【摘要】：十八大以來,我黨不僅提出"建設(shè)美麗中國"的戰(zhàn)略目標(biāo),從戰(zhàn)略全局上對中國特色社會主義建設(shè)總體布局做出了新構(gòu)建,還進一步把建設(shè)社會主義生態(tài)文明制度提升到事關(guān)中國特色社會主義建設(shè)成敗的戰(zhàn)略高度。這一偉大舉措不僅充分體現(xiàn)了黨中央從戰(zhàn)略高度極端重視社會主義生態(tài)文明制度的建設(shè)和發(fā)展,也為中國社會主義建設(shè),特別是生態(tài)文明建設(shè)提供了前所未有的契機和不可或缺的制度保障。中國生態(tài)文明制度是指立足于中國社會主義國情、符合中國社會主義性質(zhì)、順應(yīng)中國社會主義現(xiàn)代化建設(shè)的需要而建立起來的有利于支持、推動和保障生態(tài)文明建設(shè)的制度體系。生態(tài)文明制度是社會主義制度在生態(tài)文明領(lǐng)域的反映和實現(xiàn),是社會主義制度不可或缺的重要組成部分。建設(shè)社會主義生態(tài)文明制度不僅是完善中國特色社會主義制度的重要內(nèi)容,也是為中國社會主義生態(tài)文明建設(shè)奠定不可或缺的制度支撐和保障。當(dāng)前,我國現(xiàn)代化建設(shè)中出現(xiàn)的資源浪費、環(huán)境污染、人與自然發(fā)展不相適應(yīng)的現(xiàn)實,社會經(jīng)濟與自然生態(tài)不協(xié)調(diào)的矛盾和人與自然的關(guān)系日漸惡化等難題。解決中國生態(tài)問題亟待進行生態(tài)文明制度的創(chuàng)新和完善。建設(shè)中國生態(tài)文明,不僅要求生態(tài)文明制度創(chuàng)新,也要求生態(tài)文明制度理論的研究必須要與時俱進,有新突破,不斷創(chuàng)新。本文以馬克思主義理論和中國特色社會主義理論體系為指導(dǎo),從科學(xué)界定和闡釋中國生態(tài)文明制度的涵義、相關(guān)理論入手,在全面分析中國生態(tài)文明制度發(fā)展歷程、現(xiàn)狀、問題及成因的基礎(chǔ)上,遵循建設(shè)社會主義生態(tài)文明的內(nèi)在要求,從適應(yīng)建設(shè)中國特色社會主義生態(tài)文明制度需要出發(fā),嘗試探尋有利于創(chuàng)新中國生態(tài)文明制度的對策。全部內(nèi)容共分五章:第一章,研究中國生態(tài)文明制度創(chuàng)新的意義和理論基礎(chǔ)。主要闡述了生態(tài)文明制度的相關(guān)概念,生態(tài)文明制度創(chuàng)新的重大意義,中國生態(tài)文明制度研究相關(guān)的基礎(chǔ)理論等內(nèi)容。第二章,研究中國生態(tài)文明制度的演變。主要闡述了中國生態(tài)文明制度從新中國成立以后所經(jīng)歷的一個逐步推進,不斷深化的創(chuàng)新過程。第三章,研究中國生態(tài)文明制度創(chuàng)新的現(xiàn)狀、問題及成因。主要闡述中國生態(tài)文明制度的現(xiàn)狀的基礎(chǔ)上,深入分析當(dāng)今生態(tài)文明制度存在的問題,探索問題產(chǎn)生的可能原因。第四章,研究國外生態(tài)文明制度及對我國的啟示及借鑒。主要分析了發(fā)達國家的主要代表國家的生態(tài)文明制度,總結(jié)了促進我國生態(tài)文明制度創(chuàng)新的有益經(jīng)驗和啟示。第五章,研究中國生態(tài)文明制度創(chuàng)新的對策。從加快經(jīng)濟發(fā)展,為生態(tài)文明制度創(chuàng)新奠定物質(zhì)基礎(chǔ);加快政府職能轉(zhuǎn)變,為生態(tài)文明制度創(chuàng)新提供政府保障;深化生態(tài)文明體制改革,為生態(tài)文明制度創(chuàng)新提供體制保障;加強生態(tài)文化建設(shè),為生態(tài)文明制度創(chuàng)新提供行動指導(dǎo)等幾個方面提出了生態(tài)文明制度創(chuàng)新對策。
[Abstract]:Since the 18 National Congress, our Party has not only put forward the strategic goal of "building a beautiful China", but also made a new construction of the overall layout of the socialist construction with Chinese characteristics from the overall strategic perspective. Moreover, the construction of socialist ecological civilization system should be further promoted to a strategic height that has a bearing on the success or failure of the construction of socialism with Chinese characteristics. This great move not only fully reflects the extreme importance attached by the Party Central Committee to socialist students from a strategic height. The construction and development of state civilization system. It also provides an unprecedented opportunity and an indispensable institutional guarantee for China's socialist construction, especially the construction of ecological civilization, which is based on the national conditions of China's socialism. In line with the nature of China's socialism and in line with the needs of China's socialist modernization drive, the establishment of the favorable support. The system that promotes and guarantees the construction of ecological civilization. The system of ecological civilization is the reflection and realization of socialist system in the field of ecological civilization. The construction of socialist ecological civilization system is not only the important content of perfecting the socialist system with Chinese characteristics. It is also an indispensable institutional support and guarantee for the construction of China's socialist ecological civilization. At present, the resources waste, environmental pollution and human