化的查找高校體育安全保障存在的薄弱環(huán)節(jié)。(3)評(píng)估實(shí)踐顯示高校體育安全保障評(píng)估體系具備較好的應(yīng)用性和操作性。案例評(píng)估結(jié)果顯示體育安全保障水平與高校辦學(xué)水平存在一定關(guān)系,一般本科院校A校的體育安全保障處于較低水平,存在較多安全保障薄弱環(huán)節(jié),尤其在體育安全宣傳教育、應(yīng)急救護(hù)和資源保障方面都需要大幅改進(jìn)提高；高水平大學(xué)B校綜合評(píng)估結(jié)果顯示其體育安全保障水平為良好,只需要在安全知識(shí)講座、應(yīng)急救護(hù)演練、急救人員組織和體育傷害事故報(bào)告等方面進(jìn)行改進(jìn)提升即可。(4)高校體育安全保障提升主要包含五個(gè)方面的策略,在安全宣傳教育方面要保障安全宣傳教育的常態(tài)化,加強(qiáng)安全教育培訓(xùn)內(nèi)容的規(guī)范化,促進(jìn)宣傳教育形式的多樣化。在常規(guī)安全管理方面要重規(guī)范采購(gòu)體育裝備質(zhì)量,完善體育器材設(shè)備日常管理制度,制定體育器材設(shè)備維護(hù)計(jì)劃,形成體育器材設(shè)備安全管理審查制度。在安全應(yīng)急救護(hù)方面要融合高新技術(shù),提升高校體育安全風(fēng)險(xiǎn)預(yù)警能力；建立應(yīng)急機(jī)制,定期開(kāi)展校園體育安全風(fēng)險(xiǎn)評(píng)估。在安全法制建設(shè)方面要落實(shí)高校體育安全政策,完善安全法制,形成安全制度體系；推動(dòng)改革創(chuàng)新,促進(jìn)多方參與,形成高校體育風(fēng)險(xiǎn)共治格局。在安全資源保障方面加強(qiáng)資金投入,提升體育安全保障物質(zhì)資源；推進(jìn)優(yōu)化設(shè)計(jì),豐富體育安全保障非物質(zhì)性資源(5)研制了《高校體育傷害事故防控條例》征求意見(jiàn)稿,包含總則、安全教育、安全管理、事故處理、責(zé)任賠償和附則六個(gè)部分�！翱倓t”部分主要闡明條例制定的依據(jù)、適用范圍、責(zé)任義務(wù)等；“安全教育”部分高校組織安全培訓(xùn)、開(kāi)展安全教育與安全宣傳等方面做出了相應(yīng)的規(guī)定；“安全管理”部分高校在組織或參與體育活動(dòng)時(shí)應(yīng)承擔(dān)的管理職責(zé)作了相應(yīng)規(guī)定；“事故處理”部分對(duì)安全事故上報(bào)、糾紛處理及調(diào)解等方面作了相應(yīng)規(guī)定；“責(zé)任賠償”部分對(duì)事故歸責(zé)及免責(zé)條款作了相應(yīng)聲明。
[Abstract]:In recent years , the frequent occurrence of campus security incidents has led to the attention of various circles of society . In the opinion of the Ministry of Education and so on , the author makes a clear demand for the safety guarantee : " To strengthen the risk management of sports safety in colleges and universities , to establish safety precaution rules and regulations , to strengthen the safety education of sports , to relieve the worries of students , parents and schools . "
Lack of standardized equipment equipment management system and inspection catalogue in safety day - to - day management , such as " multi - head management " and unclear responsibilities ;
Lack of perfect emergency plan system in the aspects of safety emergency rescue , lack of emergency rescue drill and lack of proficiency in emergency rescue skills ;
In the construction of the security legal system , the construction of the management system is not perfect , and there is a lack of targeted insurance compensation and dispute mediation system ;
This paper constructs a system for evaluating physical security of colleges and universities , which includes five primary indexes , 13 secondary indexes and 39 three - level indicators in the aspects of safety resources security , including the evaluation system of sports safety publicity and education , the evaluation system of physical security of colleges and universities , the evaluation system of physical security emergency rescue , the evaluation system of physical security legal system in colleges and universities , and the evaluation system of physical security resources in colleges and universities .
The comprehensive evaluation result of high - level university B - school shows that the level of sports safety guarantee is good , and only needs to be improved in safety knowledge lecture , emergency rescue drill , first aid personnel organization and sports injury accident report .
Establish the emergency mechanism , carry out the campus sports safety risk assessment on a regular basis . In the construction of the safe legal system , we must implement the policy of physical security of the university , perfect the law of safety and form the system of safety system ;
Promote the reform and innovation , promote the multi - party participation , form the university sports risk management pattern , strengthen the fund investment in the aspect of the security resource guarantee , improve the sports safety guarantee material resources ;
Advance the optimization design , enrich the non - material resources ( 5 ) of sports safety and guarantee non - material resources ( 5 ) develop the draft of prevention and control of physical injury accidents in colleges and universities , including general rules , safety education , safety management , accident treatment , liability compensation and the six parts of the boundary .
" Safety education " has made corresponding provisions in the aspects of safety training , safety education and safety publicity .
The management responsibility of the " Safety Management " part of the university in organizing or participating in sports activities is stipulated accordingly ;
The " accident handling " section has made corresponding provisions on the reporting , dispute handling and mediation of the safety accidents ;
The " Liability Compensation " section makes a corresponding statement on the liability and exemption clauses of the accident .
