【摘要】：如何圍繞住房保障系統(tǒng)地改善民生是當(dāng)前中國(guó)亟待解決的重要問題。學(xué)術(shù)界對(duì)住房保障和民生問題從不同角度進(jìn)行了研究,積累了豐富成果。但隨著新型城鎮(zhèn)化進(jìn)程的加快,互聯(lián)網(wǎng)、大數(shù)據(jù)等技術(shù)的進(jìn)步,需要?jiǎng)?chuàng)新住房保障模式,研究與住房保障相關(guān)的民生要素的合理布局。本文力圖從信息時(shí)代新的人文地理學(xué)角度,以居者需求為導(dǎo)向,以住房保障為核心,以人地和諧論為指導(dǎo),以城市社區(qū)為單元,依托交通、教育、醫(yī)療等基本民生大數(shù)據(jù),借助互聯(lián)網(wǎng)技術(shù),搭建民生要素融合的住房保障平臺(tái),創(chuàng)新住房保障模式,分類做好住房保障空間布局規(guī)劃,圍繞居者需要適度合理配置基本民生要素,使之構(gòu)成保障型和諧民生系統(tǒng),切實(shí)滿足新的歷史條件下住房保障對(duì)象的基本民生需求。本文共分九章：第一章闡述了研究背景、選題意義、研究?jī)?nèi)容、框架結(jié)構(gòu)、研究方法和技術(shù)路線,就有關(guān)概念和需要解決的關(guān)鍵問題進(jìn)行說明。第二章梳理了國(guó)內(nèi)外研究住房保障和民生要素的文獻(xiàn),總結(jié)了部分城市住房保障實(shí)踐經(jīng)驗(yàn)；第三章通過分析居者需求特點(diǎn),充分論證住房在民生要素中的核心地位,提出基于住房的保障型民生系統(tǒng)概念,第四章總結(jié)了中國(guó)住房保障模式現(xiàn)狀,分析了住房保障存在的問題,提出“互聯(lián)網(wǎng)+民生”住房保障模式的思路、目的、原則、架構(gòu)、類型和主要內(nèi)容,以利于協(xié)同規(guī)劃民生工程；第五章實(shí)證分析武漢市住房保障發(fā)展歷程、保障性住房空間布局情況,剖析武漢市住房保障模式及存在的主要問題；第六章概述武漢市民生要素發(fā)展歷程、空間分布現(xiàn)狀,實(shí)證研究了保障性住房三大片區(qū)的民生要素空間布局特點(diǎn)；第七章抽樣調(diào)查武漢市三個(gè)典型保障性住房小區(qū)民生要素空間布局現(xiàn)狀,統(tǒng)計(jì)分析住戶對(duì)居住配套的滿意程度,通過模型分析居民的住房感知異同以及對(duì)未來民生要素的需求；第八章探討武漢市“互聯(lián)網(wǎng)+民生”住房保障模式的內(nèi)容與框架,規(guī)劃武漢市“十三五”新增住房保障的空間分布,提出創(chuàng)新布局武漢市“互聯(lián)網(wǎng)+民生”住房保障模式的建議；第九章總結(jié)本論文的主要成果、主要?jiǎng)?chuàng)新之處和存在的不足,提出未來研究方向和民生地理學(xué)概念。本文主要采用微觀與宏觀、理論分析與實(shí)證分析、動(dòng)態(tài)比較和橫向靜態(tài)分析相結(jié)合,注重多學(xué)科交叉的研究方法,依據(jù)人的需要、城市空間結(jié)構(gòu)、人地關(guān)系和諧、基本公共服務(wù)布局等理論,梳理了武漢市住房保障和民生要素的發(fā)展歷程,實(shí)證分析了保障性住房片區(qū)和典型保障性住宅小區(qū)的民生要素布局特點(diǎn),對(duì)武漢市住房保障模式進(jìn)行較深入地研究,為完善住房保障和基本民生的制度與機(jī)制奠定基礎(chǔ)。本文主要結(jié)論：1)建立“互聯(lián)網(wǎng)+民生”住房保障模式;2)初步定義保障型民生系統(tǒng)；3)實(shí)證評(píng)價(jià)武漢市住房保障和民生要素狀況；4)提出以住房保障為核心,優(yōu)化武漢市民生要素空間布局的建議。本文的研究創(chuàng)新突出表現(xiàn)在思維方式和理念融合方面,主要有：1)依據(jù)人的需要和人地關(guān)系論,厘清住房保障與其他民生要素的空間邏輯關(guān)系,將住房保障與其他民生要素有機(jī)結(jié)合,解讀圍繞住房保障構(gòu)建和諧民生的思想；2)提出解決住房保障問題的方法論和體系結(jié)構(gòu),即“互聯(lián)網(wǎng)+民生”住房保障模式。闡述利用互聯(lián)網(wǎng)技術(shù),依托各項(xiàng)民生要素信息“大數(shù)據(jù)”,搭建圍繞住房保障的交流平臺(tái),由保障對(duì)象根據(jù)自己的主導(dǎo)需求選擇民生要素空間布局適宜的存量住房,由政府給予相應(yīng)的租金補(bǔ)貼,避免保障性住房集中分布造成的居住分宜,解決民生要素錯(cuò)位和基本公共服務(wù)不公平的問題；3)從人地關(guān)系內(nèi)在規(guī)定性出發(fā),提出構(gòu)建圍繞住房之保障型民生系統(tǒng)和民生地理學(xué)初步設(shè)想,簡(jiǎn)析其基本內(nèi)容和民生要素空間結(jié)構(gòu),拓寬了人文地理學(xué)的研究領(lǐng)域,提升對(duì)當(dāng)前工作實(shí)踐的指導(dǎo)作用。
[Abstract]:How about the housing security system to improve people's livelihood is an important problem to be solved. Chinese current academic circles on housing security and livelihood issues from different perspectives, accumulated rich achievements. But with the new urbanization, the Internet, big data technology, need innovation of housing security model, the reasonable layout of security research and housing factors. This paper tries to from a new angle of human geography in the information age, home demand, housing security as the core, to harmony theory as a guide, to the city community as a unit, relying on transportation, education, health care and other basic livelihood big data, with the Internet technology to build housing the people's livelihood security platform elements, innovation model of housing security, housing security classification do spatial layout planning, around the home need to moderate the rational allocation of basic livelihood elements, The composition of the harmonious livelihood system, to meet the basic livelihood needs of housing security object under new historical conditions. This paper is divided into nine chapters: the first chapter describes the research background, significance, research content, framework, research methods and technical route, illustrates the related concepts and key problems need to solve. The second chapter summarizes the research of housing security and the people's livelihood of the domestic and foreign literature, summed up the part of the city housing security experience; the third chapter analyzes the demand characteristics of home ownership, fully demonstrated the core position in the people's livelihood of housing, housing security system is put forward based on the concept of people's livelihood, the fourth chapter summarizes the current modes of Chinese housing security, analysis