【摘要】：進入21世紀以來,全球公共危機事件的爆發(fā)頻率增高,世界各國都面臨著應(yīng)對各種公共危機的挑戰(zhàn),危機管理是當(dāng)前世界熱門話題,也是世界各國政府積極投入和建設(shè)的重點安全領(lǐng)域。柬埔寨2010年發(fā)生的踩踏事件是柬埔寨最為嚴重的公共危機事件,造成了嚴重的人員傷亡。柬埔寨政府部門由此開始重視公共危機管理,并通過學(xué)習(xí)世界各國經(jīng)驗不斷改進公共危機管理模式,提升應(yīng)對各種公共危機事件的能力。近年公共危機管理由于信息技術(shù)和網(wǎng)絡(luò)技術(shù)的飛速發(fā)展而發(fā)生了新的改變,公共危機信息傳播所帶來的影響和危害迫使政府部門必須由傳統(tǒng)公共危機事件管理模式向公共危機信息管理模式轉(zhuǎn)變,要求政府部門根據(jù)公共危機信息及時作出快速、高效決策,降低公共危機帶來的事后危害。本文主要運用實證研究分析方法對柬埔寨公共危機信息管理的現(xiàn)狀進行分析。在介紹公共危機、危機管理、危機信息處理等相關(guān)理論的基礎(chǔ)上,以柬埔寨2010年踩踏事件為例,詳細分析地柬埔寨在處置危機過程中的具體表現(xiàn),并分析討論柬埔寨公共危機事件信息管理可能存在的問題,針對可能存在的問題提出本文的研究假設(shè),其次針對研究假設(shè)設(shè)計調(diào)查問卷并收集數(shù)據(jù)以驗證假設(shè)的正確與否,最后分析假設(shè)檢驗結(jié)果。結(jié)合實證分析結(jié)論和發(fā)達國家處理公共危機事件信息管理的經(jīng)驗和教訓(xùn),針對柬埔寨公共危機管理現(xiàn)有模式的不足,提出完善柬埔寨公共危機事件信息管理的對策。本文的研究重點為:(1)開展國內(nèi)外公共危機信息管理研究現(xiàn)狀及公共危機信息管理的基礎(chǔ)理論研究,為后文提出假設(shè)以及分析數(shù)據(jù)結(jié)果提供較為充分的理論基礎(chǔ)及依據(jù);(2)開展柬埔寨公共危機信息管理實證研究。首先分析柬埔寨典型的公共危機事件中政府在信息管理中的策略和方案選擇,探索其在信息管理存在的問題及不足,并定性歸納獲取制約信息管理發(fā)揮作用的主要因素;然后,根據(jù)定性分析結(jié)論提出研究假設(shè),并依據(jù)研究假設(shè)建立調(diào)研問卷進行調(diào)研獲取數(shù)據(jù);最后,收集數(shù)據(jù)并對這些數(shù)據(jù)進行分析以驗證這些假設(shè)的正確與否;(3)對策研究。根據(jù)實證分析獲得的關(guān)鍵因素,采用案例研究分析國外應(yīng)對公共危機事件時進行信息管理的先進經(jīng)驗和管理模式,結(jié)合柬埔寨信息管理應(yīng)急體系現(xiàn)狀,針對性地提出進一步完善柬埔寨信息管理應(yīng)急體系的政策措施。上述研究的核心創(chuàng)新點有:(1)內(nèi)容創(chuàng)新性。本研究的核心內(nèi)容是柬埔寨公共危機事件信息管理的問題,在研究過程中重點從柬埔寨公共危機事件信息管理的事前預(yù)防、事中處理、事后反思三個方面著手,分析了柬埔寨公共危機管理在檢測能力建設(shè)、預(yù)警能力建設(shè)和決策能力方面存在的問題。柬埔寨危機管理的研究較少,針對柬埔寨公共危機及政府危機信息管理選題開展研究,在一個新的方向上進行了探索。(2)政策創(chuàng)新性。通過案例研究和實證研究相結(jié)合的方法得到了影響柬埔寨公共危機及政府危機信息管理能力的關(guān)鍵因素,提出了促進柬埔寨由傳統(tǒng)公共危機事件管理模式向公共危機信息管理模式轉(zhuǎn)變的對策建議,對柬埔寨公共危機及政府危機信息管理的政策制定提供了新的依據(jù)。
[Abstract]:Since twenty-first Century, the global public crisis event frequency increases, the world is facing the challenge of dealing with all kinds of public crisis, crisis management is the current hot topic in the world, is also the key security investment and construction of the governments in the world. The Kampuchea stampede occurred in 2010, Kampuchea is the most serious public crisis, caused by the serious casualties. The Kampuchea government began to attach importance to public crisis management, and through the learning experience of all countries in the world continue to improve public crisis management mode, enhance the ability to deal with all kinds of public crisis. The rapid development in recent years, due to the public crisis management of information technology and network technology has undergone new changes, influence and harm caused by the public crisis the dissemination of information to force the government departments must be from the traditional public crisis management mode to the public crisis. Change the information management mode, according to the requirements of government departments of public crisis information timely and fast and efficient decision-making, reduce the public crisis after the damage. The paper mainly uses empirical research methods on the analysis of the current situation of information management of public crisis in Kampuchea are analyzed. In the introduction of public crisis management, crisis, crisis information processing based on relevant theories. The Kampuchea crisis management The study focus on the research and development of Kampuchea public crisis and government crisis information management topics are explored in a new direction. (2) the policy of innovation. By the combined method of case study and empirical research are the key factors affecting Kampuchea public crisis and government crisis information management, put forward countermeasures to promote the transformation of Kampuchea from the traditional public crisis management mode to the public crisis information management mode in Kampuchea, public crisis and government crisis information management policy to provide a new basis.
