【摘要】：擁有8779.3萬名黨員和388萬個(gè)支部的中國共產(chǎn)黨,面對(duì)改革開放和社會(huì)主義市場(chǎng)經(jīng)濟(jì)帶來的考驗(yàn)與風(fēng)險(xiǎn),在黨員數(shù)量與結(jié)構(gòu)呈現(xiàn)新態(tài)勢(shì)情形下,管黨治黨的任務(wù)依然艱巨,加強(qiáng)黨員隊(duì)伍純潔性建設(shè)顯得更加緊迫與重要。為此,需要總結(jié)新民主主義革命時(shí)期歷史經(jīng)驗(yàn)教訓(xùn),以史為鑒,以期更好地推進(jìn)黨員隊(duì)伍純潔性建設(shè)。黨員隊(duì)伍純潔性建設(shè)是馬克思主義政黨理論的必然要求。馬克思和恩格斯關(guān)于無產(chǎn)階級(jí)政黨的階級(jí)性、先進(jìn)性和組織性的論述構(gòu)建了黨員隊(duì)伍純潔性建設(shè)的理論框架。列寧在革命與執(zhí)政的境遇中,從建黨原則、黨員發(fā)展、理論教育、黨內(nèi)團(tuán)結(jié)等探索全面嚴(yán)格治黨的路徑,推動(dòng)了黨員隊(duì)伍純潔性建設(shè)的理論闡釋。以毛澤東為首的中國共產(chǎn)黨人,從政黨性質(zhì)、黨員標(biāo)準(zhǔn)和支部建設(shè)等方面進(jìn)一步發(fā)展了黨員隊(duì)伍純潔性建設(shè)理論。加強(qiáng)黨員隊(duì)伍純潔性建設(shè)必須正視政治生態(tài)環(huán)境和加強(qiáng)政黨內(nèi)生態(tài)審視。在新民主主義革命時(shí)期,黨一方面重視對(duì)時(shí)局的分析,通過把握政治生態(tài)環(huán)境的變量因素,調(diào)整黨員隊(duì)伍純潔性建設(shè)的方針。另一方面,注重對(duì)黨自身發(fā)展情況的審視,關(guān)注黨員隊(duì)伍規(guī)模、政黨構(gòu)成等問題�；趯�(duì)政治生態(tài)環(huán)境的分析和相應(yīng)地組織治理,形成了各個(gè)時(shí)期黨員隊(duì)伍純潔性建設(shè)的實(shí)踐特性。加強(qiáng)黨員隊(duì)伍純潔性建設(shè)需要加強(qiáng)關(guān)口建設(shè)。從組織管理學(xué)的視角來看,黨從黨員發(fā)展、管理、教育和退出等方面進(jìn)行了探索。在黨員發(fā)展方面,既從規(guī)制方面來確保入口純潔,又從程序方面實(shí)現(xiàn)入口純潔；在黨員管理方面,通過對(duì)黨員的日常管理和調(diào)整組織結(jié)構(gòu)以及優(yōu)化運(yùn)行機(jī)制來實(shí)現(xiàn)管理純潔,進(jìn)而實(shí)現(xiàn)黨員隊(duì)伍純潔；在黨員教育方面,形成了涵蓋理論教育、忠誠教育、宗旨教育、紀(jì)律教育在內(nèi)的黨員教育體系,不斷提升黨員純潔品質(zhì)；在黨員退出方面,一方面,從黨章入手,建立黨員退出規(guī)制。另一方面,從自請(qǐng)出黨到公開處理,再到集中清理,不斷探索黨員退出的實(shí)踐路徑。黨員隊(duì)伍純潔性建設(shè)奠定了黨的發(fā)展之基,也留下了寶貴的經(jīng)驗(yàn)教訓(xùn)。主要?dú)v史經(jīng)驗(yàn)：做到了理論傳承與理論創(chuàng)新同步、生態(tài)分析與政黨治理互動(dòng)、個(gè)體純潔與組織純潔共抓、注重發(fā)展與強(qiáng)化治理并重和懲前毖后與治病救人并舉。主要教訓(xùn)：必須保持政黨獨(dú)立性并自主地探索黨員隊(duì)伍建設(shè)、必須加強(qiáng)以支部為基礎(chǔ)的常態(tài)化治理和嚴(yán)防黨員隊(duì)伍治理中“左”和右的錯(cuò)誤傾向。總之,加強(qiáng)黨員隊(duì)伍純潔性建設(shè)既是歷史之鑒,也是時(shí)代之需。長期執(zhí)政的中國共產(chǎn)黨難免面臨著精神懈怠、能力不足、脫離群眾與消極腐敗的危險(xiǎn),加之經(jīng)濟(jì)體制轉(zhuǎn)軌、政治體制改革不斷推進(jìn)和社會(huì)主義市場(chǎng)經(jīng)濟(jì)體制還在完善之中,黨員隊(duì)伍純潔性建設(shè)面臨全新的境遇。因而,黨應(yīng)該繼續(xù)以純潔性建設(shè)為主線,積極營造良好的政治生態(tài),在新常態(tài)中堅(jiān)持從嚴(yán)治黨,通過加強(qiáng)組織管理和關(guān)口治理來實(shí)現(xiàn)黨員隊(duì)伍的動(dòng)態(tài)純潔。