of the housing security problems, put forward the "Internet plus livelihood" housing security mode of thinking, objective, principle, structure, types and main contents, in order to facilitate collaboration The planning project of people's livelihood; the fifth chapter is the empirical analysis of Wuhan city housing development, affordable housing space layout, analyzes the Wuhan city housing security mode and existing problems; the sixth chapter summarizes the development course of Wuhan City People's livelihood elements, spatial distribution of the status quo, the empirical research of space layout characteristics of the livelihood factor affordable housing three kilometer the seventh chapter; sampling investigation of Wuhan City three typical security status of the layout of the community livelihood spatial statistical analysis of household housing, satisfaction with living facilities, housing residents and the analysis of similarities and differences between the perceived needs of the future livelihood factor through the model; the eighth chapter discusses the Wuhan city "Internet plus people" housing content and framework model protection. The spatial distribution of Wuhan city planning "in 13th Five-Year" new housing security, put forward innovative layout in Wuhan city "Internet plus people residence. Avoidance pattern suggestion; the ninth chapter summarizes the main achievements of this paper, the main innovations and shortcomings, and put forward the future research direction and the people's livelihood concept of geography. This paper mainly uses the micro and macro, theoretical analysis and empirical analysis, dynamic comparison and transverse static analysis combined with emphasis on interdisciplinary research methods, on the basis of the need, city spatial structure, the harmonious relationship between human and the basic public service layout theory, the development process of Wuhan city housing security and livelihood factor reviews, empirical analysis of the characteristics of people's livelihood elements of the layout of affordable housing area and typical residential security, made a thorough Research on the Wuhan city housing security model, lay the foundation to improve the housing security system and mechanism and the basic livelihood of the people. The main conclusions of this paper are: 1) the establishment of "people's livelihood Internet plus housing security model; 2) the preliminary definition of security Livelihood system; 3) the empirical evaluation of Wuhan city housing security and livelihood factors; 4) proposed to the housing security as the core, the optimization of Wuhan City People's livelihood space elements of the layout of suggestions. The innovation of this article highlighted in the way of thinking and the concept of integration, mainly include: 1) on the basis of human needs and human land relationship theory to clarify the logical relationship of housing security, space and other elements of the people's livelihood, housing security and other livelihood organic combination of elements, interpretation around housing guarantee for building a harmonious people's livelihood thought; 2) put forward the theory method to solve the problem of housing security and system structure, namely "Internet plus the people's livelihood" housing security mode. The use of Internet technology, relying on the the people's livelihood information elements of "big data", built around the housing security exchange platform, by the security object selection stock space suitable according to the dominant elements of the layout of people's livelihood needs of their own Housing, rent subsidies given by the government, avoid affordable housing concentrated by living Fenyi, livelihood elements dislocation and unfair problems of basic public services; 3) from the internal regulation of human relations, proposed to build around the protection of housing people tentative system and the livelihood of the basic geography. The content and the people's livelihood elements of spatial structure, broaden the research fields of human geography, enhance the guiding role for the current work practice.