and natural development in the modernization construction of our country do not adapt to the reality. The contradiction between social economy and natural ecology and the worsening of the relationship between man and nature are difficult problems. It is urgent to innovate and perfect the ecological civilization system and build Chinese ecological civilization to solve the ecological problems in China. It requires not only the innovation of ecological civilization system, but also the research of ecological civilization system theory must keep pace with the times and have new breakthrough. Under the guidance of Marxist theory and socialist theory system with Chinese characteristics, this paper begins with the scientific definition and interpretation of the meaning of Chinese ecological civilization system. Based on the comprehensive analysis of the development course, current situation, problems and causes of the ecological civilization system in China, the inherent requirements of the construction of the socialist ecological civilization are followed. In order to meet the needs of the construction of socialist ecological civilization system with Chinese characteristics, this paper tries to explore the countermeasures conducive to the innovation of Chinese ecological civilization system. All the contents are divided into five chapters: chapter one. This paper studies the significance and theoretical basis of the system innovation of Chinese ecological civilization, mainly expounds the related concepts of the system of ecological civilization, and the great significance of the innovation of the system of ecological civilization. Basic theories related to the study of Chinese ecological civilization system. Chapter two. This paper studies the evolution of Chinese ecological civilization system. It mainly expounds the innovation process that Chinese ecological civilization system has experienced since the founding of New China. Chapter three. This paper studies the current situation, problems and causes of the innovation of Chinese ecological civilization system. On the basis of expounding the present situation of China's ecological civilization system, this paper deeply analyzes the problems existing in the current ecological civilization system. Explore the possible causes of the problem. 4th chapter, the study of foreign ecological civilization system and its inspiration and reference to China. The main analysis of the developed countries on behalf of the country's ecological civilization system. This paper summarizes the beneficial experience and enlightenment of promoting the system innovation of ecological civilization in China. Chapter 5th studies the countermeasures of the system innovation of ecological civilization in China and lays a material foundation for the system innovation of ecological civilization from speeding up the development of economy and laying a solid foundation for the system innovation of ecological civilization. Speeding up the transformation of government functions to provide government guarantee for the innovation of ecological civilization system; Deepening the reform of ecological civilization system to provide system guarantee for the innovation of ecological civilization system; The countermeasures of ecological civilization system innovation are put forward in several aspects, such as strengthening the construction of ecological culture and providing action guidance for the innovation of ecological civilization system.
