大數(shù)據(jù)時代中國政府信息共享機制研究

【摘要】:本文是基于大數(shù)據(jù)時代下的事實規(guī)范研究,同時也是基于公共治理與公共政策理論、統(tǒng)計學與電子政務(wù)等學科的交叉研究,旨在通過對時代背景的個性分析,找尋一條適合中國政府信息共享的獨特道路,以服務(wù)于服務(wù)型政府的建設(shè)、公共管理效率的提升和更高效能的產(chǎn)出。政府信息共享即政府掌握行政權(quán)力、行使公共管理職能、組織自身制作所產(chǎn)生或者在社會公共管理過程中所收集的信息,在維持社會正常生活秩序、個人生存條件以及發(fā)展需要的前提下,給予相關(guān)組織或公民個體分享部分信息的行為。其機制實現(xiàn)包含理念層、結(jié)構(gòu)層與操作層三個邏輯層級。政府信息共享是消除“信息孤島”效應(yīng)的實際需要,也是適應(yīng)電子政務(wù)建設(shè)的內(nèi)在要求,同時大數(shù)據(jù)時代為該機制的實現(xiàn)提供了宏觀背景變遷和微觀工具變遷,從而使得大數(shù)據(jù)時代下中國政府信息共享機制的實現(xiàn)變得可行。因此,從大數(shù)據(jù)時代的特征出發(fā),以信息為基礎(chǔ)、以共享為方式、以機制為依托,勢必為新時期服務(wù)型政府的建構(gòu)、“善治”使命的達成提供了絕佳的路徑。中國政府信息共享經(jīng)歷了起步、過渡和全新三大階段,在政策法規(guī)、信息收集、平臺建設(shè)和地方踐行等方面都取得了不小的成績,但也暴露出了政府信息共享的共識尚未達成、平臺建設(shè)滯后、安全隱患頻出、障礙因素多發(fā)等四大問題,究其原因,是利益糾葛、標準分歧、監(jiān)管缺位和從業(yè)人員共享意識淡薄等四重因素交織的結(jié)果。國外先行先試的實踐表明,應(yīng)該以美、英、新為借鑒,將“智慧國”等開放共享理念作為政府工作基點,以機構(gòu)設(shè)計為依托,以大數(shù)據(jù)人才、財政專項資金或激勵基金為保障,以法律法規(guī)完善為制約,從而加快推進政府信息共享機制的實現(xiàn)。大數(shù)據(jù)時代下政府信息共享是一個系統(tǒng)工程,其機制建設(shè)理念是先導,是功能的體現(xiàn)與發(fā)揮的基礎(chǔ)。如果信息共享這一議題是一輛行駛在公共事業(yè)管理道路上的汽車,自我發(fā)展理念是動力系統(tǒng),自我約束理念則是控制系統(tǒng),二者協(xié)力才能保障這項議題的快速推進和健康發(fā)展。大數(shù)據(jù)時代下政府信息共享機制的結(jié)構(gòu)設(shè)計應(yīng)當從四個角度入手,即頂層設(shè)計、信息獲取、平臺建構(gòu)與藍圖規(guī)劃。其中頂層設(shè)計包括前提條件的達成、基本原則的堅持和時代觀念的樹立;政府信息共享的信息獲取及數(shù)據(jù)處理有多種方式和手段,常見的數(shù)據(jù)處理方式有最小值—最大值規(guī)范化、標準化、十進制正規(guī)化和數(shù)值型數(shù)據(jù)的離散化四種;而平臺建設(shè)則是以多媒體動畫信息和多工具的動畫信息為主要展示方式,同時與多手段的共享平臺相配套;藍圖規(guī)劃則是融“一網(wǎng)”平臺、“‘一號’式電子證照互認共享機制”和“‘一號’‘一窗’辦理的政務(wù)服務(wù)機制”于一體的“三一”式信息共享業(yè)務(wù)架構(gòu)。對于大數(shù)據(jù)時代下政府信息共享的實務(wù)來講,理念詮釋是前提,結(jié)構(gòu)設(shè)計是基礎(chǔ),有序運行是關(guān)鍵,三位一體統(tǒng)一于機制。如何保障有序運行這一關(guān)鍵,可以有三大路徑:一是激勵路徑,二是制約路徑,三是保障路徑,三者分工不同,激勵旨在調(diào)動共享主體的積極性,制約旨在保證共享活動有序化和規(guī)范化,而保障旨在為管理活動提供物質(zhì)和精神條件。三者相輔相成,不可分割,共同為政府信息共享機制的有序運行保駕護航。
